Parks & Recreation Commission Work Plan 1990-91
1 . Proposed development of diocese property - Develop a Parks &
Recreation position on the preservation or maintenance of the
open space character of the property through public input and
work with regional agencies such as Midpeninsula Regional Park
District . Develop trail system to connect Fremont Older open
space to Rancho San Antonio. Complete trail system connecting
Blackberry Farm, McCllen Ranch, Deep Cliff and County Park. Plan
for complete buildout from a recreation point of view considering
accesability to open space, greenbelts, etc.

3 . Joint agreement with C.U. S. D. on sports fields.

8 . Mission statement for P&R
The Parks & Recreation commission's mission is to develop
and work to implement a plan for the recreational infrastructure
for the City of Cupertino that will serve the City's needs well
into the 21st century. The commission will pay particular atten-
tion to retaining existing open space and recreational facilities
within the Cupertino urban service area .
Strategy
A strategy should be developed to achieve the goals of the com-
mission which could include timetables and work assignments .

Strategy to Complete Parks & Recreation Work Plan
1 . We will place item 1 on the P&R agenda to identify areas in
the city to be developed and establish goals to satisfy the P&R
needs of the city . e . g . trails , open space character , local
parks, connections between open space areas, etc.
Time: After goals committee report expected in January, 1990 .
2 . Item 2 is being addressed by the formation of the committee to
develop a long term plan for the CSC.
Time: Immediate, first meeting of the committee is November 13 ,
1990.
3 . Item 3 will be accomplished by assigning commissioner liaison
responsibility to follow developments between the city and the
school district.
Time: Immediate to be determined at November 8th meeting.
4 . Item 4 will be addressed by holding public hearings to deter-
mine how to satisfy the neighborhood park requirement with Sedg-
wick and Fremont Older school as resources. i .e. how to develop
Fremont Older will be part of this discussion.
Time: Place on December agenda to initiate public input process.
5. We will review current programs and facilities to see how
they are satisfying current needs. We will review the offerings
of neighboring cities to see how our programs stack up and what
their objectives are.
We will review trends in programs for the past five years
and try to project the trends for the next five.
The plan to be developed will try to determine what needs to
be modified to meet projected needs ; what do we want to see
happen in the future.
This item will be addressed by small commissioner work
groups and staff with reports to the commission in open hearings.
Time: This is a long term project that we hope to complete by
next summer with all commissioners involved in the process . A
project plan will be developed by Steve, Darwin, and Sharon and
presented to the commission for discussion and approval at the
January meeting.
