At the last Commission meeting, after discussion the Commission made the following
suggestions

After review staff is submitting the following composition for the Commission's
consideration
• City Staff(Dowling, Banfield)
• Parks and Recreation Commissioner (Hopkins)
• Cupertino Union School District - one representative
• Audubon Society - one representative
• Historical Society - one representative
• Rolling Hills 4-H - one representative
• Community Gardeners - one representative
Additionally, I would suggest that the Commission reconsider its position on providing
representation from the Affordable Housing Committee I believe the Simms house plays a
pivotal role both pohticalk and strategically in terms of implementation of the Master Plan
and that input from the housing interest should be integrated from the beginning

Discussion of neighborhood park needs for Neighborhoods J-1, 1-2 and K.
Background
The neighborhood designation of 1-1, J-2 and K constitutes residences east of Miller
Avenue, south of Stevens Creek Boulevard, north of Bollinger, and west of Lawrence
Expressway The 1984 General Plan specified that the City would acquire three and one-
half acres of the closed Sedgwick school site to meet the park needs of that neighborhood
However, the City's strategy was altered when Cupertino Union School District decided to
rebuild and re-open Sedgwick school The revised 1994 General Plan addressed this issue
in the following manner
POLICY 5-51: 'Make the final determination regarding a
neighborhood park site after the completion of C.U.S.D. Sedgwick
School Master Plan.
The school Master Plan is complete and construction is underway Early on in the
planning process, the school Master Plan Committee discussed the potential of providing
neighborhood park amenities (barbecue, play apparatus, etc ) on school grounds The
committee was very uncomfortable with general public access and use of playgrounds
during the school day Consequently, the committee elected not to recommend joint
development of the open space
The recently adopted General Plan defines park acquisition priorities in the following way
POLICY 5-52: Park and Open Space requisition Program
The Acquisition Program is based upon three broad acquisition
objectises:
1. Complete the Parks acquisition Program.
2. Maintain an adequate inventor% of sports fields.
3. Retain creek site and other natural open space areas identified in
the Open Space section of the General Plan.

Discussion and recommendation regarding composition of the Parks and Recreation
Commission
Background
The Parks and Recreation Commission placed on the workplan for this fiscal year a review
of the composition of the Parks and Recreation Commission City Council is scheduled to
begin interviewing candidates for various Commission appointments in January of 1994
Therefore, it is important to prepare a recommendation to Council from the Commission
regarding size and composition of the Parks and Recreation Commission
A SIZE
When the Parks and Recreation Commission was formed in the mid 1960's, it was
comprised of five citizens It remained that number through the mid 1970's when two
additional Commissioners were added, one to represent the cultural arts interest within
the community and a second to represent historical preservation Since the expansion
of the Commission, two things have happened First, a separate Fine Arts Commission
has been formed by City Council that focuses their attention on issues related to the
arts and secondly, the Cupertino Historical Society has become very well organized
and has opened a museum at the Quinlan Community Center to further the interest of
historical preservation It could be argued that it is no longer necessary to have two
designated seats for a cultural and historical perspective since the need is being
addressed in a more specific manner Currently there are two openings on the Parks
and Recreation Commission and it would be an opportune time to consider reducing
the size of the Commission back down to five members Another influencing factor, is
the fact that as we look into the next five to ten years, it is unlikely that the Parks and
Recreation Department will experience the kind of growth that we enjoyed during the
1980's and a five member commission may adequately represent the needs of the
community
B. COMPOSITION
I believe the Commission was also interested in discussing the ways of insuring
diversity of representation on the Commission, particularly in the areas if ethnicity,
gender and age I am not certain how this could be regulated and what real benefits
would be derived I believe it is to everyones advantage to seek out the most qualified
person, regardless of such factors. Please feel free to make any suggestion for
discussion.
STAFF RECOMMENDATION
The Parks and Recreation Commission recommend to City Council that the ordinance
regulating the size of the Parks and Recreation Commission be amended to a five member
body.
