CC 03-24-09CUPERTINO APPROVED PVIINUTES CUPERTINO CI7CY COUNCIL Regular Adjourned Meeting Tuesday, March 24, 2009 ROLL CALL At 5:10 p.m. Mayor Orrin Mahoney called the regular meeting to order in the Council Chamber, 10350 Torre Avenue, Cupertino, California, and led the Pledge of Allegiance. Present: Mayor Orrin Mahoney, Vice-Mayor Kris Wang, and Council members Dolly Sandoval, Mark Santoro, and Gilbert Wong. Absent: none. NEW BUSINESS Select a date for the Teen Commission interviews. The Council members concurred to conduct Teen Commission interviews on Monday, June 1, at 4:30 p.m. Council also concurred to hold a study session on the Redevelopment Agency on Tuesday May 5, at 5:00 p.m., and to change the budget study session meeting to Wednesday, May 27 at 5:00 p.m., with a backup session on Tuesday, June 2 at 4:00 as needed. STUDY SESSION 2. Conduct a study session regarding the C~Council Work Program. Council members discussed the various work program items and staff provided further information on select items. During discussion of the Stevens Creek Corridor Park, staff clarified that Phase 1 actually consisted of A and B sections. Both of those will be completed and the park will reopen on July 4, 2009. Phase 2 would be the completion of the trail from McClellan Road to Stevens Creek Boulevard with a requirement to relocate the creek. Regarding the Civic Center fountain, staff explained that Santa Clara County has required extensive, and expensive, upgrades to address possible water contamination with cryptosporidium. The City does ongoing v~~ater testing, and has already designed plans to modify the mechanical equipment vault to add an ultraviolet light sterilization process. March 24, 2009 Cupertino City Council Page 2 The Council may wish to object to further modifications required by the County to also treat the water with CO2 and bromide, because those steps would greatly increase maintenance costs and at the same timc; would be counter-acted by the ultraviolet treatment. Environmental Affairs Coordinator Erin Cooke discussed pilot programs for LED streetlights and said she is also researching induction lighting, which has the added benefit of reducing the tariff that the City must pay to PG&E. Cooke said that she will report back to City Council at a later date. Council directed staff to make the followin changes to the work plan: Major Developments • Add a note in The Oaks that the theater is open again • Delete the California Pizza Kitchen project • Add the Shashi Hotel • Add Embarcadero Park (former Measur~ex building) Capital Improvements and Plans • Staff to provide a copy of the final written report regarding the Sterling Barnhart site cleanup, which was the responsibility o f the water company • Set up a closed session to discuss strategy for the acquisition of Lawrence-Mitty Park • Add estimated milestones for Sterling Barnhart Park (3 months for design, 3 months to bid, and 6 months to construct). Stai;f will provide Council with a copy of the final report regarding site cleanup that was arranged by the water company • Change "Quinlan Fountain" project to "Quinlan Plaza" project, and add in the expected completion date of December 2009 • Challenge the County's requirement for water treatment for the Civic Center Fountain • Identified three high-priority CIP projects: o Civic Center Fountain o Phase 2 of the Stevens Creek Corridor (extending the trail from the golf course to Stevens Creek Boulevard) o Completion of the Quinlan Plaz,~ Organizational Improvements • Change "Redesign the website" to "Refine the website" • Add comments to the Fiscal Str~itegic Plan to indicate that the Fiscal Plan committee will research other financing solutions for excess library hours in conjunction with the 2009/2010 budget process Public Safety • Add the Stevens Creek Reservoir dun failure evacuation plan • Add non-city projects, including: o Monitor the Lehigh/Kaiser r~~clamation/expansion plan March 24, 2009 Cupertino City Council Page 3 o Monitor the progress of th.e Santa Clara Valley Water detention pond project • Add the project at Results Way to the list of walkable developments listed in the Traffic Safety section • Report back in June 2009 on cons~.~ltant progress regarding traffic safety around schools Planning • Delete the completed Tree Topping ordinance project • Add General Plan updates section with respect to hotel allocation, office allocation, and changes to the Heart of the City Specific Plan Building Community • Explore incorporating the Leadership Cupertino program into the Institute for Community and Civic Engagement (ICCE). Community Organizations • Set up a joint study session with thc; Parks and Recreation Commission to discuss the future of the Stocklmeir and Sirnms houses, and add a note that the Historical Society is no longer pursing the Sto~~klmeir house project • Add to school partnership oppor~:unities the placement of "arks" emergency supplies and City-provided crossing guards Mayor Mahoney read comments from two audience members who had to leave the meeting. He said that Deborah Jamison :felt that the creek restoration is an important component of the Stevens Creek Corridor project and should be included in the Phase 2 work because the current concrete channel. is weak and could fail at any time. She also suggested that any plans about the Stockl~meir property should include representatives from the Water District and conservation groups such as the Audubon Society and the Watershed Council. Mayor Mahoney said that Jennifer Griffin thanked the Council for acquiring the Sterling Barnhart park site. She said that other important projects are the acquisition of the Lawrence-Mitty Park and Reach 5 of the Saratoga Creek Trail. Craig Lee, a member of the Public Safely Commission, asked for clarification about setting a commission work program. He asked whether work assignments should be given by the Council, or whether the commission should work on its own initiative and obtain community input to create a work program for Council approval. Council concurred that the best method was a blend of both of those approaches, but cautioned that projects which would require a lot of staff time must be approved by the Council. March 24, 2009 Cupertino City Council Page 4 City Manager David Knapp said that staff will report back to City Council in a few weeks with an updated work plan for their ratific,~tion. It will include an estimate of staff time necessary to complete each action, and at that time Council can assign priorities to the project.
