MINUTES OF THE ADJOURNED MEETING OF THE ARCHITECTURAL AND SITE
APPROVAL COMMITTEE HELD ON SEPTEMBER 16, 1974, IN THE LIBRARY
CONFERENCE ROOM, CITY HALL, CUPERTINO, CALIFORNIA
The meeting was called to order at 7:35 p.m. by Chairwoman Sallan.

PUBLIC HEARING:
1. Landscaping Guidelines for Saratoga -Sunnyvale Road Parkway
The Assistant Planner reviewed what had transpired previously
regarding landscaping guidelines for Highway 9 and auxiliary
streets. - She indicated tentative plans for proposed alignment
of streets.
Ms'. Kramer referred to draft report of Landscaping Guidelines
(Saratoga -Sunnyvale Rd. Pkway.) dated September 13, 1974. The
plans for the 50 ft. Parkway and median, designed by Jim
Coleman, were included in the packet also.
Chairwoman Sallan asked if the Bandley median could be re-evaluated,
noting she had not been satisfied with previous presentation.
This was discussed, noting there was a new plan. included,.
The Assistant Planner referred to bicycle paths. A system of paths
in the City has been set. These were located on map. The soap
included those routes in use and those being planned, both on
Highway 9 and the auxiliary streets. She indicated there are two
types of bicycle routes, commuter and recreational.
Ms. Kramer pointed out the committee would have to decide whether
the auxiliary street sidewalks would be meandering or monolithic.

determined bicycle lane than a painted line. She also noted that
bicyclists were not obeyingtrafficlaws and having a curb or some -

Sailaa noted this statement would be passed on to the City Council
and the Public Safety Committee.
The Associate Planner reported Highway 9 will be part of the Santa
Clara County bus system and there will be bus turn -outs. She said
Mr. Coleman had been asked to design a turn -out. These were part
of the exhibits. The exact placement of stops on the street have
not been determined at this time.

Chairwoman Sallan said her concern was that areas to be screened

In answer to Chairwoman Sallan, he pointed out portions of plan

In answer _-ta-Mother-Rogers, Ms.-Kramer_explained how the different
parcels of property along the street would be developed. This type
of approach was suggested because there were numerous property
owners. The developers of each property would follow the guidelines.

In response to a concern of Member Koenitzer, Mr. Coleman was
asked to designate those portions of plan that would lend themselves
to screening and also potential sign placement locations.
Mr. Coleman answered Chairwoman Sallan they should tell the developer
what is wanted and let them make the proposals. He referred to the
guidelines and suggested working through these. Chairwoman Sallan
said she was not sure specific concepts could not be used.
Time frame for landscaping of Highway 9 was discussed. It was
ascertained there is no fixed time for continuation of widening.
Member Koenitzer noted he would like to see entire additional lanes
developed at one time.
The uniformity of landscaping was discussed.
Chairwoman Sallan suggested Mr. Coleman should add to the list of tr
the growth pattern of each and whether it would be appropriate for
screening device.
Mr. Coleman introduced a landscape design plant encyclopedia
and said he would distribute copies to the committee.
Mr.. Coleman pointed out it was important to know how plants would
be used and Chairwoman Sallan asked that this be designated on the
list also.
It was summarized that concerns to this point are to have Mr. Coleman
designate on exhibits places that are appropriate for screening
cars; on plant types (at least trees) list categories that will
serve for screening devices; and show mounding approaches as rolling
and not rapid change from steep to low.
Mr. Coleman then described median approach. In studying guidelines,
he had worked with State specifications, County specifications and
looked at street tree lists from adjoining cities.
Mr. Coleman said the median trees were about 50 ft. apart. Chair-
woman Sallan suggested more trees .should be used in wider .portion
of median strip.
Chairwoman Sallan said she thought it would be an interesting
approach to have a tree growing through trellis. Member Koenitzer
disagreed.
Member Koenitzer suggested picking one tree to be used on each side
of entrances to mark them as entrances.

Member Koenitzer suggested having a tree that would be common to each
development. Ms. Kramer pointed out that closeness of some of the

of individual applications.
Member Kocritzer suggested the City make up of a map on a large scale
showing trees and shrubs used at each parcel of land to aid in
reviewing the individual applications.
At 9:07 p.m. a recess was called with the meeting reconvening at
9:14 p.m.

Ill Coloring of textured sidewalks was discussed. It was decided this
could be used at bus stops, arcades, etc.
Member Rogers suggested fountains could be used in median. This
was discussed.

The proposed landscaping guidelines for the 50 ft. setback on
Saratoga —Sunnyvale Road was then studied.
1. Same
2. View of the parked cars in the adjoining developments shall
be screened by the use of trees, shrubs and mounds used
individually and in combination. More open plantings
will be used to permit some visibility of the buildings
beyond the frontage area.
3. Desirable existing dominant features, either natural or
man made, shall be accented, and existing significant
vegetation shall be retained where possible. Developers
shall show on grading plan, plans for care and maintenance
of retained vegetation during and after construction.
4. and 5. - Moved to later in guidelines.
6. Predominantly evergreen trees shall be planted
on Saratoga -Sunnyvale Road, and either_ evergreens
or deciduous trees will dominate secondary streets.
Evergreen trees on the major streets reduce the
hazards of leaf pick up in the fall, provide good
scale, and give the appearance of a "City of trees"
year-round. Dominating evergreen to be picked for
frontage as a tie-in between developments.
7. Three or more species of trees will be specified for
each auxiliary street to allow variations in height, form,
and t<exture and color on that street. A combination or
evergreen and deciduous trees will be used; however one
will dominate as specified on exhibit.

8. Saratoga -Sunnyvale Road will benefit from the planting of
some large specimen trees, even full-grown trees. The
15 -gal. size shall be used for all other frontage trees.
A planting of at least one larger boxed specimen tree (min.s
24" box) cn each property will be required. This area is
under study and a final reccm-nendation will be made.
9. The City trees shall be planted at varying distances within
22 ft. of the curb. The Assistant Planner to check with
Building Department. Trees thus planted will be public
property and shall not be altered or removed without the
permission. of the City.

10. Trees shall, generally, be in groups and not in rows, lines
or other repetitive patterns, = -= ----

In summary, Mr. Coleman was asked to mark on Exhibits C and D
suggested screening approaches of automobile areas; show more
trees in median areas; add trees to arbor areas. It was also.
suggested developments could have trash receptacles, fountains,
benches, etc. at entrance areas.
It was decided there would be one more meeting on guidelines;
date to be decided at the next meeting.
