Study Session, CA State RHNA Goals 60-80 Dwelling Units an Acre for Marina Plaza Shopping Center Dear Mayor Moore: I am the Project Manager of the Marina Plaza Shopping Center (10118-10122 Bandley Drive) and the adjacent former restaurant Mandarin Gourmet parcel (10145 N DeAnza Blvd.). As part of City's compliance with the No Net Loss requirement in the Regional Housing Needs Allocation, I am writing to ask City Council to upzone our combined five -acre parcel to 60-80 dwelling units an acre (DUA). Marina Plaza LLC and Cupertino 10145 LLC own the combined 5.11-acre site in Cupertino (APNs 326-34-066, 326-34-043). This property is located at the busy intersection of Stevens Creek Boulevard and De Anza Boulevard and currently has an aging shopping center on the premises. We would like to develop a mixed housing and commercial housing project on this site. The current entitlements of the property allow for 25-35 dwelling units per acre (DUA) mixed -use project (DP-2022-001). Unfortunately, we cannot build this project at such a low density because of high construction costs and the needed economies of scale needed for a mixed -use project. However, we can build a mixed -use housing project if City Council grants us greater density. As part of the update to the Housing Element, please increase the allowable density to 60-80 dwelling units an acre (DUA) for our two parcels. At that density, we would be able to work with City staff to build a beautiful, mixed -use development project that provides over 300 units of mixed -income housing for the City. Our project will be in full compliance with the City's affordable housing requirements and provide public art and other commercial benefits to the community.
