The Director reports his decision to the City Council and Planning Commission in time to allow any Councilmember or Planning Commissioner to appeal the decision within fourteen calendar days. Application 4-U-76 (Mod.), Cupertino Loc-n-Stor, 10655 Mary Avenue. To expand by 272 sq. ft. an existing living unit in a locked storage complex. Description • This facility has an existing living unit of approximately 936 square feet, consisting of a living room azea, dining room (kitchen), bedroom and bath. The remainder of the property is a locked storage area. The applicant proposes to convert storage space to an expanded bathroom and an additional bedroom, which adds 272 sq. ft. to the living area. Regarding the application history of this project, when the application was approved in 1976, condition 20 states: "that the use permit is granted for utilization of the subject site for storage purposes only with tl:e exception of the administrative office and that no work shall be performed on fire site such as motor vehicles washing and repair, boat repair or construction. " However, in 1977, building records show a certificate of final occupancy, signed by the planning director, for a living quarter and storage. In 1989 a building pemmt was issued to convert storage use to office use. Staff believes, and is advised by the City Attorney, that the existing living unit is considered approved by virtue of the building permit, conditions of approval to the contrary. Therefore, the issue is whether an expansion of the living area should be granted. A site visit by staff confirms that the residential environmental at this site is quite positive. There is a small outside azea to the rear of the unit, which is adjacent to the City's service yard. There is virtually no noise from I-280, which is nearby. The unit itself is well-designed and equipped. There is one m;u6ed parking space by the unit, and there is room for another, which will be needed and required by a condition of approval. The new bedroom azea proposes one window at the rear. Since the remaining • three walls are inner walls, the room could be somewhat dark. A condition of approval requires a skylight at the north end of the room. The Director of Community Development approves the expansion, as shown in Sheet 1 dated 8/12/96. An additional marked parking space shall be located in the immediate area of the living unit. 2.} At least one skylight shall be located ~Iat the north end of the new space. Dear Ms. Wordell: Pursuant to our conversations, this letter is to explain why we need to expand the resident manager's apartment. Security is an integral part of the self service storage business therefore it is a job requirement that managers Gve on the premises. Virtually all of the storage facilities in our azea have resident managers. It would be considered "rare" not to have a resident manager in this industry. • Today, self service storage is a much more sophisticated business than it was twenty years ago. When the industry was relatively new, the labor force was older or retired couples without families at home. The job skill requirements then were not the advanced business/technical skills used today. Today, our labor force is younger persons who must use new technology to run the business; specialized computer softwaze programs, computerized gates/security systems, faxes, etc. 'This labor force is young families who need more space than what we can presently provide them with. The apartment at this facility is very small. On more than one occasion, we have made offers of employment to prospective managers and were turned down because the living space was inadequate for their needs. We want to be able to attract and retain qualiSed managers to run our business. Our request to add 272 square feet to the living space equates to about 220 square feet for closets/additional living space and to enlazgelupgrade the existing bathroom. The remaining space of about 52 square feet will house the HVAC which is not a change from what it has been. We do not feel our request is unreasonable or not in keeping with the azea we serve. Cupertino Loc-N-Stor provides a service to the community and pays handsomely in taxes to support City services. Please notify me of your meeting date.
