OPTIONS TO PARTICIPATE AND COMMENT: Members of the public wishing to address the Arts and CultureCommission may do so in the following ways: 1) Appear in person at Quinlan Community Center, Conference Room, 10185 N. Stelling Road: A. During “Oral Communications”, the public may comment on matters not on the agenda, and for agendized matters, the public may comment during the public comment period for each agendized item. B. Speakers are requested to complete a Speaker Card. While completion of Speaker Cards is voluntary and not required to attend the meeting or provide comments, it is helpful for the purposes of ensuring that all speakers are called upon . C. Speakers must wait to be called and may begin speaking when recognized by the Chair . D. Speakers are limited to three (3) minutes each. However, the Chair may reduce the speaking time depending on the number of people who wish to speak on an item . A speaker representing a group of 2 to 5 or more people who are present may have up to 2 minutes per group member, up to 10 minutes maximum. E. However, speakers that wish to share a document (e.g. presentations, photographs or other documents) during oral comments may do so by : a. ROLL CALL Present: Chair Kiran Rohra, Vice Chair David Wang, and Commissioners Susan Chen, Gurmeet S. Lamba, and Archana Panda. Absent: None. APPROVAL OF MINUTES 1. Subject: Approval of the July 28, 2025 Arts and Culture Commission Minutes Recommended Action: Approve the July 28, 2025 Arts and Culture Commission Minutes. Chair Rohra opened public comment, and seeing no one, closed the public comment period. MOTION: Panda moved and Lamba seconded to approve the July 28, 2025 Arts and Culture Commission Minutes. The motion carried with the following vote: Ayes: Rohra, Wang, Chen, Lamba, Panda. Noes: None. Abstain: None. Absent: None. 2. Subject: Approval of the August 30, 2025 Arts and Culture Commission Minutes. Recommended Action: Approve the August 30, 2025 Arts and Culture Commission Minutes Chair Rohra made a correction to the minutes. MOTION: Lamba moved and Panda seconded to approve the amended August 30, 2025 Arts and Culture Commission Minutes. The motion carried with the following vote: Ayes: Rohra, Wang, Lamba, Panda. Noes: None. Abstain: Chen. Absent: None. POSTPONEMENTS – None ORAL COMMUNICATIONS – None OLD BUSINESS – None NEW BUSINESS 6 Arts and Culture Commission September 22, 2025 3. Subject: Study session to discuss the formation of subcommittees within the Arts and Culture Commission, as well as debrief of site visit to the Palo Alto Art Center on August 30, 2025. Recommended Action: Chair facilitates discussion and Commission to provide feedback. Commissioners gave feedback on the tour. Senior Planner Gian Martire introduced the subcommittee item. Commissioners asked questions and made comments. Chair Rohra opened public comment period and seeing no one, closed the public comment period. MOTION: Panda moved and Lamba seconded to form three subcommittees: • The first subcommittee will brainstorm usage of future art in lieu money and be comprised of Commissioner Lamba and Vice Chair Wang • The second subcommittee will take an inventory of assets, within the City of Cupertino, representing both physical, organizational, and programs related to arts and culture, and be comprised of Commissioner Lamba and Vice Chair Wang. • The third subcommittee will explore Arts and Culture Commission event immersion and be comprised of Commissioner Panda and Chair Rohra. The motion carried with the following vote: Ayes: Lamba, Panda, Wang, Chen, Rohra. Noes: None. Abstain: None. Absent: None. STAFF AND COMMISSION REPORTS – Senior Planner Gian Martire stated that a Planning Commission hearing is scheduled for tomorrow evening. Chair Rohra will attend to answer any questions, and the Commission’s recommendation will be forwarded directly to the City Council. He also mentioned Commissioner Bootcamp. Commissioners discussed the upcoming artist awards. Chair Rohra reported on the Mayor’s bi-monthly meeting with Commission chairs. Chair Rohra also noted that the Artist Awards are in progress and provided an update on the Crest Awards. Senior Planner Martire discussed the Commissioners holiday dinner on October 29, at Quinlan, reminding Commissioners to register via the e-mail that they received. 7 Arts and Culture Commission September 22, 2025 Commissioner Chen noted that the Cupertino Art Show is seeking a location for their upcoming art show. Chair Rohra requested Commissioners notify of absences in advance of future meetings. FUTURE AGENDA SETTING – Commissioner Chen will present information on the Cupertino Art Show, followed by Commission discussion on potential participation and contributions. Prior winners of the Distinguished Artist Award have taught art classes, participated in shows or performances, and won awards for their work. Applicants for the Distinguished Artist Award will be evaluated on their use of media, tools, design and composition of their submitted portfolio. The Commission will be looking to see if the artist has demonstrated a high level of skill and ability in the selected techniques for the pieces chosen for their submitted portfolio. Creativity and originality will also be observed and evaluated, including connection to the award program theme. All applicants must include a written personal statement that includes goals, education, training, volunteerism, community involvement and any achievements or awards. Applicants can participate in any of the following artistic categories: Visual Arts, Performing Arts, Literary Arts, or Digital Arts. There is a cash award of $1000 for the Distinguished Artist platinum winner (1st place). To receive funds, a completed W-9 will be requested. How to Apply • Who may apply: Artists must live in Cupertino or attend high school, college, or art school physically located within Cupertino. • Deadline: Applications must be submitted by Wednesday, October 1 at 4:30 p.m. • Complete Online Application HERE Online Application Requirements 1. Performing artists’ may submit no more than five minutes worth of performances, film entries may submit no more than five minutes worth of film, and literary artists’ may submit no more than a total of five pages. Artificial Intelligence (AI) generated art is strictly prohibited. Original artwork may be requested at a later date for public display. Submitting pieces from a previous Artist Awards submission is highly discouraged. 5. Resume and exhibition record (if any and maximum 2 pages) Winners who receive cash awards must: • Be willing to work with the Arts and Culture Commission to promote the arts in the community through participation in one or more events designed for that purpose. • Acknowledge the recognition of the City of Cupertino on any printed advertising, programs or brochures they produce related to the award. This award recognizes younger artists as well as those rediscovering their love of artistic expression later in life. Please email artistawards@cupertino.gov 13 Young Artist Award Description Each year the Commission presents awards to deserving young artists in recognition of local achievements in the visual arts in the following age groups: Group A: 6-10 years old Group B: 11-14 years old Awards: Three awards (Platinum, Gold, and Silver) are given to each age group. Additionally, a cash prize of $150 is awarded to the Platinum winner. Rules: • All applicants must live in Cupertino or attend an educational institution or art school physically located within Cupertino. Only one entry per artist will be allowed. • Artwork must be completed by the young artists only – parents and teachers cannot assist or participate in the production of the art. • Artwork that does not fit the contest theme and/or does not contest parameters will not be considered. • Artists may use a medium of their choice including digitally created still art. Artificial Intelligence (AI) generated art is strictly prohibited. Original artwork may be requested at a later date for public display. • Artwork and completed application must be submitted by Wednesday, October 1 at 4:30 p.m. Evaluation Criteria: The primary criteria for both age groups will be how effectively and/or creatively the applicant has communicated the contest theme. How well has the artist conveyed the contest theme? - Does the personal statement include goals, education, training, volunteerism, community involvement, and/or achievements and awards? 15 Design and Composition Observe the totality of the artists portfolio. Consider if the following elements and principles are evident in their work. Note that not all the principles will apply to every medium. Principles Unity: Do the parts work as a whole? Consider the marks, shapes, colors, values, and textures. Balance: Is there an equal distribution of visual weight? Has symmetrical or asymmetrical balance been created in the shapes, colors, textures, and values? Rhythm/Movement: Is there fluidity of form in three-dimensional works? Are there shapes or directional lines to connect pieces within two-dimensional works? Does your eye travel around the entire picture plane? Emphasis: Is there a defined focal point or center of interest? Contrast: Is there a variety of values, shapes, colors, lines and textures? Elements Line: Is there variety of line? Have lines been used to create texture, perspective, or movement? Shape: Is there variety of shape? Are the shapes used been successfully created and used in the work? Space: Has the illusion of foreground, middle ground, and background shape been successfully created? Form: Has the illusion of depth been successfully created in two-dimensional works? Have appropriate figures been used to represent the ideas within three-dimensional works? Color: Is there a variety of color? Have colors been used to create space or emotion? Value: Is there a defined light source? Have highlights, shadows, and cast shadows been included in the art? Texture: Are there visual or tactile surface characteristics in the work?
