Dear Mr. Dowling
The members of the De Anza Youth Soccer League would like to
express our appreciation for the continuing help of you, your staff,
and the City of Cupertino in providing the field space and upkeep
that is absolutely essential to our soccer program. Without access to
your facilities, we literally would not be able to provide the quality
youth soccer program enjoyed by this community. The responses we
recently received to a series of special requests made in order for us
to host the California Youth Soccer Association's State Cup
competition at lolleyman Park and the Cupertino Library soccer field
typify the kind of generous support we have enjoyed for many
years. It seems that in the weeks leading up to the competition we
were continually on the phone asking for this tree to be trimmed,
that set of goals to be put up. and those holes to be filled. I'm sure
that the efforts of many people were involved but some specific ones
that come to mind are those of Don McCarthy and Chris Beth in
making sure that the fields were ready, the cheerful, enthusiastic
responses of Joe Moore and his coworkers in actually getting the
work accomplished, and your continued personal involvement in
providing the services we need. As a result, the State Cup
competition was a tremendous success (incidentally, all four DYSL
teams advanced to the next round) and many people commented on
the beautiful lolleyman facility.
On a related issue, we have been closely following the progress of the
partnership between the City of Cupertino and the Cupertino Union
School District to modify and upgrade the playing fields and sports
facilities at eight school sites in Cupertino. The genuine attention
being paid to the needs and concerns of youth sports organizations is
extremely heartening and we look forward eagerly to the completion
of this project. We realize that your personal contributions to the
process have been enormous and wanted you to know that they are
appreciated.
Again, thank you for all your assistance and please pass on our
thanks to all the other people who have helped make our program a
success.

Discussion and recommendation of plans for renovation and improvement of the Kennedy and
Hyde school grounds.
BACKGROUND
The City of Cupertino and Cupertino Union School District has entered into an agreement for
the improvement of eight school grounds within the City of Cupertino. The firm of Beals
Landscape Architecture has been contracted to prepare the eight master plans and a task force
committee has been designated to coordinate the planning effort. The Task Force Committee is
comprised of the following:

Having received input from the youth sports organizations and school physical education
representatives, and after conducting two neighborhood meetings at each of the school sites, the
task force is recommending the attached renovation plans for Kennedy and Hyde Junior High
School. The purpose of the renovation is to maximize the school grounds to enhance utilization
by the school population as well as serve youth sports needs after school. The improvement and
renovation of eight school grounds is obviously a very ambitious undertaking and we are in the
first phase of that effort by master planning each of the sites. It is expected that the
implementation (construction) of these master plans will occur over the next two to three years.
It is evident at this point in the planning process that sufficient funds may not be available in the
near term to complete the full master plan for all eight sites. Although it is important to
complete the planning phase and do the long range master plan for each of the schools, the
landscape architect is also preparing an implementation plan which phases in the impro%ernents
in order to respond to the budgetary limitations.
Attached for your review is a copy of the following:
1. Kennedy Junior High School long range master plan. (EXHIBIT A)
2. Kennedy Junior High School implementation plan. (EXHIBIT B)
3. Hyde Junior High School long range master plan. (EXHIBIT C)
4. Hyde Junior High School implementation plan. (EXHIBIT D)
A list of imenities that is to be provided at each of the sites is indicated in the right hand column
on each plan. Mr. Jay Beals, Landscape Architect, will be on hand at the Commission meeting,
Thursday night to present the plans.

Discussion and recommendation for a general plan policy statement regarding a gymnasium/pool
facility.
BACKGROUND
As we continue the General Plan review, it occurred to me that the Commission should consider
adding a policy statement relative to the desirability of a City owned gymnasium and pool
facility. As the Commission is aware, there is long term master plan committee working on a
series of recommendations about the ultimate development of the 6.2 acre Sports Center sight
in the Memorial Park complex. Just as the current general plan had a statement expressing the
desirability of acquiring a community center, it would be appropriate for the update to indicate
the desirability of the City acquiring a gymnasium and pool. Certainly, there are a number of
considerations and constraints regarding such an idea; for example funding, location, and scope.
It is certainly the opinion of the Master Plan Committee that a City owned gymnasium/pool
complex is desirable. So the question is, should this general plan revision include a policv
statement expressing that objective.

Consider investigating creation of a Nonprofit Public Benefit Corporation.
BACKGROUND
At the regularly scheduled meeting of April 20, the City Council did adopt the Parks and
Recreation Commission's work plan for '92-'93. One of the items on that work plan is
establishment of commercial sponsorship and nonprofit foundations to support recreation events
and facilities. Commissioner Condon is spear heading this particular item. He has prepared a
brief summary of the goal and benefits of establishing a nonprofit public benefit corporation. His
comments are attached for your review. At this point we are seeking direction from the
Commission to proceed with investigating this concept and possibly preparing a model to bring
back for Commission action. Commission is not at this point, approving the concept, but rather
simply directing that the concept be studied.
STAFF RECOMMENDATION
Parks and Recreation Commission direct that the concept of a nonprofit public benefit
corporation be investigated and reported back to the Commission.

AND RECREATION SERVICES OF THE CITY OF CUPERT I NO
Goal
To accept and solicit funds, material, services from interest groups that may
include Corporations, small business, and individuals.
The donations and grant will be administered and distributed by a non-profit
public benefit corporation ( 501 c ) whos intent is to assist in improving and
promotinq public parks, open space and recreation services in the city of
Cupertino.
A relationship between the non profit corporation and the deptartment and the
deptartment of Park and Recreation should be formally recognized by the City

city with the aid of support services provided by the deptartment( Aggreement for
