OPTIONS TO PARTICIPATE AND COMMENT:
Members of the public wishing to address the Public Safety Commission may do so in the
following ways:
1) Appear in person at Quinlan Community Center, Conference Room, 10185 N. Stelling
Road:
A.During “Oral Communications”, the public may comment on matters not on the agenda,
and for agendized matters, the public may comment during the public comment period for
each agendized item.
B.Speakers are requested to complete a Speaker Card. While completion of Speaker Cards
is voluntary and not required to attend the meeting or provide comments, it is helpful for
the purposes of ensuring that all speakers are called upon.
C.Speakers must wait to be called and may begin speaking when recognized by the Chair.
D.Speakers are limited to three (3) minutes each. However, the Chair may reduce the
speaking time depending on the number of people who wish to speak on an item. A
speaker representing a group of 2 to 5 or more people who are present may have up to 2
minutes per group member, up to 10 minutes maximum.
E.Please note that due to cyber security concerns, speakers are not allowed to connect any

personal devices to any City equipment. However, speakers that wish to share a document

PUBLIC SAFETY COMMISSION
Thursday, September 11, 2025
At 6:02 p.m. Chair Nirmalendu Das called the Regular Public Safety Commission meeting to
order at the Quinlan Conference Room, 10185 North Stelling Road and via Teleconference.
ROLL CALL
Present: Chair Nirmalendu Das, Vice Chair Sidharth Rajaram (arrived at the meeting at 6:13 p.m.),
and Commissioners Sashikala Begur, Gregory Klein and Ravi Kiran Singh Sapaharam (arrived at
the meeting at 6:08 p.m.). Absent: None.
APPROVAL OF MINUTES
1. Subject: July 10, 2025 Public Safety Commission Meeting Minutes
Recommended Action: Review and approve the July 10, 2025 Public Safety
Commission meeting minutes
MOTION: Begur moved and Das seconded to approve the July 10, 2025 Public Safety
Commission Meeting Minutes. The motion passed with the following vote: Ayes: Das,
Begur, Klein. Noes: None. Abstain: None. Absent: Rajaram, Sapaharam.
POSTPONEMENTS –
Commissioner Klein introduced himself.
Block Leader Coordinator Marta Drown introduced Administrative Assistant Lindsay Nelson.
Block Leader Coordinator Marta Drown announced new Commissioner nametags.
Administrative Assistant Lindsay Nelson announced that meetings would now be held in a hybrid
format.
Block Leader Coordinator Marta Drown noted that “Staff and Commission Reports” was not
included on the agenda and recommended that the Commission add it.
MOTION: Begur moved and Klein seconded to add “Staff and Commission Reports” to the agenda.
The motion passed with the following vote: Ayes: Das, Begur, Klein. Noes: None. Abstain: None.

Frank Yang discussed the traffic on Steven’s Creek Blvd, and wants the city to build a bridge to
link the north and the south sides of Steven’s Creek Blvd.

2. Subject: Presentation on Alert and Warning and AlertSCC
Recommended Action: Receive the presentation from the County representative
Senior Public Information and Communications Officer from Santa Clara County Charles
Harris gave a presentation.
Commissioners asked questions.
Chair Das opened the public comment period, and seeing no one, closed the public
comment period.
Commissioners received the presentation.
REPORTS/UPDATES
3. Subject: Monthly Update Reports
Recommended Action: Receive Monthly Update Reports from: - Santa Clara County Fire
District - Santa Clara County Sheriff's Office
Captain Neil Valenzuela and Detective Chad Biscadi from Santa Clara County Sheriff’s
Office gave a presentation.
Commissioners asked questions.
Chair Das opened the public comment period, and seeing no one, closed the public
comment period.
Santa Clara County Fire Chief Hector Estrada gave a presentation.

MOTION: Commissioner Sapaharam moved to explore or study the effectiveness of
implementing a citywide silent warning system.
The Commission did not vote on this motion.
Chair Das opened the public comment period, and seeing no one, closed the public
comment period.
Commissioners received the presentation.
STAFF AND COMMISSION REPORTS
Commissioners discussed reaching out to the Block Leader program individually as residents,
noting that official communications must go through the Communications Department. They
mentioned the next Block Leader meeting on October 22nd and considered developing an
outreach plan to share information and promote law enforcement careers. Chair Das will send
recommendations to Marta Drown, and Commissioners will share suggestions for the upcoming
Mayor’s meeting, including ideas for expanding recruitment in schools and universities.

Subject: Public Safety Report for September 2025
To Whom It May Concern:
Santa Clara County Fire Department’s September 2025 report for the City of Cupertino
is enclosed.
Significant Events (Last Month): C252450061 Vehicle Fire: This was a full first
structure response that turned out to be three vehicles on fire. No vegetation or
structures were threatened, and units were assigned to ensure there were no
further exposures. No firefighters or civilians were injured.
The reports include the following charts / graphs:
1. Number of Incidents Year to Date: This bar graph represents the total YTD incident
count for the current year (red) and for the past five years (gray) within the
jurisdiction served.
2. Number of Incidents by Month: This line chart represents the total incident count
by month, covering the last 36-months.
3. Number of Incidents by Hour of Day: This bar graph represents how the last 36-
months of incidents were distributed by hour of day.
4. Number of Incidents by Type: This table provides the volume and percentage of
incidents by category. This pie chart provides a breakdown of the number of
incidents by category based on reporting party information, and the corresponding
Emergency Fire/Medical Dispatch (EFD/EMD) protocol.
5. Performance benchmarks for fire apparatus responding to FIRE and EMS
emergencies (measured for first arriving apparatus) within the jurisdiction served:
a. Call processing – Measures the time from initiation of a 911 call to a
dispatcher completing all caller questioning. It’s important to note,
resources will be dispatched as soon as the dispatcher has sufficient
information even though the call processing will continue as part of the EMD
process.

b. Turnout – Measures the time from when a fire station receives an alert to
“wheels turning.”
c. Total reflex – Measures the time from initiation of a 911 call to the first fire
apparatus arriving on scene.
d. Total reflex urban – Measures the time from initiation of a 911 call to the
first fire apparatus arriving on scene in areas with a population density
exceeding 1,000 people per square mile.
e. Total reflex rural - Measures the time from initiation of a 911 call to the first
fire apparatus arriving on scene in areas with a population density less than
1,000 people per square mile.
6. Incidents by unit / average response time: This bar graph displays the number of
incidents a fire apparatus (top five) responded to within the jurisdiction served
along with the average response time for those units.
7. Community Education and Risk Reduction Activities: This table shows the total
number of attendees, programs, and staff hours at educational events for the
month.
