Existing Traffic Counts at Tantau Ave and Forge Dr.
Existing Conditions
•High pedestrian volumes are causing delays for motorists on
Tantau Ave.
•Pedestrians are continuing to cross after the RRFB stops flashing,
creating operational and safety concerns.
•Pedestrian crossings are occurring with or without RRFB
activation.
•The City’s Local Road Safety Plan identifies Tantau Ave between
Forge Dr to Pruneridge Ave as a High Collision Corridor.
•Three collisions occurred at this intersection 2019–2024 (2 PDO
veh-veh + 1 injury Veh-Bike)
•Apple has offered to provide funding to install a traffic signal at
this location.
MUTCD Traffic Signal Warrants
•MUTCD provides national standards for determining when a
traffic signal is justified.
•MUTCD Warrants ensure signals are installed only when
needed for safety and efficiency.
•Nine warrants are identified for consideration:
o Warrant 1 – Eight-Hour Vehicular Volume
o Warrant 2 – Four-Hour Vehicular Volume
o Warrant 3 – Peak Hour
o Warrant 4 – Pedestrian Volume
o Warrant 5 – School Crossing
o Warrant 6 – Coordinated Signal System
o Warrant 7 – Crash Experience
o Warrant 8 – Roadway Network
o Warrant 9 – Intersection Near a Grade Crossing
MUTCD Peak Hour & Pedestrian Volume Warrants
PEAK HOUR SIGNAL WARRANT (Warrant 3)
•This Warrant evaluates the need for a traffic signal based on traffic
conditions occurring during the busiest hour of the day.
•AM, Midday, and PM Peak Hours warrants were not satisfied.
PEDESTRIAN VOLUME WARRANT (Warrant 4)
•This warrant is intended for areas where a significant number of
pedestrians experience difficulty crossing a roadway with heavy
vehicular traffic, even if vehicle volumes alone do not justify a
signal.
•AM and PM Peak Hours warrant was not satisfied. Only the Midday
Warrant was satisfied.

Installing a traffic signal at this location would provide full control over
both vehicle and pedestrian movements, enhancing safety and
operational efficiency at the intersection.
Recommendation
•Staff recommends that the Bicycle Pedestrian Commission
recommend that City Council approve the installation of a
traffic signal at Tantau Ave/Forge Dr in order to:
•Enhance pedestrian safety
•Facilitate vehicle throughput
•Enhance operational efficiency
QUESTIONS
