MINUTES OF THE ADJOURNED REGULAR ARCHITECTURAL AND SITE APPROVAL
COMMITTEE HELD ON OCTOBER 17, 1974 IN THE LIBRARY CONFERENCE ROOM,
CITY HALL, CUPERTINO, CALIFORNIA
The meeting was opened at 4:45 p.m. by Chairwoman Sallan.

Members present: Dressler (5:05), Koenitzer, Rogers, Chairwoman
Sallan
Members absent: Weinstein

Chairwoman Sallan noted the meeting was a continuation of studies
on Landscaping Guidelines for Saratoga -Sunnyvale Road Parkway.
Assistant Planner Kramer distributed revisions to guidelines based
on the last meeting with the architect, James Coleman.
The Associate Planner reported there are new developments in Cross-
road Area which hasten the need for finalizing decisions on this
area. This document will be main conceptual piece. He detailed
processes being followed for these areas.
Mr. Cowan suggested implementing this in conceptual plan instead
of using as landscaping guidelines, making this document part of
zoning ordinance.
Chairwoman Sallan said the main intent was that anyone developing
would be given this document first. They could do both; could go
to Council and get it implemented and then be part of Planned
Development.
The Assistant Planner pointed out there are some parcels that may
not cooperate and will want to do on their own so there may be
areas that will have to deviate slightly but will still have
elements and follow guidelines. Chairwoman Sallan felt they
should have to assimilate.
Member Koenitzer referred to curb cuts. He also noted the key
point was the 50 ft. setback and landscaping.

It was noted the committee felt the Cif Council should be involved
in implementation of guidelines.
The Assistant Planner said this draft had been pieced together
by using old guidelines and suggestions from committee members
I which had been incorporated.
Member Koenitzer noted it should be written in the present tense
with the exception of requirements which would be in present imperative tense
He also suggested there should be a consistent method of numbering
and heading.

Minute Order
Member Koenitzer moved for a minute order to City Council
that in order to provide bicycle lanes on Saratoga -Sunnyvale
Road ASAC recommends a 140 ft. right of way•be provided.
Motion carried, 4-0
It was agreed a study should be made to determine the most effective
way of separating bicycle lanes from traffic.
Access from the sidewalk was discussed. Chairwoman Sallan said her
--- concern was that -developers might use this as a design point to get
exposure. She suggested there should- besomestatement of phi oso y
that their intent is to integrate properties asmuchas possible;that they are trying to establish a solid landscaping approach.
Assistant Kramer pointed out there can't be an area that can't be
seen or gotten to; the area will be used.
A discussion was held on the possibility of temporary
driveways being included in guidelines. It was decided to
include that some curb cuts might be temporary and why. _-
Chairwoman Sallan suggested a philosophical statement that recognized
• the importance of grading, especially parking lots in relation to view
of the cars from the street.
It -was felt that street furniture should be defined; i.e benches,
trash enclosures, drinking fountains, arbors, electroliers, etc. a -

Building height in relation to landscaping set -back was discussed.
It was agreed that buildings over 16 ft. high will be required to
have greater set backs.
Member Koenitzer suggested 5 ft. monolithic sidewalks on streets
where parking is allowed. All other elements for auxiliary streets
will be the same as Saratoga -Sunnyvale Road with the exception of
landscaping and sidewalks.
It was stressed that existing specimen trees will be maintained and
developments will be planned around existing trees. Grading
precautions will be observed.
It was agreed there should be one more meeting to study changes
as made in guidelines and incorporate suggested changes from
tonight's meeting.
ADJOURNMENT
At 6:07 p.m. the meeting was adjourned to 7:00 p.m. on October 24,
1974 for the regular H -Control meeting in the Council Chambers.
