Supplemental Report COMMUNITY DEVELOPMENT DEPARTMENT CITY HALL 10300 TORRE AVENUE • CUPERTINO, CA 95014-3255 TELEPHONE: (408) 777-3308 CUPERTINO.GOV CITY COUNCIL STAFF REPORT SUPPLEMENTAL 1 Meeting: March 17, 2026 Special Meeting Agenda Item #1 Subject Study Session on the Housing Development Project at 10333 N. Wolfe Road. Recommended Action Receive Santa Clara County staff’s presentation and provide feedback on the project. This item is a study session by the County staff to present project updates to the City Council. This is not a hearing to consider approval of the project, and the City Council is not voting on the item. Staff’s responses to questions received from councilmember are shown in italics. Q1: The application status: when was the application submitted to the City of Cupertino. The approval process and the next steps in the approval process. Including but not limited to CEQA. Staff response: The application was formally submitted to the City on June 26, 2025. The next step for the project would be to hold a Planning Commission review and hearing. The project is exempt from CEQA as it is a Priority Housing Element Site in the City’s Housing Element that will provide 20% of the total units as affordable to lower-income households at a density consistent with the General Plan. Q2: The location of the project (a map), the acreage of the project, the number of units planned for phase 1 and phase 2 and income levels. What's the allowed zoning and the minimum and maximum number of units. Impact on No Net Loss. Staff response: A vicinity map is included as ‘Vicinity Map’, see Attachment B. The project is a Housing Element Site, zoned R4, with a minimum density of 250 units and a maximum density of 324 units. The project proposes a total of 251 units. Phase 1 proposes 94 low income and moderate-income units with no City BMR units. Phase 2 proposes 157 units at extremely low, very- low income and low-income levels, including 41 very low and 10 low-income City BMR units. While only 51 of the units will be a part of the City’s BMR program, the remaining units within the project will be income restricted by the County of Santa Clara and additional funding programs like the Low-Income Housing Tax Credit (LIHTC) program. Q3: Status of the emergency access: what communications have been conducted with the Fire Department and other related agencies, such as Cal Train. What steps are left in the decision making process. Staff response: The applicants have communicated with the Santa Clara County Fire Department (SCCFD) through project comment letters and independently through meetings with the SCCFD and Caltrans. Approval for secondary access is still pending from Caltrans. Q4: Now that the third version of the Vallco (Rise or any new name) is approved. Would the road configuration of the Vallco project allow the second emergency access through their adjoining road? Staff response: Emergency access to the Wolfe Road project site is independent of the Vallco (Rise) project site. Q5: What two emergency accesses are identified for the Vallco project? Are either or both of the emergency accesses be accessible by emergency vehicles? Staff response: On the West side of the Vallco (Rise) project, primary emergency access is via Perimeter Road at Stevens Creek Blvd and via Vallco Parkway at Wolfe Road, and on the East side, primary emergency access is via Perimeter Road at Vallco Parkway and via a new intersection proposed, approximately 200 feet north of the intersection of Vallco Parkway and Wolfe Road. The project also has emergency access easements proposed over most of the private streets interior to the project. All private streets with recorded Emergency Access Easements will be accessible to emergency vehicles. Q6: Who owns the Wolfe Road /Auburn wall? Staff response: The wall is located on City property but originally built for the benefits of the residents. Attachments Provided with Original Staff Report: A.
