Dear City Council, Regarding 3/17/2026 Council Meeting Agenda #10 Ballot Measure, Another way to raise $! Consider Big Construction Conditions of Approval: We need to consider collecting use taxes for large projects. My understanding is that Cupertino became the point-of-sale location for construction materials when building the Apple Campus. We need to do this for developers as well and capture the taxes paid on those materials. Perhaps that can be included as a condition of approval. UUT – Disproportionally impacts lower-income households. Higher-income households have solar and resources for all-electric homes. Lower-income households do not. I just don’t see the nexus in increasing the UUT. Regarding the history of the UUT, it was voted for to pay for Blackberry Farm pool/picnic/golf/blue pheasant. The ads for the purchase was for saving the oak trees and the property from potential development. I recall the UUT was going to end someday. Use Tax (looks like Sales Tax): I don’t know whether a use tax will fly – a new tax was just voted in for the County. My recollection is that Cupertino voted no. I think that the staff should have mentioned how the vote went on this up front – I don’t see it but maybe I didn’t look carefully enough. Head Tax, I’ve mentioned this at several City Council meetings in the past, Cupertino is lower than other cities for head taxes. Please also take a look at Menlo Park - - - note that Facebook also subsidizes additional police for its campus. So it would be interesting to look at their head tax as well.
