Dear City Council, Recusal Request for Councilmember Mohan: Regarding Public Hearing #12 on March 17, 2026, Sheila Mohan resides within 1000 feet of the Linda Vista project and this development project could impact the value of her property. Consequently, she should recuse. Furthermore, I’d request that you reschedule portion of the March 17, 2026 City Council Meeting – non-consent action and public-hearing items. That would be 3 items. REQUEST FOR POLICY CHANGE: There are about 24 council meetings per year. Many of these meetings don’t have decisions. Availability of council members is well-known prior to establishing schedules. My understanding is that it was well-known that councilmember Wang would be unable to attend the 3/17/2026 meeting. While I’m not especially concerned about informational and study session items that can be viewed later, and somewhat less about consent-calendar items, I don’t think that it is right that action items and especially public-hearing items should be heard when it is known well in advance that a councilmember is unable to attend. The residents voted for representation by councilmembers and the calendar should accommodate that as much as possible. I just don’t think that it makes sense to have a public-hearing item when it is known that only three or four council-members can fully participate. I would also like to remind you that in the past, a council meeting was rescheduled by Mayor Wei for her sister-city trip to Taiwan (and the City Manager) at very short notice. And it was rescheduled at the same time as a previously scheduled Planning Commission meeting. So two meetings were rescheduled for the Mayor. Other meetings were rescheduled multiple times in the past. Consequently, I respectfully request that the public-hearing and hopefully the two action items, be deferred to another day and that consideration is made to availability of council members when setting the meeting calendar.
