Works Department should look at development carefully to make sure there is proper in and out movement of slots. ....Site seems tight, landscaping -wise as well as ingress/egress for. vehicles. ....If wall is extended, provision should be made to landscape entire frontage. ....Trees on site should remain and consideration should be given to additional landscaping on freeway. Motion carried, 3-0 POSTPONEMENTS - None None WRITTEN COMMUNICATIONS - None ORAL COMMUNICATIONS The Senior Planning Technician reported on two items relative to the City Council meeting of Monday night. One was the application of H --Control for modificatidn to standard conditions to make review of light intensity after installation a standard condition. The Council determined H -Control should con- tinue using where appropriate as part of application, and get : involved .in having experts determine standards to be set. H —Control should have more responsibility. Member Rogers agreed. Chairwoman Sallan wanted the minutes to show ASAC appreciated their concern and welcomed Counc. Nellis on the committee, but wondered why Council felt it urgent that they appoint technical and lay people on review as opposed to ASAC doing it. PUBLIC HEARINGS: 1. Application IHC-51,230.91 of Ad -Art, Inc. (S & H Green Stamp Store) requesting approval of a sign plan for the S & H Green Stamp store located at the southwest corner of Hcme- stead Road and Saratoga -Sunnyvale Road in the Homestead Square Shopping Center. The Senior Planning Technician referred to sign reviewed for Fashion Fabrics, and discussion relative to the compatibility of the sign MINUTES OF THE JULY 3, 1974 ti -CONTROL MEETING with the existing signs of Payless and PW. She exhibited the proposed sign. The sign area requested is approximately 95 sG. ft., and allowable sign area is 306 sq. ft. She noted an overall sign program has not been formally adopted by the Committee for center but applications have shown -a tendency toward the individual white letters to be mounted against the tile part of the roof on the fascia. Member Rogers said she had just noticed the edges of the PW letters were red, and the edges of Payless letters were black, Member Koenitzer said he was under the impression this was set as future guidelines for tenants of center; white free standing letter. The Associate Planner read conditions for Fashion Fabrics. Slides were shown of the site and adjacent buildings. Member Koenitzer noted the tile being placed on S & H building was not the same shade as those of Payless and PW. The applicant should understand it should integrate with rest of development. Member Rogers asked if this was appropriate time to mention lack of', landscaping in parking area. Chairwoman Sallan said they din require potted plants on perimeter o -_E building. The Associate Planner said next time something develops in the center, the City will look for overall upgrading. Mr. Jim McClay, Ad -Art Sign Company, 1716 54th Street, Emoryville, answered Member Koenitzer that sign would be placed on second row of tiles as were Payless and PW. In answer to Member Rogers, Mr. McClay said the S & H signs were made up in advance. These are their trade colors and what they would like to use on their store. He displayed a sample letter. Chairwoman Sallan thanked him for bringing sample. She ascertained the letters would be illuminated. Mr. McClay said S & H has used white letters. Member Koenitzer said he thought they should be white free standing letters. to match rest of signs in the shopping center and he would like to see them the size of present 'Letters. He felt. the proposed were a little large for roof they will be put on. Mr. McClay said the letter is 19 inches. Member Koenitzer said 20 inchwhite letter would give same readability. He suggested smaller S & H logo. Member Rogers noted it would be a hardship on other tenants for S & H to have colored letters when they were refused. After further discussion, the applicant asked for a continuance to modify drawings. Member Koenitzer.summarized what was wanted: free standing letters to be white; letters to be 20 inches high; logo reduced to 4 ft. high by whatever width is appropriate; can retain color of logo. Application HC --51,337.1 of Adobe Inn requestir..g approval of a modification of site, architecture and landscaping for a restaurant facility 'Located at 20128 Stevens Creek Boulevard. The applicant is proposing to repave the parking area. An air conditioner is to be added; however, this will be enclosed within the wails of the patio. Slides were shown of existing building and patio area and alterations described. Mr. Frank Conley, 20128 Stevens Creek Boulevard, expiainr.d why work was starter without approval of the City. lie noted they are replacing present fence with adobe pillars and redwood slats on both sides of the patio. With regard to landscaping, they are planning to put junipers and philodendrons to go with palm trees and adding more ivy to existing 20 ft. of landscape' area adjacent to driveway on the Adobe.Inn property. On west side of patio_ would be a small planter area. MINUTES OF "'HE JULY 3, 1974 H --CONTROL MEETiNG Mr. Conley said after everything was complete they would resurface the entire parking lot and restripe. There would he between 29 and 31 parking spaces. In answer to Chairwoman Sallan,he pointed out where the extra spaces would be. Chairwoman Sallan said the major concern of this committee is the visual impact from Stevens Creek Boulevard. She noted the. Adobe Inn has parking area in front and that the City is asking people to give 5 ft. of landscaping in front of buildings. Since there is no landscape plan, she would ask him to develop one addressing the frontage on Stevens Creek Boulevard in addition to plants on west exterior. She clarified that she was talking about where the sidewalk abuts the parking lot for the 5 ft. of landscaping. She spoke to the importance to residents of what the establishments look like, and pointed out it would also attract customers. She also pointed out they are going for greater widths of landscaping from undeveloped parcels along Stevens Creek Boulevard, but, this would make his property consistent with adjacent sites. Member Koenitzer questioned the east side. Mr. Conley said the parking stalls are right up to the parking line. Member Kcenitzer noted the east side o -f the building looks bare. Chairwoman Sallari agreed, noting even if there were a 2 ft. play, at least a tree faell could be put in. She asked the applicant to get measurements and see what was possible, addressing this also in their plans. Member Koenitzer suggested one or two short parking stalls. - - After discussion, it was decided to make it a condition of approval that a landscapingplan would be brought in. Mr. Conley asked for clarification. He said their application was for approval of reconstructing existing patio, reconstructing of existing wall, to improve the exterior appearance of the easterly planted area. Now they are asking him to tear out blacktop and replace it with garden effect, cutting into their parking space. He would have to find out what parking spaces are available and if it is maneuverable for cars to pull in and out without backing up into a tree or shrubbery. Member Rogers explained it was the feeling of the committee that they could approve site and architecture, but would like to have the applicant come back with what he feels is a reasonable way of landscaping. They would like to make it a condition of approval that he come back and talk with them within a certain time period. Mr. Conley agreed to this. There mare none. Member Koenitzer moved to close Public Hearings, seconded by Member Rogers. Motion carried, 3-0 M4enner Koenitzer moved to recommend approval of the site and architec- ture of Application HC -51,337.1, subject to standard conditions and Exhibits A, B and B-1,and to continue landscaping portion until no later than the first meeting in August so that applicant may investi- gate possibility of providing more landscaping areas in front and on eastern side and prepare new detailed landscaping plan for western side of property. The Associate Planrer noted there were two plans on board, one for Steak and Ale restaurant and one for mini -storage facilities. Both. are tied together by some conditions.of approval attached to rezon- ing, tentative map and individual use permits. He went over the recommendations thac had been made and how the applicant had answered them in his proposal. With regard to raised sidewalks to relate property to future buildings to the south and west, during Commission hearing it was decided there Etas no need for integration for storage and more than likely two commercial use; would be tied together. The proposal. was to include temporary type sidewalk adjacent to common driveway and adjacent to 15 ft. temporary easement situation on this particular site. . There could be a permanent textured walkway in front of the restaurant. With respect to landscaping, Mr. Coleman is still working for the City 'to develop an overall landscape design for Saratoga --Sunnyvale Road and parallel streets adjacent to it: he will be appearing before committee on August 7. By then should have some guidelines for users on ?igh;'iay 9 to follow. The staff recommendation is not to approve specific landscaping plans on Saratoga -Sunnyvale Road tonight. MINUTES OF THE JULY 3, 1974 ?-CONTROL MEETING Mr. Cowan referred to two pine trees on the site which should be protected, fed and watered during installation_ of asphalt. The staff was also suggesting some landscape screening at the north- west corner of Steak & Ale site which would help screen visual access to storage area. The applicant was proposing a sign to project fror:gables over entrance. They are also asking for a rather large ground sign whichwouldneed an exception because of lack of street frontage. This had been explained to the applicant. Alsc the combined area and proposed projecting sign is over allowable. area. There was a condition of approval attached to both zoning and tentative map that before individual free standing signs are approved, the City would like to see an overall signing approach to the entire development. The lighting is old English motif, 10 ft. to 20 ft. in height depending on location. Member. Koenitzer noted there presumably would be people working in the industrial development. I.f the Steak & Ale was at all good. they would be mobbed every lunch hour. It seemed silly to have people driving cars through center. That was one reason he -was interested not only in a temporary path but in a. long range .)l..an tieing this complex together. He felt this would be a concern when additional property on Highway 9 has developed. M:':. Cowan explained the applicants felt people would go out the front and there would not be that much use for rear paths. He said he would pass Member Koenitzer's remarks on. - In answer to Member Rogers, Mr. Cowan said the path from Valley Green Drive running parallel to common driveway was a collectors sidewalk for individual users within the development. When developed, will be looking for more permanent type solution. This was discussed further. Chairwoman Sallan ascertained concrete is planned only for pedes- trian walkway; the parking lot would be blacktop, She also wanted to be sure Mr. Coleman was aware of the several feet difference in grade between street and pad, so landscaping could be done accord- ingly. - Chairwoman Sallan questioned condition 18 of -Planning Commission, asking if deletion of four front parking spaces would be in the purview of ASAC. Page i ill Page 8 Site MINUTES OF THE JULY 3, 1974 H-COINTKOL MEETING Mr. Sherrod Marshall, architect for Steak & Ale, answered Member Kcenitzer that space to left of front door was for handicapped parking and would be so striped and stenciled. Mr. Marshall said in regard to deletion of four spaces being discussed, the Steak & Ale needs upwards of 100 spaces but because of planning restrictions are down to 81; every space coim.Ls. Chairwoman Sallan referred to inter -related development to south with parking. Mr. Marshall explained importance of parking to restaurant. In answer to Chairwoman Sallan, Mr. Cowan said under ordinance they needed. 76 spaces. Mr. Marshall said this number evolved onrequest they make on number of seats. The seating could vary between 230 and 250. They, had given Planning Commission low number; with high number the spaces could be 100 needed. The Associate Planner noted condition 16 says facility can be limited to 230 people. Chairwoman Sallan questioned northernmost portion of sita. Mr. Marshall explained this proposal was made before legal survey was done. If it comes out a str.i.p, it, will be planted. If it is of adequate size, it will be a car space. Staff is aware of this. Anything behind the 50. ft, setback would be hidden... . . ,Ir. Tick Pacheco, owner of parcel to the south, said they would like to work out as much of an integrated parcel as possible. Three out of the four owners are now working together on this. Intent is to keep cars off of southern property so dust will not be going into windows of industrial buildings ant reStauran.t. Since they are not sure what will be going in, he would urge and request the committee to consider the architect `s appeal.. These four spaces are critical. They are trying to leave as open as possible to make it flexible in order t.o tie in. He assured the committee they are moving as quickly as possible. He answered Chairwoman Sallan that piece to the west has been sold and this user may be using the building at will be using theirs. MINUTES OF THE JULY 3, 1974 H -CONTROL MEETING Member Koenitzer questioned the possibility of having temporary pavement for parking. Just enough asphalt to last a year or so. Mr. Jim LeDeit of Pacheco & Assocs. representing Keith E. Garner, said the restaurant had started with 45,000 sq. ft. which met the City staff's needs for parking. After the general plan, there was 50 ft. setback for landscaping. This site has more than 27% coverage in landscaping. An additional easement of temporary paving would mean the first 15 ft. to the south for in and out movement. It would be a hardship on owner to remove four spaces. Chairwoman Sallan determined that essentially it would be possible to put temporary asphaic in. Chairwoman Sallan asked if they were saying they cannot provide parking on any other space on site at this point in time. Mr. Pacheco said one thing should be remembered. The Steak & Ale are purchasing that property. The industrial park has a separate owner. The south parcel will be completely separate also. When that is developed, they will have ample parking, and are just asking to say that when parking spaces are not needed, they will be done in landscaping. Member Koenitzer noted the rendering was a little different from preliminary review. He suggested having property to the south use same type of construction. Mr. Marshall said the modification was putting entrance on side as requested. He described the architecture and construction of building. The roof .will be dark wood shake. Chairwoman Sallan had mentioned the grading was several feet higher. Mr. Marshall said he would go over this with staff and the grading engineer. Mr. Marshall said the same landscape architect would be doing entire project. Chairwoman Sallan ascertained they were aware of condition regard- ing preservation of on -site trees. Member Rogers noted there were several plants she could not locate, They were listed but not shown. Mr. Marshall said this would be cleared with staff. Chairwoman Sallan ascertained only ground cover was planned for portion of building facing freeway. Mr. Marshall noted only fence around trash enclosure would be seen. Chairwoman Sallan suggested a tree be put by the fence. Mr. Marshall said they had to have -room for trucks to make deliveries and pick- up dumnsters. Member Koenitzer said he Felt the fixtures fit :in with the architecture. The development to the south should use same approach to fighting and architecture since it is a Planned Development. Industrial doesn't share frontage and oriented so that are separate developments and are not contiguously visual. A discussion ensued by what was meant by same style of architecture. It was agreed it should be aesthetically compatible. Chairwoman Sallan noted this light fixture will be precedent setting. The. architect should expect to design something that can fit in with this and what develops to the south. Member Koenitzer said part of purpose of Planned Development is to make look -a -like project and insist on guidelines for major portion of the site. Mr. Arnold Flucki.ger said he will possibly be involved with portion to the south. Re would think a little latitude with lif�ilting would be desired. Member Rogers said it should be the same to all intents and pure' seS . - Chairwoman Sallan said whatever develops to the south will be using the same light. When they approve lighting fixture for this property, will be setting precedent for south portion. They rieed to decide if this is what they want to propose. Mr. LeDeit asked what happens if the manufacturer discontinues this lamp, Chairwoman Salcan reiterated that light fixture being proposed should be that proposed for south property. A lengthy discussion ensued. Chairwoman Salian asked for clarification of where lighting fixtures would be placed on site. The Senior Planning Technician pointed them out on site plan. Relative to heights, Mr. Marshall said in_order to get decision he would make declarative statement that to get adequate lighting all parking lot will need 20 ft. standards or whatever the committee wants him to say. After further discussion, he said 20 ft. was the minimum height that would be adequate. MINUTES OF THE JULY 3, 1974 H -CONTROL MEETING HC - -II Page 1 Chairwoman Sallan said she could see three problems relative to the 'Lighting: (1) integration to the south parcel, (2) number of lights proposed for the parking lot, and (3) heights of structures. Relative to signing, Chairwoman Sallan noted the applicant is proposing a wall sign and requesting a free standing sign, which would require an exception. She was reluctant to discuss since exception had not -applied for. Mr. LeDeit said there has been dialogue on sign. The mini -storage and industrial area wanted to get input from ASAC on sign so they will he able to function in direction they would like them to go. If something is objectionable in Steak & Ale signing, he. asked them to discuss it and give them input. Chairwoman Sallan ascertained the wall sign is 2-1/2 ft. wide x 4 ft. in height and will be able entryway to restaurant. She asked if the applicant had considered moving it around to the Saratoga -Sunnyvale Road side. Mr. Marshall said with all the landscaping and height it would be, there would be no way of seeing it. It is oriented t:o patrons walking from -parking lot.. After further discussion, Mr. Marshall asked for alternatives. Member Koenitzer said one would be a joint sign with tenant to. the south, Chairwoman Sallan suggested he refer to sign guidelines and work out signs within those constraints. 11 Member Rogers noted the sign over entryway is quite. satisfactory anc1 well designed. The free standing sign is too large and she has seen no reason for granting an exception for one so large. Mr. Marshall said he would rather have free standing sign in front than apply sign to the building. After still.further discussion, the hearing was opened for comments from the audience. MINUTES OF THE JULY 3, 1974 H -CONTROL MEETING Member Koenitzer moved to recommend approval to City Council of Application HC -5t,333.3 for site, architecture,grading and landscap- ing and that lighting and signing be continued. Application to con- form to standard conditions, Resolution No. 1262 of Planning Commission and appropriate exhibits, with the following special conditions: (1) When the project to the south is developed, the four parkin; spaces fronting toward Saratoga -Sunnyvale Road will be deleted and additional landscaping installed. (2) That a permanent pedestrian walkway access to the project will be installed, again when the project to the south develops. The location to be determined at that time. (3) That we are seriously concerned that three existing trees that are to be retained receive proper care and considera- tion particularly during grading and constru:ti.on of project. We definitely want these trees to survive the construction period. That a plan be prepared by a licensed landscape architect or landscape planter delineating hoer these trees will be protected and. preserved during eonstruct:ion. period. Seconded by iiember Rogers. MINUTES OF THE JULY 3, 1974 H -CONTROL MIETING Chairwoman Sallan announced the policy of the H -Control Committee that no application hearing would be started after 11:30 p.m. At 10:20 p.m. a recess was called, with the meeting reconvening at 10:30 p.m. Member Koenitzer moved a Minute Order be sent to Planning Commission and City Council to add to file on HC -51.,333.3 that since this is a Planned Development, ASAC would expect architecture to the south to. be similar in style and material to the Steak & Ale development. Seconded by Member Rogers. Motion carried, 3-0 4. Application HC -51,333.i of Keith E. Garner requesting approval of site, architecture, landscaping, grading and lighting for a mini -storage facility located in the southwest quadrant of Saratoga -Sunnyvale Road and Freeway Route 280. The Associate Planner said this, is essentially the same plan looked at by ASAC during pre -hearing review. He spoke to condition that might be added in the event the Highway Department did not give permission for landscaping on the 2-80 right-of-way. Mr. Cowan described the architecture, using colored rendering. Interior portion of site will not be seen by public except for section between the warehouses and edge of the common driveway. It was suggested an option of continuing wall or heavily landscap- ing the area. It was noted somebody should be responsible for repairing wood fence. Mr. Cowan spoke to parapet wall on south and north line approxi- mately 2z ft. above roof element. They would like to see this wall continued around building element. Mr. Arnold Fluckiger answered staff's concern. He said the only place where interior would be visible would be from 200 ft. going in opposite direction. There are two chain link fences, 40 ft. and sloping bank. They will plant more'trees if this wanted. II.C-111 Page 13 Recess MINUTE ORDER HC -51333.1. Keith E. Garner HC -111 Page 14 Site Archi.tec+tu Landscaping MINUTES OF THE JULY 3, 1974 H -CONTROL MEETING As to area on other end, there is a row of trees 40 ft. on center and another, row of trees 24 ft. on center. Would be better to let ivy grow up fence than build a wall. The proper place for screening is on State right-of-way. Mr. Fluckiger said they had had phone confirma- tion on this and are just waiting for written confirmation. The slumpstone building is not unattractive. The chain link fences are what should be covered. Considering distance and trees, they did not think it necessary to turn ends of masonry. They are trying to cooperate with the City. But the trees on their property will not take care of objections to chain link fences, canal and tower. Mr. Art Schumacher, architect, referred to previous discussions on height and design of building. The structural engineer had said they could lower height of building by use of other material. It was noted the height had been lowered to 27 ft. Member Rogers said she did not feel any improvement had been made in architecture or aesthetics by modification. Chairwoman Sallan said she liked the earlier treatment, and would not be comfortable granting d modification to something less attractive. Chairwoman Sallan said she would like to call attention to some- thing on the legend. On Stevens Creek Boulevard, item E, have proposed rapheolepis from edge of new landscaped area moving east toward the Sandpiper Restaurant. The legend calls for D which is photinia. This was discussed.
