BACKGROUND The following statement is offered for your consideration Thursday evening. The City of Cupertino recognizes the public benefit derived from a recreational gymnasium and swimming pool and should such a facility be developed, the City shall pursue all possible partnerships, including school districts, non-profit organizations and the corporate community as a means of funding and operating the facilities. BACKGROUND The City of Cupertino and Cupertino Union School District has entered into an agreement for the improvement of eight school grounds within the City of Cupertino. The firm of Beals Landscape Architecture has been contracted to prepare the eight master plans and a task force committee has been designated to coordinate the planning effort. The Task Force Committee is comprised of the following: Dick Lohmiller Parks and Recreation Commission Steve Dowling Director of Parks and Recreation Bert Viskovich Director of Public Works Don McCarthy Recreation Supervisor Chuck Corr Director of Business Support Services - CUSD O.E. Fullerton Cupertino Union School District Rich Matthews Cupertino Union School District Mark McGee Cupertino National Little League Bob Jackens Youth Sports Soccer Having received input from the youth sports organizations and school physical education representatives, and after conducting two neighborhood meetings at each of the school sites, the task force is recommending the attached renovation plans for Eaton, Lincoln and Regnart schools. The purpose of the renovation is to maximize the school grounds to enhance utilization by the school population as well as serve youth spans needs after school. The improvement and renovation of eight school grounds is obviously a very ambitious undertaking and we are in the tirst phase of that effort by master planning each of the sites. It is expected that the implementation (construction) of these master plans will occur over the next two to three years. It is evident at this point in the planning process that sufficient funds may not be availahle in the near term to complete the full master plan for all eight sites. Although it is important to complete the planning phase and do the long range master plan for each of the schools, the landscape architect is also preparing an implementation plan which phases in the improvements in order to respond to the budgetary limitations. BACKGROUND Currently the Cupertino municipal code specifies that all city parks shall be closed between 10:00 p.m. and 6:00 a.m. Recent park development and acquisition has forced us to evaluate the hours of operation for each of our parks based upon the character and intended uses of those parks. It is no longer appropriate to have one sign in all of the parks posting a 10:00 p.m. to 6:00 a.m. closure. Code Enforcement and Public Works Department have worked with Recreation staff in establishing hours when certain parks should be open to the general public. We have grouped our parks into three categories based upon their facilities. For example, Group A includes the six parks which have no opportunity for night time programs, because they do not have a recreation building or lighted ball fields for use after dark. Group B includes the four parks that have recreation facilities for night time use. Group C allows for building utilization beyond 10:00 p.m. by permit. Staff is recommending the following hours of public access for Cupertino City parks. GROUP A The six (6) City of Cupertino Parks listed below have park hour signs that read: Park Open Daylight flours to One (1) flour After Sunset. 1. Hoover 2. Linda Vista 3. McClellan Ranch 4. Somerset Square 5. Three Oaks 6. Varian R PB The four (4) City of Cupertino Parks listed below shall have park hour signs that read: Park Open Daylight Hours to 10:00 p.m. 1. Jollyman 2. Monta Vista 3. Portal 4. Wilson R P The one (1) City of Cupertino Park listed below shall have park hour signs that read: Park Open Daylight Hours to 10:00 p.m. except by permit. I. Memorial Park STAFF RECOMMENDATION Parks and Recreation Commission recommend to City Council the modified hours of public access to City parks.
