Staff’s responses to questions received from councilmember are shown in italics. Q1: For the bike rack installed in the Memorial Park (and elsewhere), I have heard that there have been reports of children climbing on the bike rack, thinking that it is a play structure. I heard that even after the sharp edges were smoothed, a child got stuck and could not get out when they climbed on that. Could you please clarify the incidents encountered so far if any? Have there been any safety evaluation for those bike racks installed, in case children do treat it as play structure and climb on them? Are the ground where the bike racks were installed concrete or anyway been treated for safety in case of children falling from the racks? Staff response: The rack is not considered play equipment, and the City intends to install a sign indicating that the rack should not be climbed on. The area around the rack has been treated with bark, which does not create a hazardous situation around the bike rack. Q2: In the supplemental 1 report of Item 17 for the Blackberry Farm Golf Course, it refers to a description of a "completed" project "Blackberry Farm Golf Course Feasibility Study", which was already completed by the City Council back in 2022. Here is the Council minutes: The last paragraph of the summary included the direction from the July 17, 2022 Council Meeting: "At the October 17th City Council meeting, the Council directed staff to proceed with minimal repairs to maintain the BBF Golf Course (Option 1). Staff will pursue: a) An updated scope, schedule of work, and cost estimate relating to Option 1 (minimal repairs to the golf course); b) Evaluate operational and fee rate changes that may improve revenue generation and cost recovery; c) Investigate golf course and facility improvements that may increase revenue, further reduce water use, and to for opportunities to increase natural habitat areas where feasible; and d) Explore the potential of leasing the golf course to an outside vendor to further reduce expenditures and increase City revenues." The final report for the completed project "Blackberry Farm Golf Course Feasibility Study" can be found at: https://engagecupertino.org/bbfgolfcourse As a result, two CIP projects to implement the Council direction with Option 1 "minimal repairs" were added to the FY2024-25 CIP book under "FY26-29 Proposed Projects – 5- year Plan": "Blackberry Farms Golf Course Improvements" and "Blackberry Farms Golf Course: Pond Area Improvements". Please clarify what Item 17 is referring to exactly? Staff response: Additional details regarding Item 17 were included in a supplemental report that was published on November 17, which included the following: Discuss the future of Blackberry Farm Golf Course - From CIP Budget Book FY 2024-25: "The current facility that was constructed in the 1960’s is functionally outdated and lacks many of the amenities that are found at successful golf course operations. The 1960’s irrigation system is failing due to age, which results in an excessive use of water and labor to maintain the system. The increasing retail cost of water exacerbates the operational inefficiency. The facilities lack a driving range, and instructional areas limit their potential to attract new users. The existing restaurant needs full renovation in order to attract banquets, weddings, and other non-golf-related events. This study would build on the December 2015 report and recommendations made by the National Golf Foundation, Inc. The outcome of the study will help determine the level of investment required in the facility. Study and public outreach are complete. Staff will present to City Council for direction." When will this matter come before Council? Q3: Item 18 in the TBD list appears to be questions that the staff could have answered without putting on the agenda: "Discuss the future of Blackberry Farm Swimming Pool - Improvements to the two pools at BB Farm needed. Bid and permit processes were underway. Has construction been completed?" I am curious whether the questions have been sent to the city staff and somehow the information requested would require significant staff time, which is why this item is put on the TBD list? Staff response: Staff solicited items from Council that they wished to add to the TBD list in preparation for this meeting. This item was added at the request of Councilmember Mohan, seconded by Councilmember Fruen. At this meeting, Council can decide whether or not this item should stay on the TBD list going forward. It should be noted that the Capital Improvement Project title “Blackberry Farm Pool Improvements” was completed in 2024 which included replastering the pool, replacing the pool coping, updating various pool amenities (including the stairs into the pool and adding lane lines), ADA upgrades,, as well as improvements to the shower rooms. Q4: Item 17 "Discuss the future of Blackberry Farm Golf Course" appears to be asking for the status of a project already completed in 2022 by placing it on the Council agenda. The Council has given direction in 2022 after considering the feasibility study and cost estimates. It seems any questions about a completed project could have been answered by the city staff through email without requiring significant staff time and without putting it on the Council agenda. Thus, it is confusing on why this item would need to be added to the TBD list and why the staff recommends that the Council hear this item again in 2025? Staff response: Staff solicited items from Council that they wished to add to the TBD list in preparation for this meeting. This item was added at the request of Councilmember Mohan, seconded by Councilmember Fruen. Further details on item 17 were provided as part of a desk item, which can be viewed under Question Two. It should be noted that the Capital Improvement Project title “Blackberry Golf Course Renovations” study was accepted by City Council in October 2023. City Council provided direction to staff to proceed with the “minimal repairs” option contained in the report.
