HomeMy WebLinkAboutBPC 10-15-2025 MinutesMINUTES CUPERTINO BICYCLE PEDESTRIAN COMMISSION Wednesday, October 15, 2025 At 7:01 p.m. Chair Ilango Ganga called the Regular Bicycle Pedestrian Commission meeting to order at the Quinlan Conference Room, 10185 North Stelling Road and via teleconference and teleconference location: 721, Ferns Paradise, Marathahalli, Bangalore, 560037. ROLL CALL Present: Chair Ilango Ganga, Vice Chair Gerhard Eschelbeck, and Commissioners Munisekaran Madhdhipatla (participated remotely), Hervé Marcy, and Joel Wolf. Absent: None. APPROVAL OF MINUTES 1.Subject: August 20, 2025 Bicycle Pedestrian Commission minutes Recommended Action: Approve the August 20, 2025 Bicycle Pedestrian Commission Minutes Commissioner Marcy announced a correction to the minutes. MOTION: Eschelbeck moved and Marcy seconded to approve the corrected August 20, 2025 Bicycle Pedestrian Commission minutes. The motion passed with the following vote: Ayes: Ganga, Eschelbeck, Madhdhipatla, Marcy, Wolf. Noes: None. Abstain: None. Absent: None. POSTPONEMENTS – None ORAL COMMUNICATIONS Nori spoke about concerns regarding bicycles. OLD BUSINESS – 2.Subject: Cupertino 2025 Fall Bike Fest (Werner) Recommended Action: Receive Report on the Cupertino 2025 Fall Bike Fest Safe Routes to School Coordinator Birgit Werner gave a presentation. Bicycle Pedestrian Commission Minutes October 15, 2025 Commissioners asked questions and made comments, which staff responded to. Chair Ganga opened the public comment period, and seeing no one, closed the public comment period. Commissioners received the presentation. 3. Subject: Vision Zero Action Plan Task Force (Schroeder) Recommended Action: Receive Update and Provide Feedback on Proposed Framework and Representatives for the Cupertino Vision Zero Action Plan Task Force Transit and Transportation Planner Matt Schroeder gave a presentation. Commissioners asked questions which staff responded to. Chair Ganga opened the public comment period, and seeing no one, closed the public comment period. Commissioners made the following recommendations: •Add a representative from De Anza College to the task force, due to its large student population and high levels of transit, bicycle, and pedestrian activity—especially near Stevens Creek. •Include the De Anza alongside existing school district involvement, as it aligns with current educational representation on the task force. •Add city council representation, following examples from other cities where council members participate in similar task forces. NEW BUSINESS 4. Subject: Torre Ave/Town Center Lane Pedestrian Crossing (Stillman) Recommended Action: Discuss Traffic Operations and Concerns Relating to the Pedestrian Crossing of Torre Avenue at Town Center Lane and Provide Recommendations for Further Evaluation. Transportation Manager David Stillman gave a presentation. Chair Ganga opened the public comment period and seeing no one, closed the public comment period. Bicycle Pedestrian Commission Minutes October 15, 2025 Commissioners made the following recommendations: •The Town Center and Torre Avenue intersection should be prioritized for safety improvements, including adding speed bumps or a raised crosswalk, improving visibility by removing obstructing parked cars, enhancing nighttime lighting, and clarifying pedestrian areas. •Pedestrian walkways to the library should be made safer, excessive signage avoided, and the intersection redesigned to manage U-turns and library drop-off issues. These measures are important due to high pedestrian activity and ongoing accident risks, including for children on rollerblades and skateboards. •Consider safety improvements at other nearby intersections. •Look at these problems holistically from Pacifica Dr. to Rodriguez Ave. STAFF AND COMMISSION REPORTS – 5. Subject: Staff Update and Commissioner Activity Report (All) Recommended Action: Receive Updates from Staff and Commissioners Regarding Recent Activities Vice Chair Eschelbeck reported that the Bicycle Pedestrian Commission was asked to provide answers for the Community Service Awards celebrating Cupertino’s 70th anniversary. Commissioners shared their favorite aspects of the city and preferred places to walk, run, or bike, with a collective response due by October 15. Commissioner Marcy reported that Lawrence-Mitty Park cannot be funded through the State Transportation Improvement Program but may be eligible for Measure B funding. He also reported that current transportation grants are not expected to be affected by federal funding issues. He noted that a recent pedestrian accident on Stevens Creek Boulevard prompted the city to implement immediate safety improvements, including additional signage, pedestrian crossing flags, and tree trimming, with further measures planned. Commissioner Wolfe reported on the bike racks at the library being vandalized.
