MINUTES OF THE REGULAR ADJOURNED MEETING OF THE ARCHITECTURAL AND
SITE APPROVAL COMMITTEE HELD ON OCTOBER 3, 1974 IN THE LIBRARY
CONFERENCE ROOM, CITY HALL, CUPERTINO, CALIFORNIA
The meeting was called to order at 7:40 p.m. by Chairwoman Sallan.

Members present: Dressler, Koenitzer, Rogers, Chairwoman Sallan
Members absent: Weinstein
Staff present: Associate Planner Cowan
Assistant Planner Kramer
Architect present: James Coleman, Landscape Architect
Chairwoman Sallan opened the meeting's discussion by asking that
members of the committee contact her if they could not be present
at a meeting. This was important to ensure there would be a quorum
present.
PUBLIC HEARING
1. Landscaping Guidelines for Saratoga -Sunnyvale Road Parkway
Assistant Planner Kramer went through points that were raised at the
last meeting. Mr. Coleman had been asked to make several additions
and changes. She noted these had been done.
Chairwoman Sallan questioned if minimum amounts of plantings should
be addressed. It was felt this could be decided at time of applica-
tion.
Member Koenitzer ascertained that majority of trees would be the
evergreen with the rest serving as accent trees. Mr. Coleman said
it would not make any difference which way it went. It could be
any one of the three trees in any anount. Chairwoman Sallan felt
this should be addressed and that majority of trees should be
evergreen. Member Koenitzer noted this had been stressed in the
past.

The Assistant Planner then displayed exhibit showing those areas of
treatment best suited for screening cars. Chairwoman Sallan pointed

iember Rogers questioned having bicycle path along roadway. A
straight path set in from traffic would be safer. Associate Planner
Cowan said the Traffic Engineer had convinced the staff that inland
paths are not used; bicyclists will usually use the road. Ms. Kramer
noted Saratoga -Sunnyvale Road has commuter oriented bicycle tratttc
and for that reason, the lane would be better. Mr. Cowan noted the
lane was also easier to maintain than path.

Chairwoman Sailan felt minimum landscape setback should be established
at bus turnouts. After discussion, it was agreed this could be
handled at time of individual applications.
Mr. Coleman said trellis effect of bus stop would be a screening device
in itself.

I1ernbar Koenitzei questioned if some consideration should be given to
signs for developments and curb cuts. Mr. Coleman said he felt signs
could fit in. Trees near the sidewalk would normally be high -branched
and signs could be placed under them.

area. Mr. Coleman said he had added trees, raised height of shrubs
and included tree under trellis.

Mr. Coleman answered the Associate Planner that median theme would
be used at major access or entrances to major areas.
Mr. Coleman answered Member Rogers that he hadn't found a place
where a fountain would fit; it should be at some critical point
such as entrance to City.
Chairwoman Sallan asked Mr. Coleman if there were any specifics
that should be included in the maintenance guidelines. Mr. Coleman
said it should be stressed landscaping will be adequately maintained
and kept free from weeds; also from insects and disease, After
discussion, it was agreed to add (k) to page 8 which would cover
this concern. It should also show that plants not adequately
maintained will be replaced by the developer.
The Associate Planner referred to tool City has to augment this; he
did not know how strong it would be. He suggested perhaps the
standard conditions. of approval would have to be augmented and
revised.
At 9:45 p.m. Chairwoman Sallan thanked Mr. Coleman for his coopera-
tion, expressing her pleasure with proposed plans. Mr. Coleman then
left.
Chairwoman: Sallan noted her concern with median on Bandley Avenue
and suggested it be looked at again in the light of these guidelines.
It was discussed how best to make changes in words and form and whe
they should be inserted in guidelines. The Assistant Planner
suggested each member should write out suggestions and turn them
in to her. She could then have copies made for the committee for
further discussion. These comments should be handed in by October
10, 1974.
A meeting for further discussion of the landscaping was set for
October 17, 1974 at 4:30 p.m.
At 9:58 p.m. the meeting was adjourned to the regular H --Control
meeting of October 10, 1974 at 7:00 p.m.
