The Planning Commission is concerned about the use of reflective glass in the proposed building. Reflective glass results in a building which appears cold and impersonal which is inconsistent with the General Plan objective of encouraging public activities in the Town Center Planning Area. The Planning Commission determined that overhangs and other design techniques cannot only be used to control solar exposure but can also add greater interest to otherwise massive facades.
