As we begin to evaluate the scope of users and the nature of residents ccWlaints, it is apparent that there are a number of policy issues around field usage that the commission needs to address. Camnissioner Lohmiller, who represents the commission in this effort, has asked that we begin to evaluate the current policies and in light of decreasing City revenues, project future policies for the use of park and school fields. It is not necessary to come to a decision at the February meeting, but at the very least, we should begin discussion around the following points. 1. Non-permit use - unauthorized use 2. Sunday usage 3. Fhforeement of field use policies 4. Usage during inclement weather Currently, the City of Cupertino does not permit sports fields on Sundays. The philosophical base for this is that we want to keep those spaces available for neighborhood drop-in usage on Sundays. However, even though we may not issue use permits, in reality all of our fields are used very heavily on Surr]ay, thus precluding neighborhood drop-in play. As you might guess, it is going to be very difficult to design a policy that addresses the need for controlled use and yet still allows adequate drop-in access. None the less, it is becoming iterative that we address this issue.
