SUBJECT AND ISSUE
Award a construction contract for the Monta Vista Roof Project, Project No. 2009-01, to
Petersen Dean Roofing and Solar Systems, Inc;., in the amount of $177,000, and approve a
construction contingency of $20,000 to cover ~~ny unforeseen work required to complete the
project, for a total of $197,000.
BACKGROUND
The Monta Vista Recreation Center has two lbuildings with a combined square footage of
approximately 22,000. These buildings include the Community Center and Pre-School. T_ he
roofing system of these two buildings has exceeded their useful life and is in need of
replacement. The proposed hot built-up roofing system replacement is consistent wifih other
roofing systems successfully in place at other City buildings and is complaint with the State of
California, Title 24 energy efficiency require-ments. Other minor improvements, such as
replacement of damaged fascia board and gutter:~, are included with this project. The recreation
center will remain open during the completion of these roofing improvements.

The low bidder is Petersen Dean Roofing and Solaz Systems, Inc., in the amount of $177,000.
The engineer's estimate for the bid is $320,000.00. This represents an extremely good price for
the work. In reviewing the six bids received and in discussing the bid with the low bidder, it
appears that the current economic recession has resulted in highly competitive bidding markets
for these types of projects, and the low bid submitted by Petersen Dean Roofing and Solar
Systems, Inc., is representative of that market condition.
FISCAL IMPACT
The approved Five Year Capital Improvements Program for Buildings, Account No. 420-9237-
9200 has sufficient funds to award this contract for the Monta Vista Roofing Project, Project No.
2009-01, to Peterson Dean Roofing and Solar Systems, Inc., in the amount of $177,000 and
additianal expenditures thereafter up to the amount of $20,000 for additional work as approved
by change order, for a total of $197,000.
STAFF RECOMMENDATION
Award a construction contract for the Monta Vista Roof Project, Project No. 2009-OI, to
Petersen Dean Roofing and Solaz Systems, Inc., in the amount of $177,000, and approve a
construction contingency of $20,000 to cover any unforeseen work required to complete the
project, for a total of $197,000.
