WE- 2329 A TR-2025-020 10/7/2025 Catherine Tarone 1.1 Purpose of Report This arborist report was prepared at the request of the property owner representative in response to violation notices issued by the City of Cupertino for three dead Monterey pine trees posing a fire hazard. The three Pinus radiata were already removed on 7/3/25 due posing hazard and notice received from the city. 1.2 Site Visit and Methodology A site inspection was conducted on 6/12/25. All trees were visually assessed from the ground using standard industry practices in accordance with ISA Best Management Practices and ANSI A300 standards. 1.3 Tree Inventory and Condition Assessment Tree Species ID DBH (in) Condition Notes Recommendation A Pinus radiata Pinus B radiata Pinus C radiata 19" 20" 24" Dead Dead Dead Completely desiccated, no foliage, insect activity, sloughing bark. Red turpentine beetle activity is visible at the base. Tree also has fruiting bodies along the trunk indicate deep internal decay. No live tissue, pine beetle damage, structurally unstable. Findings • Trees A, B, and C Pinus radiata (Monterey Pines) are confirmed 100% dead and constitute an imminent fire hazard, as defined by the Cupertino Municipal Code Section 16.54.030 (Fire Hazard Vegetation). Their removal is necessary for public safety and code compliance. Notice has been sent by the city citing the HOA to remove immediately due to threat to public safety. All three Pinus radiata showed signs or red turpentine beetle at the base of the trunks. Red turpentine beetles are an invasive species that are difficult to treat for. Once an infestation has started pines do not have natural defenses against them and decline in the tree can happen in as little as 6 months. All three Monterey pines were 100% dead with no vitality and were removed on 7/3/25. 1.5. Recommendations Remove Trees A, B, and C immediately to eliminate fire hazard and comply with Cupertino violation notices. Please see replanting plan to show mitigation effort to replace lost canopy. All trees listed are 24 inch box size.
