Chapter 19.128 allows for issuance of a temporary use permit. The birector reports
his decision to the City Council and Planning Commission in time to allow any
Councilmember or Planning Commisioner to appeal any decision.

Issuance for a temporary use permit beginning April 18, 1994 to extend the hours of the Great Success
School.
Description
The owners of the Great Success School would like to extend their hours of operation from 8:00 a.m. to
8:00 p.m. during the months o(June, July and August, 1994.
Action
Approve the temporary use for extension of hours of operation, with the following condition of approval:
any future requests for extension of hours would need a modification use permit 29-U-85.

Dear Ms. Wordell,
Per use permit 29-U-85 (encl. I) plus Ms. Michelle 13jurman's letter of March 25, 1994
(encl.. 2) our hours are 12:30 PM to 8:00 PM. With this letter I'm respectfully requesting
you to amend our hours to: 8:00 AM to 8:00 PM for the summer months of June, July and
August, 1994.
The site map (encl. 3) shows that we are distant from any residence that could be
disturbed by noise. We've never exceeded about thirty cl»Idren on site, many of whom are
siblings, so that traffic along Miller Avenue would be not be affected. Fremont Older Day
School, separated from us by a thin fence, operates all day all summer.
• The combined occupancy schedule (encl. 4) shows that we are virtually the sole site
occupant, with very little overlap with the other occupants.
All the other conditions of 29-U-85 are and will be the same.
Many parents of course work all day; they know from experience that we don't merely
'warehouse' kids: each and every one of them is laugllt by credentialed teachers, assisted
by college graduate aides. During summer the kids are not in public school; these parents
would very much like us be able to take care of them either all day, or at least during more
flexible hours. I've also enclosed a tentative schedule for the summer (encl. 5.)
With these things in mind, including the seriousness of our request to us, I hope you'll find
a way to help us by extending these hours. Thank you very much for the work this entails.

application for a Use Permit, as described on Page 2 of this Resolution;

d) That this type of a use is needed in a community of varied
cultural makeup.

other evidence submitted in this matter, the application for Use Permit is
hereby reoamrnsxled for approval, subject to the conditions which are

in 1979. In 1985, the church received Use Permit approval for the
existi.g lurch buildings and uses (churdi services & bible study),
arrl to locate a parsonage on the church property.
Zhe applicants request is to ooc~~y the seoonrl floor of Building No. 2
(approximately 3,200 sq. ft.), far the purpose of oorductirry
supplementary instruction in fl-iglish, Language Arts, Math and other
wr-e subjects. Zhis instruction will ooczrr Monlay thrv Saturday, by
ten crederrtialed teachers and two ooimselor-managers. 7tiere will be
only one manager and five teachers present at any one time. Zhe
students will be elementary, junior high, and high school students. A
maximnn of 30 students will be on-site at one time.
V. DISCUSSION
A. Par>ki Zhe City must consider all approved and proposed uses on the
site and calculate the required number of parking. As outlined in the
Project Data section, a deficit of 14 spaces will exist, however, the
varied hours of all on-site operations will result in adequate parking
far all uses at any one time (F~ibit C).
