Dear Mayor and Councilmembers,
I am writing to express my strong support for City Councilmember Ray Wang to be elected as
Cupertino’s next Vice Mayor.
City Councilmember Wang has consistently demonstrated integrity, fairness, and dedication to
our community. He listens carefully to Cupertino residents, values our voices, and ensures our
needs are reflected in city policy. His leadership brings real value to residents by strengthening
trust between the Council and the people it serves.
Importantly, he cares deeply about Cupertino’s safety issues. He has shown leadership in
protecting our neighborhoods and making sure the city follows the laws and orders that
safeguard our community. This commitment to safety and legal compliance provides
confidence that Cupertino is managed responsibly and with respect for the rule of law.
City Councilmember Wang’s vision balances innovation with tradition, protecting the
character of our neighborhoods while preparing Cupertino for future growth. His leadership
will continue to deliver clarity, fairness, and lasting value to all residents.
For these reasons, I respectfully urge the Council to elect City Councilmember Ray Wang as
Vice Mayor.

Dear Mayor, Vice-Mayor, and City Council Members,
I am writing to express my strong support for Councilmember Ray Wang. He has consistently demonstrated
integrity, honesty, and a deep commitment to serving the residents of Cupertino. His leadership reflects the values of
fairness, transparency, and collaboration that our community expects from its elected officials.
It is unacceptable for any individuals or officials to gang together in an effort to remove him from office. Such
actions undermine the trust and democratic principles that guide our city. Councilmember Wang has earned the
respect of the community through his dedication to listening, informing, and helping residents navigate complex city
matters.
I urge you, as the current City Council members, Mayor, and Vice-Mayor, to recognize his contributions and elect
Councilmember Wang as our new Vice-Mayor. His experience, integrity, and commitment to Cupertino make him
the right choice to lead in this capacity. Electing him will strengthen public trust and ensure that the Council is

Item 20 was Labeled “Study Session”
In the December 2 agenda, we consolidated two items into one: one is a study
session and the other is an action item. But the consolidated item is labeled as
"Study Session".
Another confusing thing is that there is no marking for "1)" before "Consider
Study Session"so it is likely unclear to the reader that there are two separate
items and the second one is an Action Calendar item.
My Objection to Jan. 2023 “Study Session” -with a
Resolution
I express my object to the adoption of the initial Council Procedures Manual back
in January 2023, as the item was labeled "Study Session" and we adopted the
"Resolution" for the Council Procedures Manual.
And that was the first time ever the Council Procedures Manual was placed on the
council agenda. The first time ever the Council voted on a formal action in a
study session.
Higher Standard Than the Brown Act
The Brown Act sets a minimum standard requiring "a brief general description of
the business to be discussed". That said, the way we combined the study session
and action item under one heading labeled “Study Session” did create some
confusion, since we did so to combine the public comment period.
We’ve always aimed to go beyond the Brown Act’s minimum requirements when
drafting agenda descriptions, for example, adding the budget modification amount,
even though it is not legally required. I believe we should continue to uphold that
higher standard moving forward.
