HomeMy WebLinkAboutBPC 11-19-2025 MinutesMINUTES CUPERTINO BICYCLE PEDESTRIAN COMMISSION Wednesday, November 19, 2025 At 7:00 p.m. Chair Ilango Ganga called the Regular Bicycle Pedestrian Commission meeting to order at the Quinlan Conference Room, 10185 North Stelling Road and via teleconference. ROLL CALL Present: Chair Ilango Ganga, Vice Chair Gerhard Eschelbeck, and Commissioners Munisekaran Madhdhipatla, Hervé Marcy, and Joel Wolf. Absent: None. APPROVAL OF MINUTES 1.Subject: August 20, 2025 Bicycle Pedestrian Commission minutes Recommended Action: Approve the August 20, 2025 Bicycle Pedestrian Commission Minutes This item was not heard due to the incorrect minutes being attached to the agenda. No action was taken. POSTPONEMENTS – None ORAL COMMUNICATIONS - None OLD BUSINESS – None NEW BUSINESS 2.Subject: Bicycle Pedestrian Commission Roles and Responsibilities (Stillman) Recommended Action: Discuss Bicycle Pedestrian Commission Roles and Responsibilities and Consistency With Cupertino Municipal Code Section 2.92.080,March 16, 2022 Item #5 Bicycle Pedestrian Commission Motion, and September 17, 2025 Item #22 City Council Motion Transportation Manager David Stillman gave a presentation. Commissioners asked clarifying questions, which staff responded to. Bicycle Pedestrian Commission Minutes November 19, 2025 Chair Ganga opened the public comment period and the following people spoke: •R Sudesh •Seema Lindskog •Helene Davis Chair Gango closed the public comment period. Commissioners asked questions and made comments, which staff responded to. MOTION: Vice Chair Gerhard Eschelbeck moved, seconded by Commissioner Munisekaran Madhdhipatla, to approve the policy document, with the following amendments: •Staff to exercise discretion in determining whether a joint or individual Planning Commission or Bicycle Pedestrian Commission meeting is appropriate for high-level planning documents as described in the policy; •Clarify that all transportation projects in the policy will be reviewed by the Bicycle Pedestrian Commission; •Modify Exhibit A to better clarify policy, or remove if clarification is not feasible; •Include Bicycle Pedestrian Commission Motion from March 2022 on the City’s Bicycle Pedestrian Commission website, and make other changes as necessary for consistency; •Staff to look for opportunities to bring appropriate development projects with an impact on transportation improvements to the Bicycle Pedestrian Commission for review. The motion carried with the following vote: Ayes: Ganga, Eschelbeck, Madhdhipatla, Marcy, Wolf. Noes: None. Abstain: None. Absent: None. STAFF AND COMMISSION REPORTS 3. Subject: Staff Update and Commissioner Activity Report (All) Recommended Action: Receive Updates from Staff and Commissioners Regarding Recent Activities Transportation Manager David Stillman announced an upcoming joint meeting with Bicycle Pedestrian Commission and Planning Commission in January. Commissioner Marcy discussed the VTA meeting and the McClellan Road Bridge Project. Bicycle Pedestrian Commission Minutes November 19, 2025 Chair Ganga noted that while the Bicycle Pedestrian Commission and Planning Commission spent significant time making recommendations on the Active Transportation Plan, those recommendations were not fully presented to the City Council.
