As you review the list, I would ask you to keep in mind that currently staff resources are stretched very thin and several topics might require Commission involvement in research and data gathering. 1. Review the Park dedication ordinance. 2. Review/recommend eight school site master plans. 3. Establish/recommend a specific urban trail plan. 4. Review/recommend the Sports Center contract. 5. Review/recommend the Sports Center Master Plan Committee recommendations. 6. Review renovation strategy for Monta Vista Recreation Center. 7. Develop neighborhood park site for area J 1, J2, K. 8. Review/recommend environmental master plan for McClellan Ranch Park. 9. Establish sports fields use policies. 10. Establish policies for commercial sponsorships of recreation events or facilities. 11. Review Cupertino Room (Quinlan Center) use guidelines. Also attached for your review are additional considerations from Chair Bob Hopkins. Once the Commission has agreed upon the items, then the Chair and Vice Chair can work with staff to define strategies and timelines for completion. The Commission also needs to assign the following Community Contacts: A. Service Clubs B. Leisure Agencies C. Cultural Organizations D. Chamber of Commerce E. Industrial/Commercial F. Dowling, Director of Parks and Recreation Subject: Status Report on McClellan Ranch Ad Hoc Committee Date: March 10, 1992 The McClellan Ranch Ad Hoc Committee has been meeting twice a month on a master plan and is comprised of the following members: Michael O'Dowd Barbara Banfield Nancy Hertert Dean Skeels Catherine Sleight Debi Jamison Judith Carson-Croes Lonnie Toensfeldt After procuring the use of McClellan ranch house by the Audubon Society, they developed the following six objectives which they hope to achieve by the summer of '92. 1. Complete facility use brainstorming session. 2. Discuss the programming aspects of each facility usage. Use two lists: one with Simm's property and one without. Include the staffing needs of each throughout. 3. Prioritize complete plan including staffing, programs, and facilities. 4. Develop phasing stages to complete each improvement plan. 5. Present plans to Commission and City Council. 6. With City Council approval, solicit donations and begin phasing of improvements. They did complete their brainstorming task and a copy of their summary is attached for your information. Dowling, Director of Parks and Recreation Subject: Status Report on '92-'93 Proposed Budget Date: March 10, 1992 I received the preliminary budgets from the Recreation Supervisors this Monday and although it's too soon to bring specific details to the Commission, I would like to give you some idea of possible categories for budgetary reductions. I. Elimination/reduction of special events subsidized by the general fund. Examples: A. The 1992 Heritage Parade has been cancelled. B. The July 4th Day In The Park shall attempt to be self-supporting. C. The annual Ghost Walk rates will be increased to offset expenses. IL Continue to shift activities/programs from the general fund to the recreaton enterprise fund. Examples: A. Summer playgrounds may have to have fees assessed. B. Specialty camps may have leadership costs covered by user fees. III. Apply or increase user fees for low or no cost programs. Examples: A. School groups may have to pay $25 per class for McClellan Ranch tours. B. Adult sports groups may have to pay field use fees. C. Senior Center membership rates may go from $6.00 to $10-$15.00. IV. Reduce facility hours of operation. Examples: A. Close the Quinlan Center on Saturdays. B. Eliminate evening usage of Morita Vista Recreation Center. V. Staff Reductions Examples: A. It may be necessary to eliminate one full time professional or support staff position. B. Several summer part time staff positions may be eliminated. SGD:Iml
