A RESOIIJTION OF THE CITY CXJUNCIL OF THE CITY OF aJPERl'INO

NCM, 'lHEREFORE, BE IT RESOLVED that the City Council does hereby adopt
the followil'1g sections as a part of its fiscal policy:
Section 1. The estiJnates of available funj balances and anticipated
revenues to be received in each of the several funds duril'1g fiscal year
1987-88 as submitted by the City Manager in his proposed Budget and as
have been amended duril'1g the budget study sessions are hereby ratified.
Section 2. There is appropriated from each of the several funds the
S1.nU of money as determined duril'1g the budget study sessions for the
purposes as expressed and estiJnated for each program activity, subject to
the conditions as set forth in section 3, as hereinafter described.
Section 3. For orderly and proper administration of the Operatil'1g and
Construction Budget and of the monies appropriated in section 2, above,
the followil'1g conditions, authorizations and restrictions shall apply.

Public Safety and Protection, SUpport service, Transportation and
streets, and Enterprise.
section 3.4. 'Ihe city eooncil :reserves the right to
transfer any unencumbered aw:t:opdation iran one program to another
program after recx:mnenjation to do so has been suJ:rnitted to it by the
city Manager or to appropriate on its CMIl volition any additional
sums of money to any major account or p:tuy.LCU" as it may deem
necessary or desirable;
section 3.5. 'Ihe Director of Finance is hereby authorized
to transfer any unencumbered awropriation iran one line item account
to another line item account within the same activity or iran one
line item account to another line item account within a different
activity within the same program when such is necessary to prevent an,
over-encumbrance or an over-expen;titure in any one line item account;
provided, however, that such transfer shall be only after the
concurrence of the affected deparbnent head;
section 4. 'Ihe City Manager shall cause to be prepared a budget
document incorporating therein the amounts appropriated in Section 2
above, the estimates of available funj balances and anticipated
revenues ratified in section 1 above, the detail accounts and
estœted amounts oanprising the total for each of the major abject
accounts which when cambined from the amount awropriated to each
function and such other detail and fun::'Is activity that will provide
an infonnative and useful worJd.n;J tool in administering fiscal
policy;
section 5. 'Ihe Director of Finance is hereby authorized to
continue the awropriations of any unexpe.n:ied Capital Project on JUne
30, 1987 to the authorized limit as set forth in the 1987-88 Budget.

Section 6. 'Ihe Finance Director, after fiscal audit of June 30,
1986 financial rE!CO.LÙS, is hereby authorized to transfer the
unreserved balance of the followi11g Funds into a "Reserve for Future
Capital Projects;"
