ROLL CALL Members present: Members Dressler, Koenitzer, Rogers, Weinstein Chairwoman Sallan Members absent: None Staff present: Senior Planning Technician Toby Kramer The Senior Planning Technician reported Bullock's was requesting a slight modification to their building. Mr. Ward displayed plans which showed a change being made to the store's entrances. There had been a straight angle for canopy; were now planning to round end of canopy. Mr. Ward did not know the reason for the change. After discussion, a Minute Order was proposed by Member Dressler to accept modification to Bullock's store entrance as presented. Seconded by Member Weinstein. AYES: Members Dressler, Weinstein, Chairwoman Sallan NOES: Members Koenitzer and Rogers Motion carried, 3-2 Chairwoman Sallan thanked Ms. Kramer for response to her questions. She urged other committee members to submit their concerns to the staff by this procedure. APPROVAL OF MINUTES: Minutes of July 3, 1974 Moved by Member Koenitzer, seconded by Member Rogers, to continue approval of Minutes of July 3, 1974 until the next regular meeting. MINUTES OF THE SEPTEMBER 4, 1974 H -CONTROL MEETING Minutes of August 21, 1974 On page 8, last paragraph, Member Dressler wished the word "terracotta! in line 3 replaced with the word "proposed". Moved by Member Koenitzer, seconded by Member Weinstein, to approve I Minutes of August 21, 1974 as amended. Motion carried, 4-0-1 Abstain: Rogers POSTPONEMENTS The Senior Planning Technician reported item 11, Brentwood Market, had requested a continuation to the next meeting. It was so moved. WRITTEN COMMUNICATIONS Letter from S.H.A.R.E. regarding landscaping at Bumbleberry Restaurant. Letter from Mr. Michael Stout about proposed Westfield construction. Member Weinstein introduced newspaper clipping from the Palo Alto regarding Palo Alto sign ordinance change. Staff is to make copies for committee. It was suggested these also be distributed to Sign Review Committee. OPAL COMMUNICATIONS Member Dressler wished the minutes to contain comment by Mr. Heidrik, president of Bullock's. Mr. Heidrik noted one of the Bullock's stores, had no signing at all and it had not effected their business adversely. Chairwoman Sallan then noted there was a very heavy agenda and while the committee will try to process as many applications as possible, there would be no item initiated after 11:30 p.m. Member Koenitzer commented that since the point was raised at last meeting about related items, although items 4 and 5 of tonight's agenda were related, if it looked like time was short, he would rather hear item 6 before item 5, since item 6 was a continuation. The committee agreed. Furniture Store located southerly of and adjacent to Stevens Creek Boulevard approximately 400 ft. easterly of the intersection of Stevens Creek Boulevard and Blaney Avenue. Continued from H -Control meeting of August 21, 1974. Staff report: The Senior Planning Technician located property and described adjacent properties. The use permit approval specified the building location and the perimeter setbacks. 126 parking spaces are required by ordinance; since furniture store is low intensity use, applicant was allowed to provide only 80 spaces. Spaces cannot be reduced further however. A -condition- of approval reque-sted adamant- to -agre€ -to- pa-rtizipa.te- in a reciprocal driveway and parking easement in the future when property to east is developed. Setback for eastern boundary measures only 4 ft. I j Ms, Kramer pointed out the configuration of building front was changed slightly. The archways are being moved out and walkway provided along front of the store. The entrance into building will be in the middle zap the -store.{ With regard to landscaping, a major concern is for property line adjacent to the single-family homes.- A combination of Monterey pines and shrubs is being proposed. In response to a query raised about a break through to Fisherman's Village property, Ms. Kramer said the City Council did not feel it was necessary to have one. ' The sign proposed is 12 ft. 9 inches in height and has a total of 106.5 sq. ft. Architectural element ties in with building. MINUTES OF THE SEPTEMBER 4, 1974 H -CONTROL MEETING In response to Member Weinstein, Mr. Firenzi said they had decided to give up showroom space and provide portico. People could walk under portico and look at displays in windows. Chairwoman Sallan ascertained there was no walkway plan. Mr. Firenzi said if it was necessary at a later date, they would use rear door. Only employees would be using rear door for now. Chairwoman Sallan also ascertained that buyers would not be carrying furniture out. Chairwoman Sallan suggested more landscaping since applicant feels parking allowance is considerably more than needed: Ms. Kramer said it could be another type of store at a future time so the City would prefer to keep spaces. Planned Development zoning does allow developers to go 10% under ordinance. Member Rogers questioned slope up ramp. Mr. Terry Lofrano, 305 Grant Avenue, San Francisco, said the slope was 6 inches. This is approach to portico; slope will allow rain to run off. Member Koenitzer ascertained it allow use by the handicapped. The addition of sidewalk from parking lots was discussed. Mr. Lofranc said a sidewalk would have to be at the expense of landscaping. Member Rogers suggested changing some of the parking spaces to compact car size to pick up enough space for stepping stones. Chairwoman Sallan suggested moving pad back 5 feet. Ms. Kramer explained this could not be done; she referred to condition 17 of use permit approval. Chairwoman Sallan asked staff if there could be prepared a report of what was done in response to committee suggestions at preliminary reviews. With regard to architecture, Member Koenitzer said he did not think the architecture went with the quality of the furniture. Member Weinstein felt the architecture was decent. In response to Chairwoman Sallan, Mr. Lofrano explained the materials and configuration of proposed building. The colors will be very •close to those in exhibit. He answered her concern about arch treatment and noted a vine will be trained to go between arches and over the arches. The building will be covered to a large extent'by plantings. Member Dressler said he liked the architecture of the building. It was requested that samples of materials be provided and Mr. Lofran; said these would be sent down. HC -117 Page 6 MINUTES OF THE SEPTE:NBER 4, 1974 H -CONTROL MEETING Member Koenitzer noted the London plane tree was deciduous; also on the south side of building and east property line wera all evergreen variety used. The applicant said he would be happy to have suggestions. Member Koenitzer said the front needed some -shrubs. Something higher than star jasmine was needed in parking lot areas. Chair- woman Sallan noted this was particularly true since there was only 4 ft. of landscaping. Member Rogers suggested replacing star jasmine with raphiolepis , on east boundary and replacing raphiolepis with something taller. Mr. Lofrano said having a 3 ft. high shrub and medium height tree would spoil effect being planned. Mr. Firenzi said they would be happy to follow any suggestions. In answer to Chairwoman Sallan, Mr. Lofrano said the guidelines had beer. used. Chairwoman Sallan expressed concern about junipers. Member Weinstein suggested the junipers be interspersed with some taller shrub. Concern was expressed by Chairwoman Sallan that 3 foot mound and something on border of parking area. The grading was noted to be satisfactory. t 6 Member Koenitzer referred to lighting at Fisherman's Village and -suggested these -standards should be-lowe-r-ed to. .12 feet also.._mr. Lofrano said the lower the standard the more standards needed. They were hoping to give uniform lighting throughout the parking lot for the sake of safety. After further discussion, the applicant agreed to place lights in accordance with staff instructions. The applicant said the fixture was a square box type on pole of dark anodized or black color. Ms..Kramer notedit was the same as at Fisherman's Village. Chairwoman,-Sallan said she was uncomfortable approving something without seeing it. The applicant said he would submit another exhibit of it for City€ouncil-consideration. MINUTES OF THE SEPTE'iBER 4, 1974 H -CONTROL MEETING Member Koenitzer said the sign was in line with size and height that has been discussed. He questioned blue and light intensity. Mr. Lofrano said there was no exact specification on sign as yet. In answer to Member Weinstein, Mr. Firenzi explained relationship of Suburban House and Drexel Heritage and why both were included on the sign. Member Weinstein said he was concerned about height of sign. Mr. Lofrano said the sign was prototypical of company and had been proportionately shrunk down. Member Weinstein felt the sign could be reduced to 10 feet. Mr. Lofrano pointed out how far under sign allowance they are already. Member Dressler felt the sign could be left at 12 feet 9 inches but have the intensity reviewed after installed. Member Koenitzer agreed. Chairwoman Sallan felt it would be a mistake to cut legs off; this is what is wrong with Bob's Big Boy sign. It would be possible to explore decreasing entire sign proportionately since building is only 20 feet and sign would be 12 feet 9 inches. The hearing was opened for public comments. There were none. Member Rogers moved, seconded by Member Koenitzer, to close the Public Hearing. Motion carried, 5-0 Member Koenitzer moved to recommend approval of application HC -51,340.1 to the City Council with the exhibits A, B, C and E, standard conditions and the following special conditions: (1) That some kind of evergreen tree be used in place of the London plane trees proposed on east and south sides of building. (2) That taller shrubs replace the star jasmine in the park- ing lot area; as a suggestion, use raphiolepis. (3) That the raphiolepis on the eastern boundary be replaced with a plant that grows 4 feet to 5 feet high. (4) That two or three of the junipers in the front area be replaced by another plant that grows between one foot and two feet taller than the junipers; these plants to be near but not under sign location. (5) That 12 foot lighting standards be used in the packing area. (7) That the staff review lighting intensity and the proposed number of standards to insure adequate lighting. (8) That prior to the issuance of a grading permit, the appli- cant shall have a statement prepared by a certified land- scape architect describing what measures will be taken to protect the tree during the grading and construction on the site and that adequate provision will be made to maintain the tree once the project is completed. (9) That staff review colors to assure they match plans as shown on exhibit B of architectural rendering. Seconded by Member Rogers. This application will be heard by the City Council at its September 16 meeting. At 9:00 p.m. a recess was taken, with meeting reconvening at 9:13 p.m. HC -51,333.2 # 2. Application HC -51,333.2 of John A. Sobrato (Valley Green Business Valley Green Park) requesting approval of site, architecture, landscaping, Business Park grading and lighting for an industrial office complex located adjacent to and northerly of Valley Green Drive approximately 350 feet westerly of Saratoga -Sunnyvale Road. Continued from H -Control meeting of August 21, 1974. Staff report: The Senior Planning Technician noted this application is part of a planned development reviewed earlier. Phase 1 will include Bldgs. 1 and 3, and the appropriate parking areas; Phase 1I will be bldg 2 MINUTES OF THE SEPTEMBER 4, 1974 H -CONTROL MEETING The committee must decide the amount of site improvement necessary for Phase I. Plans indicate landscaping on Valley Green Drive will be installed at later date except portion between the curb and meandering sidewalk. The point was raised about landscaping being destroyed during later construction. The slumpstone wall will screen delivery area. It should be of same appearance as building so it will blend with building. Member,Koenitzer referred to existing trees on site. These should be preserved with care and maintenance during construction. Chairwoman Sallan ascertained the grading will be relatively uniform between this site and adjacent sites. With regard to lighting, 14 feet standards will be used in the parking lot area and 10 foot standards will be used at driveway entrances. There are no signs proposed on buildings at this time. Will bring overall sign program in with mini -storage application. Member Koenitzer questioned walkway to Steak & Ale. Ms. Kramer pointed out pedestrian access. Chairwoman Sallan noted this committee had suggested access be provided between Bldgs. 2 and 3. The Senior Planning Technician said this had been considered but was not incorporated. Member Koenitzer questioned two curb cuts so close together. He suggested having one that would split into the two parking lots. Member Weinstein asked about car space ratio. Mr. John Sobrato, 2775 Middlefield Road, Palo Alto, pointed out raised concrete sidewalks to allow people to go through parking lot to restaurant. Chairwoman Sallan asked how parking lot path would be delineated. Mr. Sobrato said textured painted terracotta could be used. In answer to Chairwoman Sallan, Mr. Sobrato described drivers' access to different areas of site. In answer to Member Koenitzer's concern, Mr. Sobrato said the curb cuts had been discussed at length. There must be a separate proper- ty line. They have trouble policing parking lots unless there is a clear delineation of parking lots for each tenant. I MINUTES OF THE SEPTEMBER 4, 1974 H -CONTROL MEETING can be filled with anything; they usually used cobblestones since the plantings are stepped on by people getting in and out of cars. It was suggested curbing to alleviate this problem. Member Koenitzer said there should be at least one or two other lights in rear. Mr. Sobrato said they anticipated lights in soffit'', to flood building. Bldgs. 2.and 3 can have lights on building since they will not be invading residential area. Member Koenitzer, felt the committee had a responsibility to think of these things while there was a choice. Mr. Sobrato pointed out the buildings would not be in use after 5:00 p.m. After further discussion, it was decided the committee would condition and review at second building phase. The light fixture was described. Chairwoman Sell -an noted the committee's concern for having con- ceptual sign program at time of buildings. Mr. Sobrato said he would envision lowmonument signs being used. An overall sign schema is being developed for entire planned development. In answer to Member Koenitzer, Ms. Kramer said she did not think Bldg. 3 had the necessary frontage on a major street to qualify for a ground sign. Member Koenitzer referred to problem of sign- ing for mini -storage. He would like to see a total sign program. Mr. Jim LeDeit, representing owner of planned development property, said they had.gone through a conceptual program. Mini -storage will have sign at end of 35 foot driveway. This will be a direc- tional sign for mini -storage, Steak & Ale and commercial develop- ment in 2a acre area. Bldgs. 1. and 2 will have monument type signs and a building sign for Bldg. 3. One of the conditions of the Planning Commission on parcel map was to leave it open for monument signs. Ms. Kramer pointed out they did not want a proliferation of ground signs. Mr. Sobrato said there would be two ground signs on 8 acres. Chairwoman Sallan expressed concern about signs on building. The committee needs to know where it is intended to place them. Bldg. 3 could have wall sign but it would be difficult on Bldgs. 1. and 2. The hearing was opened for public comments. There were none. (2) That. plants 3 feet to 4 feet high be planted along street side of wall that extends north from Bldg. 3 to replace existing low growing plants. (3) That any plants put in during this phase of construction that are destroyed during construction of Phase II will be replaced. (4) That low shrubs be placed in the island in -parking -tots -- -- inadditionto__the proposed trees. Application HC -51,075.41 of The Westfield Company requesting approval of site, architecture, landscaping, grading, lighting and signing for two light industrial buildings located at the southeast corner of the intersection of Pruneridge Avenue and Tantau Avenue. Continued from H -Control meeting of August 21, 1974. Staff report: The Senior Planning Technician said this was a two building light industrial development in Vallco Park. The committee had been given some flexibility to reduce parking spaces to 260 in order to screen areas on the site and add more landscapi The two buildings have maintained a 30 foot setback from the Tantau Avenue frontage and a 40 foot setback along Pruneridge Avenue. A 5 ft. sidewalk has been shown on City right--of-way. There are no other sidewalks in the Vallco Park development but the Director of Public Works has indicated there may be a possibility of adding sidewalks to the development to serve pedestrian traffic to the shopping center. The landscaping treatment on frontages of build- ings was described. Concern has been expressedfor the single-family homes to the east in the City of Santa Clara. There has been much discussion as to means of screening industrial use. An 8 foot wall and 10½ feat of landscaping has been approved. There has been discussion with property owners to east and their preference in regard to wall. A modification had been made in that three parking spaces were eliminated to allow for mounding. Ms. Kramer pointed out the area involved. The 'Loading areas are in rear. There had been concern at City Council level and applicant had explained intent of uses in build- ing. Uses will not generate lots of traffic and there will not be a great deal of equipment moving. The architecture was described. It is compatible with what: is found in Vallco Park. Landscaping concern was for screening along back in addition to the wall. Landscaping will be on the industrial side of the wail. A 12 foot standard is being used. The rear lights will be about 70 feet from the property line. Lights are two 250 watt bulbs in each standard. The strip of property between this site and Calabazas Creek that belongs to Vallco Park was discussed. It was felt the 8 ft. wall on back could be more densely landscaped and the parking lot islands could use more shrubs and trees. Chairwoman Sallan suggested landscaping be continued -as all areas should be revised. She pointed out where she felt more plantings and planning were necessary. Mr. Blair pointed out 3 ft. high mounding on Pruneridge. Member Dressler noted this is a small building. With regard to the 30 inch wall versus the 8 ftwall, the Senior Planning Technician said the committee could make this decision. Mr. Mike Stout, 520 Meadow Avenue, Santa Clara, noted his concern about 8 ft. fence as it goes down further. He wanted to make sure it is 8 ft. above property owners side and would be kept level at the top. Mr. Rose said if there is a stepping down they would try to speak to concerns of both Cupertino's side and the residential side. The stepping down would be done at the property lines. After further -discussion, Ms. Kramer said there was nothing in the ordinance that said there could not be an 8 ft. wall, but she would suggest that it not be 8 ft. along the 40 ft. setback. Member. Weinstein said the owner wanted an 8 ft. wall he would give it to him and landscape in front of it. Member Koenitzer pointed out this would be considered frontage and the ordinance stipulated limit on frontages. He would not be in favor of an 8 ft. wall extending to property line. Member Dressler said, he would allow 8 ft. fence since the owner has asked for it and the applicant is willing to build it. Ms. Kramer suggested delaying a decision on this until the Planning Director has an opportunity to speak to it. Chairwoman Sallan suggested' a 30 inch wall with landscaping that would grow above 8 ft. Mr. Harper said this would he checked. Member Rogers noted this -was -true -of several plants on perimeter. Chairwoman Sallan asked if frontages were mounded. Mr. Harper said there would be a 2 ft. to _3''-2 ft. mounding. It would not be a continuous mound but a flowin-g mound. Chairwoman registered concern that anything less than a 3 ft. mound would screen the cars. Mr. Harper said it was easy Co screen the cars; he wanted the landscaping in front to be exc.icing and different. Chairwoman Sallan said she liked approach for color and interest but the cars should be screened by at least 80%. Mr. Harper said this could be done. Chairwoman Sallan said more should be done with landscaping in parking lot. This was discussed. Member Weinstein asked about maintenance of plants, noting many are temperature sensitive. Mr. Harper pointed out these plants have been used on freeway embankments. Anything that will freeze would be replaced. After discussion, Mr. Harper said he would be talking to his landscape architect about changes. Chairwoman Sallan noted there was trouble with screening and specific choice of plants with regard to temperature. She recommended continuing landscaping and asking them to bring back plans that reflect the concerns of the committee. .
