Background
At the November 4, 2025, City Council meeting, Council expressed interest in reviewing the
progression timing data collected for the De Anza Blvd Buffered Bicycle Lane project. The
attachments to this memorandum compile the data collection.
The De Anza Blvd Buffered Bike Lane Project was completed in January 2025. The project
design included the elimination of one vehicle travel lane in the southbound direction between
Stevens Creek Blvd and Bollinger Road, which reduced the number of lanes from four to three.
Following completion of the project, Transportation Division staff monitored traffic flow,
compared vehicle progression times to pre-project data, and adjusted traffic signal timing to
ensure satisfactory vehicle progression was maintained along the corridor.
In order to quantitatively document the impacts, if any, of this change, vehicle travel time
studies were performed both before project initiation and again following project completion.
Between six and eight vehicle travel time runs were performed over two evenings along
southbound De Anza Boulevard between Homestead and Bollinger Roads during the evening
peak hours, between approximately 5 p.m. to 7 p.m., which is the most congested direction and
time of day. Empirical results of the studies are shown in the attached sheets. Although there is
high variability among the individual travel time runs, prior to the project, average travel times
were in the 5.5 to 7 minute range, while after completion of the project average travel times
were in the 5 to 6.5 minute range. The results indicate that no overall delays are incurred for
motorists as a result of the project.
Additionally, collision data was collected to compare the number of vehicle collisions along the
corridor before and after the project. This information is attached and indicates that, during the
first six months of 2025, the number of injury and non-injury collisions was roughly half that
which occurred during the first six months of each of the previous three years.
Next Steps
Traffic monitoring and data collection will continue in order to further ensure satisfactory
vehicle progression and assess project effectiveness.
