WHEREAS, public libraries are a vital educational resource for millions of Californians of all ages. Public libraries ensure that all people have access to a vast array of resources
including free access to the world wide web. Public libraries are one of our great democratic institutions and an essential state resource that we cannot afford to neglect; and
WHEREAS, Senators Jackie Speier and Bruce McPherson have introduced SB74, and Senators Tom Torlakson and Liz Figueroa have introduced SB 94, and Assemblymembers John Dutra and Helen
Thomson have introduced AB315 (with coauthors Assemblymembers Ellen Corbett, Fred Keeley and John Longville) to the current legislative session that would exclude county libraries with
a separate designated property tax rate and independent special district libraries from the Educational Revenue Augmentation Fund shift, and
WHEREAS, strong public support exists throughout California to assure the continued operation of community libraries by immediately excluding county libraries with a separate property
tax rate and independent special district libraries from the Educational Revenue Augmentation Fund shift,
NOW, THEREFORE, IT IS HEREBY RESOLVED that the Cupertino City Council encourages the California State Assembly and the California State Senate to approve such legislation to exempt dependent
and independent library special districts from the Educational Revenue Augmentation Fund property tax revenue shift.
IN WITNESS THEREOF, I have hereunto set my hand and caused the seal of the City of Cupertino to be affixed this Monday, April 16, Two Thousand and One.
