CUPERTINO CITY COUNCIL
Thursday, December 11, 2025
SPECIAL MEETING
At 6:03 p.m., Mayor Liang Chao called the Special City Council Meeting to order and led the
Pledge of Allegiance in the Cupertino Community Hall Council Chamber, 10350 Torre
Avenue.
ROLL CALL
Present: Mayor Liang Chao, Vice Mayor Kitty Moore, and Councilmembers J.R. Fruen, Sheila
Mohan, and R “Ray” Wang. Absent: None.
1. ELECTION OF MAYOR AND VICE MAYOR
Written communications for this item included emails to the Council and a presentation from
Mayor Chao.
Mayor Chao opened the public comment period and the following members of the public
spoke.

Mayor Chao closed the public comment period.
Councilmembers made comments.
a. Councilmembers elect Mayor
b. Councilmembers elect Vice Mayor
MOTION: Wang moved and Fruen seconded to:
a. nominate Kitty Moore for Mayor; and
b. nominate Liang Chao for Vice Mayor.
The motion passed with the following vote: Ayes: Chao, Moore, Fruen, Mohan, and Wang.
Noes: None. Abstain: None. Absent: None.
c. Mayor and Vice Mayor Oath of Office
Newly elected Mayor Kitty Moore received the Oath of Office from City Clerk Kirsten
Squarcia.
Newly elected Vice Mayor Liang Chao received the Oath of Office from City Clerk Kirsten
Squarcia.
Councilmembers made comments.
City Manager Tina Kapoor presented a gift to Vice Mayor Chao in recognition of her service as
Mayor. Vice Mayor Liang Chao then provided remarks.
ADJOURNMENT
At 7:24 p.m., Mayor Kitty Moore adjourned the Special City Council meeting.
