BID SUBMISSION: The City uses a two-part Bid process with Bids in Envelope "Aland State- ments of Qualification and Financial information in Envelope "B". City will accept Envelope and Envelope "B" before 2:00 p.m. on July "' 2017 in the City Clerk's Office. Bids will be public- ly read at 2:10 p.m. in the City Hall Lobby at 10300 Torre Avenue. City's representative will call out the designated time in the Office of the City Clerk,19300 Torre Avenue, stating that the peri- od for accepting Bids is closed. The Bid opening will be in accordance with procedures set forth in Document 00200 (Instructions to Bidders). 2. STATEMENT OF QUALIFICATIONS: Each Bidder shall be required to submit a "Statement of 00450 (Statement of Qualifications for Con ons" in accordance with truction Wnt orkj tructions to Bidders) and Document 4. DESCRIPTION OF THE WORK: Work includes establishing fiber-optic communications from City of Cupertino Service Center to Cupertino Senior Center. The Work includes furnishing and installing 24-strand fiber-optic cable in new conduit, installing new No. 6 and fiber optic pull boxes, installing conduit in ground, installing conduit dividers, making fiber-optic splices in ex- isting splice closures, furnishing and installing fiber termination panels, terminating fiber-optic cable strands in the fiber termination panels, furnishing and installing fiber patch cords, and testing all equipment and communications between the City of Cupertino Service Center, rti Cupeno Senior Center, Cupertino Sports Center, Quinlan Community, and City Hall. The con- tract also includes work for establishing redundant fiber-optic communications between Quinlan Community Center, Cupertino Sports Center, and Cupertino Senior Center. 5. CONTRACT TIME: Work shall be completed no later than 40 calendar days following the ef- fective date of the Notice to Proceed, in accordance with contract requirements, and project completion. A Notice to Proceed Is anticipated to be issued on or around July 31, 2017 6. REQUIRED CONTRACTOR'S LICENSE: A California Class A, General Engineering, or C-10, Electrical, contractor's license is required to Bid this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. Removal, handling, and/or disposal of haz- ardous materials may, by law, require hazardous substance removal certification by the Con- tractor's State License Board. 7. Required Contractor and Subcontractor Registration A. Owner shall accept Bids only from Bidders that (along with all Subcontractors listed in Document 00430 Subcontractor List) are currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. B. Subject to Labor Code Sections 1771.1(c) and (d), any Bid not complying with paragraph 1.01A above shall be returned and not considered; provided that if Bidder is a joint venture (Business & Professions Code Section 7029.1) or if federal funds are involved in the Contract (Labor Cade Section 1771.1(a)), Owner may accept a non -complying Bid provided that Bidder and all listed Subcontractors are registered at the time of Contract award. 8. PREVAILING WAGE LAWS: The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. 9. INSTRUCTIONS: Bidders shall refer to Document 00200 (Instructions to Bidders) for required documents and items to be submitted in sealed envelopes to City Clerk's office, as well as ap- plicable times for submission. 10. SUBSTITUTION OF SECURITIES: City will permit successful Bidder to substitute securities for retention monies withheld to ensure performance of Contract, as set forth in Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention), in accordance with California Public Contract Code, Section 22300. By this reference, Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention) is incorporated in full in this Document 00100. 11. PRE -BID CONFERENCE: This project will not have a pre -bid conference Any Bidder wishing to Investigate subsurface conditions at the site must schedule such a visit with the City in ac- cordance with Document 00200 (Instructions to Bidders). OF BIDDING DOCUMENTS: Bidders may examine a complete hard -copy set at the City's Public Works Department, City Hall, 10300 Torre Avenue In Bidders must download a set of bid documents from the ww.cupertino.org/i-want-to/bid-on/open-bids, or from a ries them. The City will post all addendums to the proj- ect on the City web site and it is the Contractor's sole responsibility to download the addendums for the project. If a Contractor wishes to be on the plan holders list for the project the Contractor must send an e-mail to: Capita 1proiects(a)cupertino.oro containing the following Information: Contractor's name address, phone and fax number, and a -mail address for future communications. The plan holders list will be updated daily. Bidder Is responsible for printing all of the bidding documents. 13. BID PREPARATION COST: Bidders are solely responsible for the cost of plan and specifica- tion printing and preparing their Bids. 14. RESERVATION OF RIGHTS: City specifically reserves the right, in its sole discretion, to reject any or all Bids, or re -bid, or to waive inconsequential deviations from Bid requirements not in- volving time, price, or quality of the Work. 15. PORTION OF WORK PERFORMED BY THE CONTRACTOR: The Contractor shall perform no less than 51% of the Work, excluding Specialty Items, with its own organization.
