BID SUBMISSION: The City uses a two-part Bid process with Bids in Envelope "A" and State. ments of Qualification and Financial Information in Envelope "B". City will accept Envetope "A" and Envelope "B" before 2:00 p.m. on 7UESDAY, FEBRUARY 28, 201T in the City Clerks Office. Bids will be publicly read at 2.05 p.m. in the City Hall Lobby at 10300 Torre Avenue. City's repre- sentative will call out the designated time In the Office of the City Clerk, 10300 Torre Avenue, statln2 that the period for accepting Bids Is closed. The Bid opening will be in accordance with procedures set forth in Document 00200 (Instructions to Bidders). 2. STATEMENT OF QUALIFICATIONS: Each Bidder shall be required to submit a "Statement of qualifications" in accordance with Document 00200 (Instructions to Bidders) and Document 00450 (Statement of Qualifications for Construction Work). 4. DESCRIPTION OF THE WORK: Slip sheet resurfacing six (6) tennis courts including all gen- eral conditions, general requirements and incidentals required to complete the Work in its entirety, as described In the Contract Documents. S. CONTRACT TIME: The City anticipates issuing a Notice to Proceed (NTP) by April 3, 2017 and work shall commence on or about April 4, 2017 with a substantial completion date of June 5, 2017. The Contractor shall achieve Final Completion of the entire --Work and be ready for Final Payment in accordance with Section 00700 (General Conditions) by June 12, 2016. 6. EXPECTED EXPENDITURE: The City's expected expenditure is $240,000 (This price is expected - not guaranteed) 7. REQUIRED CONTRACTOR'S LICENSE: A California "A" OR C-12 contractor's license is re- gwired to bid this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. Removal, handling, and/or disposal of hazardous materials may, by law, require hazardous substance removal certification by the Contractor's State License Board. & Required Contractor and Subcontractor Registration [Applies if bid is submitted on or after March, 1, 2015 or If Contract is awarded on or after April 1, 2015. Labor Code Section 1771.1.] 9. PREVAILING WAGE LAWS- The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. 10. INSTRUCTIONS: Bidders shall refer to Document 00200 (Instructions to Bidders) for required documents and items to be submitted in sealed envelopes to City Clerk's office, as well as ap- plicable times for submission. 11. SUBSTITUTION OF SECURITIES: City will permit successful Bidder to substitute securities for retention monies withheld to ensure performance of Contract, as set forth in Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention), in accordance with Califor- nia Public Contract Code, Section 22300. By this reference, Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention) is incorporated in full in this Document 00100. 12. PRE -BID CONFERENCE: City will conduct a non -mandatory Pre -Bid Conference at 1:30 pm on TUESDAY, FEBRUARY 21, 2017 at the site, the tennis courts adjacent to Christensen Drive in Memorial Park. 10185 Stelling Road, Cupertino, CA 95014. Any Bidder wishing to investigate subsurface conditions at the site must schedule such a visit with the City in accordance with Document 00200 (Instructions to Bidders). 13. PROCUREMENT OF BIDDING DOCUMENTS: Bidders may examine a complete hard -copy set of bid documents at the City's Public Works Department, City Hall, 10300 Torre Avenue in Cupertino. To obtain a copy of the bid documents, Bidders must download a set of bid documents from the City of Cupertino Web site at: http://www.cupertino.org/index.aspx?page=119, or from a plan room or trade journal site that carries them. The City will post all addendums to the project on the City web site and it is the Contractor's sole responsibility to download the addendums for the project. If a Contractor wishes to be on the plan holders list for the project the Contractor must send an e-mail to: capitalprojects@cupertino.org. containing the following Information: Contractor's name, address, phone and fax number, and e-mail address for future communica- tions. The plan holders list will be updated daily. Bidder is responsible for printing all of the bidding documents. 14. BID PREPARATION COST: Bidders are solely responsible for the cost of plan and specifica- tion printing and preparing their Bids. 15. RESERVATION OF RIGHTS: City specifically reserves the right, in its sole discretion, to reject any or all Bids, or re -bid, or to waive inconsequential deviations from Bid requirements not in- volving time, price, or quality of the Work. 16. PORTION OF WORK PERFORMED BY THE CONTRACTOR: The Contractor shall perform no less than 51%of the Work, excluding Specialty Items, with its own organization.
