MEETING HELD IN THE SECOND FLOOR CONFERENCE ROOM AT TEMPORARY CITY HALL AT 10430 S. DE ANZA BOULEVARD, CUPERTINO, CALIFORNIA The meeting was called to order at 7:00 PM by Chairwoman Mann. ROLL CALL: Present Members: Baca, Jackson, Miller, Chairwoman Mann Absent Members: None Staff Present: Randy Tsuda, ASAC Coordinator CONSENT CALENDAR: ITEM 1) APPLICATION ASAC 51,747.1 --HUNTER PROPERTIES_ Requesting approval of a second ground sign for a retail shopping center located on the west side of De Anza Boulevard, approximately 275 feet south of McClellan Road. 10555 S. De Anza Boulevard. DECISION: BY UNANIMOUS VOTE, THE COMMITTEE APPROVED THE CONSENT CALENDAR PER THE FINDINGS AND CONDITIONS SPECIFIED WITHIN ASAC RESOLUTION NO. 1328. INFORMAL REVIEW OF USE PERMIT APPLICATIONS: ITEM 2) APPLICATION 46-U-87 -- WATKINS COMMERCIAL PROPERTIES Requesting approval of a 13,000 square foot retail center on the Target store site including site modifications and relandscaping. Site is located on the north side of Stevens Creek Boulevard between Bandley Drive and Saich Way. PRESENTATION: Steven Carlson, Watkins Properties DISCUSSION: Mr. Carlson presented an overview of the major components of the project. He noted that the project includes a complete relandscaping of the site. He stated that the project will have design elements such as fountains, tiles, and interlocking pavers to define pedestrian corridors. Mr. Carlson explained that the loading areas will be on the east side of the structure and will be screened with a six to seven foot high wall. In response to Member Jackson's questions, Mr. Carlson explained that the building tenants are not likely to need large shipping trucks. Most of the deliveries would be brought by vans and small delivery trucks. Chairwoman Mann expressed opposition to the signage shown on the screen wall. Member Miller felt that the proposal was a good project and integrated well with the existing development. Member Jackson believed that more trucks will utilize the loading area than the applicant realized. Therefore, the wall should be raised to completely screen the trucks. She also disliked the use of blue on the project. Mr. Carlson stated that he would be willing to increase the tree coverage to screen the delivery trucks. ASAC MINUTES -- REGULAR MEETING OF OCTOBER 12, 1987 PAGE -2- Member Baca supported the overall project, finding the appearance and the food court attractive. She expressed reservations about the signage concepts. Chairwoman Mann stated that the applicants appeared to have addressed many of the City's concerns. She particularly supported the outdoor food court concept and the use of interlocking pavers to establish pedestrian walkways. She felt that the signage on the screen wall should be deleted but the wall's contrasting color band should be retained. ITEM 3) APPLICATION 48-U-87 —WEST VALLEY SHOPPING CENTER: Requesting approval of a 37,000 square foot addition to an existing shopping center located on the south side of Homestead Road, approximately 225 feet east of Franco Court. PRESENTATION: Lester Meu, Architect J.D. Vanderlaan, Applicant's Representative DISCUSSION: Mr. Meu described the project to the Committee. The applicants propose to plant additional trees along the southerly property line to provide additional screening. Member Jackson supported staff's recommendation to delete the junipers in favor of a more colorful species. Mr. Meu stated that the junipers were an oversight and would be replaced. Member Baca expressed concern with the width of the southerly driveway. She also recommended that the driveway be isolated from customer traffic to prevent conflicts between customers and delivery vehicles. Member Miller felt that landscaping should be incorporated along the west fascade of Building A to mitigate the building's starkness. Mr. Meu stated that it might be possible to add triangle shaped planters adjacent to the building. Member Miller stated that the perimeter landscaping needed to be upgraded. Mr. Meu stated that that some of the existing ivy and junipers could be replaced with new species which will add color and variety. FORMAL REVIEW: ITEM 4) APPLICATION ASAC 51.741.1 -- CHEVRON U.S.A.: Requesting approval of a sign program for an existing service station located at the northeast corner of De Anza Boulevard and Homestead Road. 11010 N. De Anza Boulevard. PRESENTATION: Spencer Nielson, Sign Representative DISCUSSION: Mr. Nielson distributed revised sign plans. Member Jackson commented that the sign's width was unusually large -- almost 20 feet. Chairwoman Mann recommended that the number of prices be reduced to six. Staff confirmed for the Committee that State law only requires that the highest price of each grade be displayed. Member Miller expressed a preference for the signs that were approved for the Chevron station at Prospect Road and Saratoga -Sunnyvale Road. He suggested that the applicant use copy reading "less 5 cents for cash" to eliminate the need for cash prices. ASAC MINUTES -- REGULAR MEETING OF OCTOBER 12, 1987 PAGE -3- Mr. Nielson displayed a standard Chevron six -price sign measuring 6' by 3'-10". He was opposed to using the sign since it could not be internally -illuminated. Staff suggested that external, ground lighting be used. Member Baca stated that the Committee should allow the price sign to be placed on the building. The building was far enough away from the street that the sign would be unobtrusive. ITEM 5) C 51 748 1 —TANDEM COMPUTERS tTERS AKA ,I Qj_5_1 Requesting approval of a new sign program for two industrial buildings located on the west side of Tantau Avenue, north of Highway 280. 10435 and 10501 N. Tantau Avenue. PRESENTATION: Karen Ann, Akagi Design Sherrie Brooks, Akagi Design QISCUSSION The applicants presented a revised color palette for the sign program. The Committee found the signs very attractive and praised the quality of the application materials. The Committee, by consensus, elected to approve both color palettes. DECISION: BY UNANIMOUS VOTE, THE COMMITTEE APPROVED APPLICATION ASAC 51,748.1 PER THE FINDINGS AND CONDITIONS CONTAINED RESOLUTION NO. 1330. INFORMAL REVIEW: ITEM 6) APPLICATION 47-U-85 -- CUPFRTINn CIry uAL L AND LIBRARY Requesting approval of final colors for the previously approved City Hall and Library structures located generally at the southeast corner of Rodrigues Avenue and Torre Avenue. PRESENTATION: Fred Winter, HED Architects Mr. Winter presented the color palette for the City Hall and the Library. The Committee found the color acceptable. BY UNANIMOUS VOTE, THE COMMITTEE APPROVED APPLICATION 47-U-85 PER THE FINDINGS AND CONDITIONS CONTAINED WITHIN RESOLUTION 1331.
