SUMMARY MINUTES OF THE REGULAR MEETING OF T ARC iITECIURAL AND SITE
APPROVAL C(*MNIITIEE OF THE CITY OF a3PERITJo FOR JANUARY 12, 1987. MEETING
HELDINfl CONFERENCE ROOM OF CITY HALL, CUPE TINO, CALIFORNIA.
The meeting was called to order at 7:00 PM by Chairwoman Nobel who led the
pledge of allegiance.
ROLL CALL:

INFORMAL REVIEW OF USE PERMIT APPLICATION
ITEM 1) APPLICATION 8-Z-86 - DAR -EN SHU:
Requesting use permit to construct a 3 -unit condo-iium project
utilizing 1 existing unit and 2 new units. Located on the east
side of Blaney Avenue, approximately 250 feet north of Beekman
Place.

DISCUSSION:
Mr. Tsuda reviewed the application with the Co ittee. He
identified three areas of concern:
1) Exterior Materials: The exterior material of the project is
primarily stucco with little adornment. The material used on
the surrounding projects is wood shingle to the north and
east and horizontal lap-sirding to the south. Staff
suggested that the applicants return to ASAC prior to
building permits for approval of an exterior design which
shows greater architectural interest.
2) Privacy: The east -facing second story windows may look out
into the patio areas of the adjacent apartments. Staff
suggested that the applicants submit a privacy study for ASAC
approval prior to building permits which would include
privacy impact mitigation measures.
3) Parking: Staff proposed that one guest parking space
adjacent to unit 1 be eliminated to provide a turnaround
space for motorists.
The applicants did not feel the architectural enhancement was
necessary since most of the structure will be hidden frarn view
of the street. The applicants also stated that stucco was used
since the existing unit had an stucco exterior. Mr. Shu stated
that privacy impacts have been mitigated to same extent by the
wingwalls which were incorporated into the project.

By consensus, the Committee agreed that the exterior material
palette was acceptable as proposed. Member Mann commnented that
all two story apartment carplexes have units which look into each
other and did not feel that this application created any unusual
privacy problems. The Cciranittee, as a whole, agreed that a
privacy study should not be required. The Ccamnittee did feel
that the one guest parking space should be eliminated.

ITE'I 2) APPLICATION ASAC 51,686.1 - HARNAN (CAL -NEON SIGNS)
Requesting approval of a ground sign for an existing carui rcial
enter located at the northeast corner of DeAnza Boulevard and
Silverado Avenue.
PRESENTATION: Craig Maynard, Cal -Neon Signs
DISCUSSION:
Mr. Tsuda reviewed the application for the Committee and
identified the sign post material as the only concern. Staff
proposed that the posts utilize brick instead of the white posts
covers as proposed. The Committee, as a whole, agreed that the
white posts were preferable since there was an abundant amount of
brick on the site.
Mr. Tsuda confirmed for Member Chapman that the site qualified
for a ground sign.
DECISION:

ITEM 3) APPLICATION ASAC 51,687.1 - AIIAN BROWN (B.H. DOK):
Requesting approval of site, landscaping, and architectural
modifications for two existing buildings located on the west side
of Bubb Road at 10201 and 10211 Bubb Road.

DISCUSSION:
Mr. Bocook reviewed the application for the Committee. Member
Jackson was concerned with the use of compact parking spaces.
She felt that an excessive amount of compact spaces could create
parking and maneuvering difficulties for drivers of larger cars.
Staff confirmed that the amount of compact spaces was within the
parking ordinance limitation.

Member Mann asked the applicants if it would be possible to
install some type of footpath along the Bubb Road frontage.
Currently, no sidewalks exist along Bubb Road. Mr. Bocook
explained that it would be difficult to install pedestrian paths
along the road because the grade slopes steeply from the road to
the building. Member Chapman agreed with Member Mann's concern.
He explained that Monta Vista High School students walk to school
on Bubb Road and are forced to walk in the street or walk behind
the buildings; neither is a desirable situation.
The Ccmanittee agreed that pedestrian improvements were out of the
scope of this application. The Committee had no other concerns
with the project. They believed that the exterior modifications
would modernize the building's appearance significantly.

ITEM 4) APPLICATION ASAC 51 688.1 - CUPERTINO JOE'S:
Requesting approval of awnings at an existing restaurant on the
west side of DeAnza Boulevard, approximately 600 feet north of
McClellan Road. 10385 South DeAnza Boulevard.
PRESENTATION: Spiro Vrionis, Applicant
DISCUSSION:
Mr. Vrionis presented his revised color scheme for the proposed
awnings. He was now proposing tan awnings with maroon scallops.

RESOLUTION 1253.
ITEM 5) APPLICATION ASAC 51,689.1 - CICEE S'S PIZZA
Requesting approval of a storage area and alumtinuun roofing at an
existing restaurant at the southwest corner of Stevens Creek
Boulevard and Blaney Avenue. 20010 Stevens Creek Boulevard.

DISCUSSION:
Mr. Cicero stated that he did not agree with staff's
recc�nne- tion. He felt the addition was minor and was not a
problem. Mr. Cicero believed that painting the structure would
make it compatible with the existing restaurant.
Chairwoman Nobel did not believe that the addition was an upgrade
from previously existing conditions. Member Chapman explained
that the shed was not appropriate because it faces other
businesses and created negative visual impacts. Further, Member
Chapmn did not feel that merely painting the shed would mitigate
the poor aesthetic quality of the shed.
Member Chapman listed three ways to improve the project:
1) construct one integrated roof aver the rear structures, 2)
construct a trash enclosure, and 3) contain all equipment such as
racks, hoses, and mats within the chain -link enclosure.
Chairwoman Nobel informed the applicant that the application
would be forwarded to City Council for final review.

BY LNANIMOUS VOTE , APPLICATION ASAC 51,689.1 WAS DENIED

NEW BUSINESS
6) DISCUSSION OF AMIIS TO SIGN ORDINANCE
DISCUSSION:
Mr. Caughey presented the sign ordinance modifications. Me
Committee had no concerns with topics contained within the report
dated January 12, 1987. The Committee proceeded to discuss
Topics 6 through 8 contained within the report dated October 23,
1986.
Topic 6 — Self -Regulating Sign programs
the Committee was supportive of the idea of self -regulation of
tenant signs. Member Jackson questioned if shopping center
managers are aware enough of sign regulation to implement
them. Mr. Caughey replied that the manager or property owner
will be required to sign a docimtient stating that he understands
the regulations.
Topic 7 -- Cash Deposits for Banners
The CcIImnittee had no concerns.

Topic 8 -- Temporary Signs/promotional Events
Chalrwranan Nobel was in favor of banning all temporary sign.
She felt that temporary sign situation presently makes a
mockery of the city's sign program process and sign ordinance.
Member Jackson also expressed her frustration with the quantity
of temporary signs.
Member Mann suggested that the city allow one grand opening
event per business and one temporary sign/special event
year per business. The Committeeagreed per

Member Mann's approach. Similarly, the Committee agreed that
the use of searchlights would be limited to once a year per
business. The Committee unanimously agreed that the use of
temporary signs must be strictly limited.
WRITIEN/VERBAT C0M TNICATION•
Staff included a letter from Enhansys regardir limitations on
tenant panels on ground signs.
In response to a question from Member Mann, Mr. Tsuda stated that
the BAS Homes building at the corner of Pasadena Ave. and Stevens
Creek Boulevard was not painted per the approved exhibits.
Mr. Tsuda informed the Committee that staff had initiated a code
enforcement action on the Sizzler Restaurant as the restaurant
name appears on their awnings in violation of city approval. Mr.
Tsuda reported that Barry Rahn, manager of the Sizzler, stated
that he would not remove the name because the city is not
enforcing any of their temporary sign laws. Mr. Rahn stated that
the City would have to take him to court to get the awnings
removed.
BY unanimous vote, the Ccnmtittee approved the minutes of the
regular meeting of December 8, 1986 as published.
Having concluded its business, the Architectural and Site Approval
Committee adjourned at 9:03 PM to January 26, 1987 at 7:00 PM in
Conference Ran at 10430 S. DeAnza Blvd. at Temporary City Hall.
