," MINUTES -OF THE JANUARY 2, 1979, CITY COUNCIL MEETING
29, Appointment of Treasurer and Deputy Treasurer,
It was moved by Counc, O'Keefe, seconded by Counc. Sparks and passed unan-
imously to adopt recommendations 1, 2, 3, 5 and 6 of Director of Administra
tive Services Ryder's memorandum dated December 29, 1978, as follow:
1. Appoint Blaine Snyder as Treasurer. He is to be named Acting Director
of Finance and currently is Deputy Treasurer.
2. Have all Gity warrants, with two exceptions, be signed by the Mayor
in addition to the Treasurer's signature. Warrants are processed on
a weekly cycle with payroll on a bi-week1y basis,
3, The two exceptions are related to placing in the City Manager's
custody a facsimile signature stamp for the Mayor and to authorize
him to use that for the timely conclusion of investment transactions
and for emergency purposes when the Mayor would not be immediately

he name and signature of the Mayor Pro-Tem on the signature
~o serve as an alternate for the Mayor's signature. A warrant
aecome valid with either the Mayor or Mayor Pro-Tem's signature
with the signature of the Treasurer or Deputy Treasurer,
6. Continue the same procedure as now to require monthly reporting to
the City Council by the Treasurer of all investment transactions and
balances as well as the ratification of all disbursements in resolu-
tion form,
Blaine Snyder was appointed City Treasurer effective upon completion of
signature cards and his swearing in. The appointment of Deputy Treasurer
will be scheduled for the January 15, 1979 meeting.

It was moved by Counc. Meyers, seconded by Counc. O'Keefe and passed unan-
imously to read Ordinance No. 914 by title only and the Mayor's reading
to constitute the first reading.
