What started as isolated, singular instances became clusters of vehicles that rose to more than 40 in a matter of a few months. Cupertino residents began suffering the effects of such conditions: various nuisances, vehicle code and parking violations at incremental levels that caused disruptions to their quality of life. In response to the rise in reports, on September 16, 2025, the City Council adopted revisions to the parking regulations of the municipal code. Code Enforcement (CE) staff immediately began outreach and education of the public in various neighborhoods around the city. Staff distributed informational flyers and verbally notified residents, as well as other vehicle owners, that new regulations would soon affect their ability to park overnight in Cupertino. The new ordinance created a new vehicle designation; Oversized Vehicles (OVs) and prohibited parking of such vehicles on public streets and properties between the hours of 10:00 p.m. and 6:00 a.m., unless a permit was acquired. Residents are offered the option of obtaining up to 20 OV permits free of charge every year. These changes took effect on October 17, 2025. City staff from various departments coordinated and collaborated to ensure the permit platform was working properly and available for residents. After the municipal code amendments took effect, CE staff continued education efforts and issued various warnings during normal business hours. A reduction in remaining vehicles on Cupertino streets was apparent. Santa Clara County Sheriff’s Office and CE staff partnered on December 10, 2025, to focus on OV enforcement. The additional efforts resulted in ten warning tickets issued to OVs found in violation. On January 8, 2026, additional signage was installed to ensure proper noticing was being provide to all members of the public. CE staff continued to contact and educate vehicle owners to avoid escalated enforcement actions. Since then, only three OVs have been found in violation and issued with parking citations. Please see below for photographs taken during recent site visits at various locations. In addition to neighborhood outreach, Economic Development staff conducted targeted outreach with commercial property owners and businesses. On February 19, 2026, staff conducted in-person outreach to commercial properties and businesses in the Bandley Drive, Greenleaf Drive, and Valley Green Drive areas to share information about the City’s oversized vehicle parking ordinance. On March 3, 2026, staff continued these efforts by sending notification letters to commercial properties and businesses in the same areas to ensure awareness of the ordinance requirements. As of March 4, 2026, efforts showed 100% compliance throughout various neighborhoods of the city. All known areas where OVs were once found are now clear of violations during the prohibited hours. Although CE has continued to receive complaints, most were not found in violation. To ensure regular compliance, scheduled enforcement has been conducted on an ongoing basis. CE staff are also continuing with education and outreach with the public regarding the new ordinance. Sustainability Impact No sustainability impact.
