Publication Schedule Updates for the Cupertino Scene Due to the ongoing impacts to the City of Cupertino’s budget, the Cupertino Scene will be reducing the frequency of publication from a monthly schedule to a quarterly schedule. For the remainder of the calendar year, residents can expect to receive a new edition of the Scene in September (this current issue) and in December. The Scene will still be mailed to every household in Cupertino, and extra copies will be available at Cupertino City Hall, Quinlan Community Center, and other City facilities. We welcome your input! The ordinance will become enforceable on Wednesday, September 6, 2023, and will apply to cafes, restaurants, and other food and beverage providers. The ordinance will restrict use of single-use plastic cups, containers, and utensils and instead require “fiber-based” items made from paper, paperboard, wood, bamboo, and bagasse. Fiber-based foodware can be put into green organics waste carts and bins in Cupertino to be processed into compost, right along with any food scraps or uneaten food – no scraping or rinsing needed. Because almost any single-use foodware still requires a lot of resources for just a few minutes of use, the ordinance will also require reusable foodware for dining in. As a customer, there are ways you can get involved to support local businesses through this transition: • Request disposable accessories like straws and napkins only when needed. If you’re eating at home, use your own utensils. • Take ONLY what you need at self-serve stations. • Bring your own reusable cup or container for to-go orders or taking home leftovers. This is especially needed for restaurants with unique packaging like boba tea shops. If a business doesn’t already allow you to bring your own reusables, encourage them to! • Be kind and curious! This is a big change for the businesses and the customers. Thank the business for making the switch and reducing the use of plastics. • Make sure your favorite food facilities are in compliance with the ordinance. Renew Your Parking Permit The time is approaching! Parking permits for the certain designated areas throughout Cupertino must be renewed once every two years. If you are not sure if you live in a parking permitted area, you can check for signs posted on your street. Registration will begin mid-October. Please go to http://forms4.cupertino. org/rpp/index.aspx to renew your residential parking permit for 2024-25. You may be ticketed if you do not have the new PURPLE stickers or guest hangers by January 1, 2024. 3 10th Anniversary Fall Bike Fest! Join us on Saturday, September 30 for the City’s annual Fall Bike Fest! This year is the City’s 10th anniversary bicycle festival and we’re pulling out all the stops. It’s sure to be a great time for everyone! Activities: Cupertino Safe Routes to School is working with partners to bring bike education and fun to this event: decorate your bike, compete with others to see who can create more energy when they pedal, create bike-themed art, make a smoothie on a blender bike, get your bike helmet checked, join a family bike ride, and kids - go through “Safe Moves City,” a mini bicycle course to learn to be a safe cyclist. Rides: There will be two bike rides this year. A 2.5-mile kids’ ride will highlight the City’s brand new and popular Regnart Creek Trail. A 9-mile ride will also highlight the trail, as well as several of Cupertino’s parks, trails, and green spaces. Make sure to bring your bike, helmet, and some water. Coffee Society will be on site selling sandwiches, ice cream, snacks, and more. You can find your next hidden treasure, help keep stuff out of the landfill, and get to know your neighbors during this year’s Annual Garage Sale! On September 23 and 24 from 9 a.m. to 4 p.m., residents across Cupertino are selling items that need a new home. Over 200 households participate every year. You can search for bargains and find rare and unusual items throughout Cupertino. Common items sold at garage sales include used clothing, books, toys, household decorations, sports equipment, board games, furniture, and appliances. Shopping maps will be available starting Tuesday, September 19 at cupertino.org/garagesale. Note: Residents who registered between July 31 and August 3 will need to re-submit registration. Check your status by emailing garagesale@cupertino.org or call (308) 777-3263 Registration closes Friday, September 8. cupertino.org/garagesale 4 Being ready is a shared responsibility. Every September, we build family and community resilience during National Preparedness Month, focusing on helping the community prepare. Preparing with our neighbors can help us save lives and quickly recover when disaster strikes. This year the City of Cupertino joins emergency response organizations, including the Federal Emergency Management Agency, in the September Ready Campaign by helping prepare older adults for disaster. Several factors make older adults more vulnerable after disasters, including, but not limited to: • a greater likelihood of suffering from chronic conditions and the need for associated medications; • a greater reliance on assistive devices such as walkers or glasses, as well as support from caregivers and others; and • an increased likelihood of social isolation due to challenges accessing transportation and communication. REACHING OLDER COMMUNITY MEMBERS WITH PUBLIC SAFETY INFORMATION The City recognizes the risk posed to residents and visitors by extreme weather. In 2023, the City Office of Emergency Management worked with Block Leaders and Citizen Corps volunteers to share information about extreme weather events. This effort became Cupertino’s REACH campaign (Raising Emergency Awareness of Community Hazards), a local initiative to share public safety information with residents. REACH works most effectively when trusted community volunteers relay information to their neighbors when the City issues emergency information, such as when the National Weather Service forecasts inclement weather. HOW TO PREPARE FOR DISASTERS During National Preparedness Month, the City of Cupertino encourages everyone to plan and prepare for disasters. Taking simple actions to prepare for a disaster helps you, your family, and your community in essential ways. 1. STAY INFORMED Register to Receive Alerts. Having the right information at the right time will help you make decisions in an emergency or disaster. Register to receive emergency alerts at alertscc.org. In addition, monitor television (TV City Channel 26 on Comcast Cable or Channel 99 on AT&T), radio (Cupertino 1670 AM), and the City website for important announcements. If you need assistance signing up for alerts, call (408) 777-3200 or email oem@cupertino.org. 2. VOLUNTEER Consider joining one of the volunteer units working to prepare our community. The Cupertino Citizen Corps and Neighborhood Block Leader programs help to spread the word when extreme weather is forecast. This past year both programs were activated multiple times to share safety information about extreme cold temperatures, flooding, and wind events. 3. ENGAGE Engage with your community. • On Thursday, October 19, the City of Cupertino will host the Public Safety Forum. This year’s event will demo public safety technologies and will be held at the Quinlan Community Center. • Share feedback on emergency plans and initiatives. In 2023, residents were invited to provide feedback on various projects, the City Hazard Mitigation Plan was updated with public input. City resident potential evacuation plans were revised using resident input (cupertino.org/evacuation). The Community Wildfire Protection Plan was revised with input from the community. In 2024, the City will revise its website and include hazard awareness pages. Take the time to review and share your thoughts about the process and the pages. (Continued on page 6) National Preparedness Month in Cupertino 5 CUPERTINO COMMUNITY PREPAREDNESS PROGRAM The City of Cupertino’s comprehensive emergency preparedness program allows residents to participate at whichever level they choose. Some people may just want to receive information while others want to go beyond and get involved in volunteer events, speak at a council meeting, host a Block Party, or participate in an exercise designed to prepare the City to respond to an earthquake. The Cupertino Community Preparedness Program comprises a set of volunteer programs that provide opportunities to get involved with the City and their neighbors, including Neighborhood Block Leaders, Neighborhood Watch, and Cupertino Citizen Corps— otherwise known as the Cupertino Emergency Response Team (CERT), Medical Reserve Corps (MRC), and Cupertino Amateur Radio in Emergency Services (CARES). The Block Leader Program teaches residents how to get to know neighbors and organize activities so neighbors can more easily communicate. Block Leaders receive updates on neighborhood activities and services and are vital links between City Hall and the neighborhoods. Neighborhood Watch is a crime prevention program that enlists the active participation of residents in cooperation with law enforcement to reduce crime in their communities. Neighborhood Watch encourages neighbors build community by working together in a program of mutual assistance. The Cupertino Citizen Corps make a difference in our community with volunteers trained to support local emergency responders, provide disaster relief , and promote community safety. Be ready to respond to a disaster as part of Cupertino’s Citizen Corps team by joining the Cupertino Amateur Radio Emergency Service, Cupertino Emergency Response Team, or the Medical Reserve Corps. Each program has a different level of expectations and training requirements. Many residents are a member in all programs, but you may choose to focus your time in one or more areas. The Cupertino Community Preparedness Programs allow for your own self determination of your involvement. The programs may meet in joint or individual sessions based on the programmatic goals and objectives set each year. GET INVOLVED IN PREPAREDNESS MONTH The City of Cupertino is working with our community to be ready for whatever comes our way. At this time of year, we focus specifically on preparing for an emergency by having an emergency plan, making an emergency kit, staying informed during an emergency, and planning with your neighbors. During National Preparedness Month in September , the Office of Emergency Management recommends setting easy to achieve goals to be more prepared. Start with your immediate family and target one thing you can do today, next week, next month, and next year. Preparedness is a continuous process, but you can start with simple steps. The Office of Emergency Management has established goals for everyone to be more prepared during National Preparedness Month with four weeklong focus topics: Ready with a Plan (September 4 through 10): Begin by having a real conversation with your family, friends, and household. Plan for how you will receive information before and during a disaster, and how you and your household will respond in an emergency. Anticipate the needs of elderly family members and neighbors by planning with them. Find more details at cupertino.org/ emergency. Make a Kit (September 11 through 17): After an emergency, you may need to survive on your own for several days and have your own supplies for use in an evacuation, or to shelter in place during an emergency. Build a kit for your home, car, and workplace based on your unique needs. Include a range of items from prescription medication to your favorite chocolate bar. 6 Make the kit that will help you keep safe. Find out more at cupertino.org/emergency. Get Informed, Stay Informed (September 18 through 24): Register and help others register to receive emergency notifications from the City and County at alertscc. org. Register to receive alerts for different locations throughout the County, such as home, work, school, or a loved one’s home. If any of these locations are impacted by an emergency, you will be notified by the system by phone, email, or text message. For family members and friends outside of Santa Clara County, help them register for alerts in their area by sharing alertthebay.org. Prepare your Neighborhood (September 25 through October 1): by volunteering as a Block Leader, Neighborhood Watch, or with the Citizen Corps. You can also attend an upcoming personal and neighborhood preparedness training to start your journey. EMERGENCY PREPAREDNESS TRAINING Cupertino’s Office of Emergency Management offers a series of trainings specifically for your family and neighborhood. It is recommended you attend the two-part series: Personal Preparedness: September 5, 7 to 8 p.m. This training focuses on what you and everyone in your family need to know in case of an emergency—the City’s role, your role, making a communication plan, basic first aid, emergency supplies, etc. Family & Neighborhood Preparedness: September 8, 7 to 8 p.m. This training focuses on what your family needs to have in place to have a better outcome after an emergency. Learn what your neighborhood can do together to check on each other, manage small events before they become too big to handle (fire, gas, electrical), and take care of each other until help arrives. ARKs serve as coordinating points for community emergency response, gathering locations for volunteers to support the City in an emergency, and a place for residents to receive more information. During National Preparedness Month, volunteers from the Cupertino Citizen Corps will be sharing information about the ARKs to promote neighborhood preparedness. On September 16 and 17, the Citizen Corps will host ARK “open houses” at each ARK in the City. Volunteers will provide a tour and general preparedness tips for the communities surrounding each of the ARKs. You are invited to tour the ARK in your neighborhood or visit a nearby location to learn about the resources and tools available to you during a disaster. As we have seen and experienced from the recent California storms just this past winter season, flooding occurred after extreme drought conditions hardened the ground and increased runoff to creeks, ditches, and even to neighborhood streets and properties. As we approach this year’s rainy season, residents should be mindful of any potential flood risks surrounding their property and be prepared for flooding possibilities, especially those who reside in FEMA designated Special Flood Hazard Areas (SFHA). The following tips will help you to plan, prepare, and protect your family and home: • Know your flood risk: Visit floodsmart.gov and/or valleywater.org/floodready. • Get flood insurance ahead of time: There is a mandatory flood insurance purchase requirement if you live in a FEMA designated SFHA and have a federally insured mortgage. For property owners who currently possess flood insurance, be sure to inventory and photograph your home’s contents and put important papers and insurance policies in a safe place. Even if you don’t live in an SFHA, you can get extra protection by purchasing flood insurance. To find a local agent call 1(800) 427-4661. • Protect your home from flood threats: Valley Water offers free filled sandbags. For locations, check valleywater.org/floodready. • Build responsibly in floodplains - Construction within SFHA zones has special requirements. Physical alterations to buildings can be made to reduce risks and flood insurance premiums, such as elevating a structure. • Keep creeks clean and flowing: Healthy, flowing creeks reduce flood risks by carrying storm water away from properties and roads. Report blockages and dumping in creeks to Valley Water at (408) 630-2378 or 1 (888) 510-5151 anytime. • Turn around, don’t drown: Avoid floodwaters. • Make a family emergency plan and a three-day emergency kit: Agree on a meeting spot and plan a safe route to higher ground. Put together an emergency kit with tools and supplies, non-perishable food, and water. • Download disaster emergency apps: Sign up for Santa Clara County’s emergency alert and warning system “AlertSCC” and download the Red Cross Emergency Alerts app. The following property protection advice and assistance services are provided by the City of Cupertino to further help residents prepare for potential flooding: • Contact the Cupertino Public Works Department at (408) 777-3354 to check whether your house is in or out of a FEMA designated SFHA, to get assistance with onslight flooding and raining issues, or to schedule a site visit. • The City can provide FIRM information, a handout on the mandatory flood insurance purchase requirement, as well as maps showing floodways, problems not shown on the FIRM, and historical flood information. • City staff possess elevation certificates for some buildings located in the floodplain and may have one on file for your property. • When storm events are forecast, visit the self-serve sandbag station just outside the City Maintenance Yard parking lot located at 10555 Mary Avenue to obtain free pre-filled sandbags. • Contact the Cupertino Public Works Department at (408) 777-3354 to ensure compliance with special requirements. • Contact the Cupertino Building Division at (408) 777-3228 to get a permit before you build. • It is illegal to dump anything into a creek or a storm drain in the City of Cupertino. Residents can report dumping incidents to the City by calling (408) 777-3269 during business hours and 911 after hours and on weekends. • Additional information on flood preparedness is available on the Cupertino website at cupertino.org/floodpreparation. 8 Cybersecurity Public Education 2023 is presented by the City of Cupertino and the Technology, Information, and Communications Commission. Cybersecurity Panel Help Keep Your Street Leaf-Free It’s that time of year again—leaves are beginning to fall from the trees and paint the ground with breathtaking colors. Unfortunately, leaf foliage in excess can pile up and cause clogged storm drains, contaminate creeks, cause parking issues, and dirty roads. It’s important that everyone follow these tips to keep our streets, creeks, and yards clean. • Collect fallen leaves and place them in your green organics cart for pickup. If you don’t have enough space for all of your organic debris, additional carts can be requested from Recology for no additional charge by calling (408) 725- 4020 or emailing recologysouthbay@ recology.com. • Streets should remain clear for street sweeping—this means do not pile leaves or park your car in the street. During heavy leaf fall, additional street sweeping may occur on your street. Street sweepers are unable to clean large piles of leaves. Residents may be issued a fine for piling leaves in their streets. • Find out when your street sweeping day is by visiting cupertino.org/ cleanstreets. • Receive reminders to move your car by visiting cupertino.org/ streetsweeping. • Collected leaves from your yard can be added to your home compost pile. Composting at home is a great way to return nutrients back to the soil, help with water retention, prevent erosion, sand save money. Learn more about composting programs by visiting cupertino.org/compost. • Please note: The use of motorized equipment, such as leaf blowers, must be limited to the hours of 8 a.m. to 8 p.m. on weekdays, and 9 a.m. to 6 p.m. on weekends and holidays.
