INFORMAL REVIEW OF PLANNED DEVELOPMENT USE PERMIT APPLICATION
Ms. Kramer said there were no applications, but there had been a
request for a temporary sign that could be considered at this time.
The sign is for the Adamo Bldg. on Homestead Road. A rendering of
the proposed sign was displayed. Staff's only concern was that it
appeared to be more on the lines of a permanent sign. The sign is
mission white background with dark brown letters and is being asked
for a 90 -day period.
After discussion, Member Rogers moved to give temporary approval on
90 -day basis on sign as exhibited. The maximum size is to be 9 ft.
x 5 ft. Seconded by :Member Koenitzer.

UNFINISHED BUSINESS
The committee scheduled a meeting on October 3, 1974 in the Library
Conference Room on Landscaping Guidelines for Saratoga -Sunnyvale
Road and Auxiliary Streets.
With regard to this study, staff distributed copies of design guide-
lines furnished by Mr. Coleman.

Chairwoman Sallan noted she would be leaving meeting at 10:00 p.m. at
which time Vice -Chairman Koenitzer would chair the meeting.
Member Dressler introduced a visitor.
Chairwoman Sallan noted no item would be initiated after 11:30 p.m.
As a part of this announcement, Member Dresslor suggested they as a
committee adopt an attitute of efficiency and try to hear more
applications.
PUBLIC HEARINGS:
1. Application HC -51,339 of Merritt Sher (Terranomics Corporation)
requesting approval of architecture for a commercial development
located at the east side of Saratoga -Sunnyvale Road, south of
Silverado Avenue. Continued from H -Control meeting of August 7,
1974.
Staff report: Ms. Kramer reminded the committee this had been con-
tinued so committee could see samples of color of roof material.
Samples of the roof and wall material and architectural plan were
displayed.
1s. Kramer pointed out one area of concern to staff; this was with
regard to metal facade for signing.
Mr. Merritt Sher, 440 Pacific, San Francisco, said the facade would
be dependent on proportions of sign.
In answer to Member Dressler, Mr. Sher said they would like to have
an option of selecting either a low parapet across entire front or
two level parapet shown on exhibits. This would depend on occupants.

Mr. Terry Rose, Westfield Company representative, said at City
Council level it wasn't discussed how far out the wall should
extend. He has discussed this with Mr. Nau several times. The
residents of the first three properties to the rear have been
contacted and apparently they want a 6 ft. wall. Mr. Rose said
he had taken an 8 ft. panel and put it against the fence; it made
a very high wall.
The wall in relationship to the ground grade was discussed.
Chairwoman Sallan noted the landscaping and wall height, plus where
wall should begin, were main issues. She also asked Mr. Rose to
show how revised plans covered committee concerns of last meeting.
Mr. Rose did so. The committee agreed their concerns had been met.
Mr. Rose asked about moving lighting standards into individual
islands. The standards are only 12 ft. and landscaping of any
height would interfere with function. The committee agreed.
The wall was next discussed. ':Mir. Rose pointed out where the 3 ft.
wall would start, become 6 ft. and then step up to 8 ft.
The meeting was opened to public comment.
Mr. Fred Mau, 3894 Pruneridge, Santa Clara, said he would like the
wall at curb end to be 4 ft. Member Dressler noted this would make
the wall rising in increments of 4 .ft., 6 ft. and 8 ft. which was
a good solution.
Mr. Alfred Tyler, 560 Meadow Avenue, Santa Clara, said he was the
third property owner from Pruneridge Avenue. He was objecting to
the 8 ft. wall. He painted out his property would have a fence both
6 ft. tall and 8 ft. tall. He was opposed to any wall, preferring
mounding with low shrubs, but would agree to 6 ft. wall. He was
also concerned about Coast Redwood tree which would hang over on
all sides and would like something not so tall; preferably not much
above fence.
Chairwoman Sallan noted her concern about oleanders covering the
4 ft. portion of wall.
Member Koenitzer moved to close Public Hearings, seconded by Member

Staff report: Assistant Planner Kramer noted the reason for the
continuation had been so the applicant could research plants that
had been chosen. Changes have been made and are shown on plan.
Lighting also had.not been approved, mainly because of time. She
displayed exhibit and located standards on site plan. The standards
are low and no problems are anticipated. It was suggested perhaps
so many benches as. had been included in the islands were not necessa
Mr. David Harper, 9050 Telephone Road, Downey, noted he had checked
with several landscaping firms. He pointed out changes made in the
landscaping.
With regard to benches, these are in interior planters throughout
the parking area. These could have mounding and plants in some
and benches and brickwork in others.
Mr. Harper displayed brochure on lighting standard, noting they had
increased the number to give uniform soft light.
The temporary turf will be a slow growing rye grass, which will be
maintained along with rest o€ the landscaping.
Chairwoman Sallan wanted to make sure screening would be adequate.
She pointed out where it was necessary to have mounding and planting
to screen automobiles. Mr. Harper explained the proposed mounding
and planting and said it would give a full screening effect. He
spoke to visual hazard of any high planting at entryways.
The proposed areas for interspersing mounds and seating were discuss-
ed.
The meeting was opened to comments from the public. There were none.

Member Koenitzer moved to recommend approval of HC -51,216.4, land-
scaping and lighting plans, to the City Council with the standard
conditions and Exiaibits C 1st Revision, C-1 1st Revision, E, item C,
and the following special conditions:
(1) That the applicant be permitted to remove up to half
of proposed benches, replacing them with mounded and
planted areas in the parking lot.
(2) Reserve right to review intensity of lighting after
installation.

Staff report: Assistant Planner gamer noted the 'building has
29,219 sq. ft. and is allowed 500 sq. ft. of signing. The pro-
posed signing is 344 sq. ft. The signs requested are a wall
sign with theword"Brunswick" and a lozo of -a ._erw .in -

center identification sign.
It has been determined this center qualifies for a shopping
identification sign on each frontage. However applicant wishes
to have one shopping center sign and one bowling center sign.
The committee was reminded of the staff's suggestion that if the

Ms. Kramer displayed rendering of ground signs. They are 20 ft. in
height and 6 ft. in width. Both signs have reader board areas.
Member Rogers ascertained that Brunswick would be included on the

how it would be -placed in the landscaping. Ms. Kramer suggested
reducing sign proportionately.
With regard to wall sign, Mr. Harper said the canopies extend out
and the sign would not be seen except straight on.
Mr. Harper asked if there could be some provision made for league
date announcements, etc. This was discussed, but the committee agree
a reader board type sign was not desired.
The hearing was opened to public comment. There were none.
Member Rogers moved, seconded by Member Dressler, to close Public
Hearing.

Member Koenitzer moved to recommend approval of signing of
HC -51,216.41 to the City Council with the standard conditions,
Exhibits F and B, and the following special conditions:
(1) That the sign and logo on the building be reduced
in size by 50% to approximately 100 sq. ft.
(2) That both ground signs be Homestead Center ground
signs with the Brunswick logo in the top quarter
of the tenant sign space.
(3) That the ground signs be reduced in size to 16 ft.
high x 5 ft. wide with a proportionate reduction in
the open space underneath the sign.
(4) The committee reserves right to review intensity of
illumination of sign.
Seconded by Member Dressler.
Chairwoman Sallan pointed out it was not an exception being approved
but a change in signing. It was also ascertained that Brunswick
Bowling could be included under logo on ground sign if it could be
fitted in.

Staff report: On December 20, 1973, the City Council approved a
tentative map for the abandonment of Imperial Avenue which created
three parcels. Parcel 3 became an unusable residual piece, develop-
ment rights of which have been given to the City. The applicant is

5. Application HC -51,313.21 of Fisherman's Village requesting
exception to Section 7.021 of the Sign Ordinance to allow an
advertising area in excess of the allotted square footage of
an existing restaurant located on the south side of Stevens
Creek Boulevard approximately 200 ft. easterly of Blaney Avenue

Staff report: Assistant Planner Kramer gave the background of this
application and brought the committee up to date on its status. She
noted the applicant had agreed to submit a new sign plan to ASAC
for review.
The proposed sign was existing pole sign and boat with one modifi-
cation; the small sign can reading "cocktails" has been removed from
pole. The sign area allowed is 136 sq. ft. and the existing sign
plus boat would equal approximately 344 sq. ft.
It was noted the existing pole sign is 20 ft. in height.
Slides of site and sign were shown.
Mr. J. Robert Dempster, 20325 Stevens Creek Boulevard, attorney for
the applicant, answered Member Rogers that there had been no public
reaction against the boat. He distributed a letter that had been
received from a citizen. He said a letter with 500 signatures
indicating approval of the boat had been submitted to the City.
Mr. Dempster said they feel the boat is not a sign. There is no
lettering or writing indicating advertisement on the boat; it is
of historical interest. He said it fits in with the landscaping
and becomes part of the restaurant facility. There have been no
negative reactions from the customers. He said they had removed
the "cocktails" can as a conciliatory move.
Chairwoman Sallan noted there was no sign change in application and
asked staff for clarification of City Council's intent on a new sign,
application. Ms. Kramer read excerpts from minutes and a letter to
the applicant listing reasons for denial.

the boat but changing pole sign. Mr. Dempster said this was the
real issue; the City wanted to use the boat as a lever to remove
pole sign.
Member Koenitzer said specific input should be made on this proposal.
He suggested deleting "luncheon" and "dinner" from pole sign, placing
them under- the canopy.The. Fisherman's Village_ sign could then be

Mr. Scardina,- owner, -became -very upset and said -they -hart -made -him
spend $46,000 on trees and he had spent $3,000 on boat. Hr. Dempster
said they had put a great deal of landscaping there and run a very
fine business. He understood H -Control's position on signs but

point since it really isn't part of the signing. He pointed out they
have. tried to make it part of the landscaping; City has said "legally"
it is part of the signing.
Member Koenitzer pointed out the landscaping referred to by Mr.
Scardina was under another tenant and had been done to protect
residences to the rear. He also pointed out that if the applicant

Chairwoman Sallan said the question the committee had to decide is
whether they can approve this application.
Mr. Dempster said if the boat was construed as part of the landscap-
ing there would not be an argument. Calling it -part - of the -.sign - gave
the City a foot in the door to get sign pole removed. He noted the
boat is not lighted in any way and cannot even be seen after dark.

Chairwoman Sallan ascertained this was the smallest sign they would
propose.
The hearing was opened to- the public for comments.
Mrs. Ann Anger, Monta Vista, said she had not sent any letters- in
but had spoken i.n favor of the boat at the City Council meeting.
She said she did not consider the boat a sign but a theme and
pointed out how this type of thing was used at several other -
establishments. The boat does have historical. meaning. She _
was very much in favor of it.
Mr. Pat Rogers, 1.9764 Auburn -Drive, supported the" applicant's
request, speaking as a private citizen. 'tiis- is different and
he does not believe it is offensive. Ha believes it is.very
germaine decorating as it is a -seafood -restaurant and internal
decoration follows this theme. Boat is a ai,gr, only indirectly.
He said he had ran his own poll. of 20 nearby residents. Half
hadn't noticed the boat and the other half liked it.
The committee then referred to section ci ordinance covering
exceptions. Chairwoman Sallari asked Mr. Dempster which of the
findings iie would base -his request for an exception on_ Mr.
Dempster said he felt any of them could be used.
Chairwoman Sallan said this is a case where there is an unusual
situation and she would be in favor of -ranting exception for

the reasoning that went into the planning for this site.

With regard to the fence, most people will not recognize the fence
is there as it will be hidden by landscaping.
Member Rogers asked about sidewalks for Pruneridge Avenue, noting
there had been concerns from Santa Clara residents that there be
sidewalks to the shopping center. These have been planned for.
Mr. Rominger pointed out location of bicycle racks, being proposed
on site.
Mr. Michael Painter, 562 Mission. Street, San Francisco, said
acacia trees should hide the tank on Homestead Road within the
next two years. He felt it was more important to paint it to
blend in with the berm.
Member Koenitzer said he thought the strip leading from parking
lot to main entrancewaswide enough to take both sidewalk and..
planting. Mr.. Painter said they would prefer having it landscaped
and bermed. `:here is 240 ft. to walk from lot to sidewalk and
is through an a r- cti-,ely landscaped area. He pointed out
motorcycle., parking lot and parking for .handicapped.
In answer to Member Dressler, Mr. Painter said the perimeter is an
extension of existing landscaping and is mounded. There will not
be any bars earth mounds.
The hearing was opened to public for comments. There were none.

sidewalks if it be determined this is necessary by City
Engineer.
(4) To compliment the architects, Mr. Rominger and Mr. Painter.
