HomeMy WebLinkAboutBPC 11-19-2025 PresentationsBPC 11-19-2025 Item No.2 Powers and Functions Presentations Bicycle Pedestrian Commission David Stillman City of Cupertino Transportation Manager BPC Powers and Functions November 19, 2025 Powers and Functions BPC Motion 3-22-2022 CMC 2.92.080 The powers and functions of the Bicycle Pedestrian Commission shall be to review, monitor and suggest recommendations for City transportation matters including, but not limited to, bicycle and pedestrian traffic, parking, education and recreation within Cupertino. To fulfill their mission, the Commission may involve itself in the following activities: •To monitor and update the bicycle transportation plan and pedestrian transportation guidelines; •To suggest recommendations, review and monitor the City’s general plan transportation element; •To receive public input pertaining to bicycle and pedestrian transportation and infrastructure issues; •To make recommendations regarding the implementation of roadway and transportation improvements as it pertains to bicycle and pedestrian needs; •To make recommendations regarding the allocation of funds for capital expenditures relating to bicycle and pedestrian transportation; •Any other activity that may be deemed appropriate and necessary. City Council Motion 9-16-2025 Projects to be brought to the BPC include: •Bicycle or pedestrian projects which involve a permanent change to vertical elements within the street between existing curbs •Projects with community outreach •Bicycle or pedestrian projects which are heard as a Council discussion item, except items requested by Council to be heard directly •Staff recommendations for active traffic control devices (such as, stop signs, traffic signals, crossing guards) •Council requests for Bicycle and Pedestrian Commission recommendations •Major development projects, on-site and off-site (if more detailed, or if it differs from the Bike Plan) •All items falling within the Bicycle Pedestrian Commission’s Mission Statement, per the Municipal Code Policy Development City Council Motion includes (non-relevant portions omitted): •No change to 2.92 (Bike Ped Commission name or its Powers and Functions) •…ensure the Commission carries out its responsibilities under Section 2.92.080(B), which include reviewing, making recommendations, and monitoring the City’s General Plan Transportation Element. •…develop additional policy on increased transparency around a specific class of projects. Staff has developed DRAFT policy document to address CC direction for increased transparency •Describes circumstances under which projects are brought to Council for review/direction •Does not conflict with 3-22-22 BPC motion •Provides for joint BPC/PC meeting under some circumstances Policy Development Thank you
