RECOMMENDING MODIFICATION OF CONDITIONS OF APPROVAL
FOR LOT 14 OF TRACT 5990 (8 -TM -76) RELATED TO PRIVATE
ROADWAY ACCESS AND DEFINITION OF BUILDING ENVELOPE

Approval is recommended subject to the findings as set forth on
Page 1 and subconclusions F €si ons as set forth in the minutes of the
Planning Commission meeting of November 14, 1983=
CONDITIONS OF APPROVAL:
1-14. Standard Conditions to the extent that they do not
conflict with the special conditions enumerated herein=
In the event a conflict does exist, the special conditions
enumerated herein shall apply
15 That the approval is based upon Exhibit A 1st Revision of
Application 17 -TM -83 as may be modified by additional
conditions contained herein
16= Private roadway access for said Lot 14 may be configured
as illustrated on Exhibit A 1st Revision of this
application and may supercede the requirements of
Condition 16 of Planning Commission Resolution No. 2080=
Implementation of said modified access shall be subject to
approval by a Soils Engineer and shall conform to all
specifications prescribed by the Director of Public Works.
17. Placement of on -site structures and driveways shall
conform substantially to the configuration outlined on
Exhibit A 1st Revision of this application, Grading for
all site improvements shall be regulated by technical
provisions of the Grading Ordinance and by those
recommendations contained in a written, design -specific
geotechnical investigation which shall be prepared prior
to building permit approval
18. The following aesthetic controls; in concert with the
General Performance Guidelines specified in Section 8 of
the RHS Zoning Ordinance shall pertain to the subject

a, In general, grading shall be geographically limited
to include a reasonable flat area for residential
structure(s) 4 driveway and emergency vehicular
circulation space and a limited area to accommodate
private recreation facilities such as a pool.

b . Cut and ?ill slopes shall be contoured into the
natural terrain through slope rounding. Fill slopes
shall be kept to an absolute minimum_
C. The building permit applicant shall retain a
registered Landscape Architect to review gradirg
plans and submit a plan to plant slopes to prevent
erosion and to visual 1 y screen grading impacts. The
landscape plan shall also partially screen the north,
West, and east facing building elevations . The
intent of the screening is to soften the building
mass. The screening is not intended to completely
hide the building and, therefore, eliminate the
applicant's view. The material should be indigenous
and shall be in conformance with provisions of the
Uniform Fire Code.
The applicant may appeal the Director of Planning and
Development's decision regarding the above design
standards as provided by Section 20 of the RHS Ordinance.

Subdivision Ordinance, an appropriate Deed Restriction and
Covenant Running With The Land, suoject to revision and
approval by the City Attorney, shall be recorded for the
purpose of implementing a common private driveway between
Lots 14 and 17 and possibly Lot 15. Said Deed Restriction
shall provide for the necessary reciprocal ingress/egress
easements to and from the affected parcels, and shall
define common maintenance responsibilities for all parcels
sharing said common private driveway.
