Dear Mr. Ryder:
It is our understanding, the City is considering a contract with the State
Employees' Retirement System for coverage under the Retirement System.
As you know, the City has an agreement with the State for coverage under
the Social Security program. under the contract, the following optional
exclusions have been requested:
All services in any class or classes of elective legislative,
elective executive, and ele-r_tive judicial positions;
All services in any class or classes of part-time legal positions
(312 hours in each year') .
Positions of the City falling within the classes indicated above are excluded
under the City's Social Security agreement as it presently stands. If the
City contracts with the System for coverage under the State Employees'
Retirement System and at a later date wishes to extend Social Security coverage
to cer ,ain classes of positions that are currently excluded from Social Security,
the procedures will be more complicated than the initial coverages proceduresi.
The procedures extending Social Security coverage to positions covered under
the Retirement System require approximately five months to complete.
We suggest the City at this time consider whether or not it wishes to extend
Social Security coverage to any of the classes of positions that are currently
excluded under the City's Social Security agreement. If the City does intend
to cover any of these positions under Social Security, it would be well to
complete such action before covering the positions under the Retirement System.
The Social Security coverage procedures are far more simple uhen the position
is not covered under the Retirement System. If the ^ity does not anticipate
coverage of the above excluded positions under the ,> al Security program, no
action is required by the City for Social Security purposes at this time.

Who May Retire
The earliest retirement are is 55. the normal retirement age is 60; and the-com-
pulsory retirement age is 70. An emlcyee may retire any time between these ages,
55- and 70, provided he has either 500 of accu.-mulat.d contributions, or 20 years
of service. Ccmpulsory retirement occurs at age 70 regardless of length of service
or amount (-,f contributions.
Service Retirement Benefits
The life i:-:come payable to each retiring employee is determined by his age at
retirement, his years of credited service, and his "final ccmpensation".
"Finn'._ co,-.pen;:tion" is average monthly salary (excluding overtime) during the
thirty-six c:nsecutive highest paid 'months.

The term "unmo::ifi ed allowance" refers to the montr.l-,- life income benefit which
is calculated under the formula., As ,rill be seer. on pages 4 through 7, a retir-

ance in order to increase the benefit which will. be ;paid '.0 his beneficiary upon

income for an annuity certain which will last until you reach age 62, the age your Social
Security benefits first become available. This annuity will be calc•ilated sr, as to provide
a monthly amount approximately equal to the Social Security benefit you can oxpect to re-
ceive at age 62. You can exchange up to one-third of your SEP.S allowance for this purpose.
Table B shows how much life income rust be "exchanged" for each $10.00 unit of this annuity.
The example case must give up B2.25 from his unmodified allowance for each •310.00 of

IDIMILITY RL'TIREXEliT
An employee becoming disabled to the extent that he is incapable of performing
his duties shall be eligible for disability retirement provided he has at least
$500 of accumula-,ed contributions or at least 10 years of service.
The disability retirement benefit is a monthly allowance payable for life
(or -anti! recovery) based on final compensation and the number of years of service
rendered prior t:, becoming disabled. Persons with from 10 to 22 years of service
would receive one-third of their final compensation. Persons with more than 22
years of service would receive more than one-th .rd of their final compensation,
the actual A u:.t being 1.50j of final compensation for each year of service.
Persons with less than ?_G years of service would receive less than one-third %f
their final comte:_sation, the actual amount being 1.50% of final compensation for
each year of ser-iice. Urder nv circumstance, however, may the disability retire-
ment allowance eXr:eed the 'u.-=odified allowance that wo,_ d be payable if
the eE21oyee were to continue in employment and retire at age c0.
The above anountL refer to the unmodified allowance. A person retiring
for disability :.as the same right to select an optional allowance as is the case
with service retirement. 'When a person retiring for disability selects an optional
form of retirement, however, the reduction in his allowance from the unmodified
allowance yriL different than for Service retirement. Persons anticipating
retiring for disability may request a quotation from SERS as to the amounts payable

Basic Death Benefit
The basic death benefit is a refund of the member's accumulated con-
tributions (i zl"ading interest) plus an additional benefit equal to six months'
salary where nas been a member for six years or more. (Service before con-

member for less than_ six years, t..7e additional benefit is one month's salary
for each year of riiembershir.
