Minor Modification of 25-U-90 to allow installation of a wireless macro
cell communication facility.
Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of minor
changes to a project. The Director reports his decision to the City Council and Planning Com-
mission in time to allow any Councilmember or Planning Commissioner to appeal the decision
with fourteen calendar days.
Application:
Minor Modification of 25-U-90 to allow the installation of a macro cell cellular communications
facility on the Pacific Gas and Electric property at 10900 Blaney Avenue.
Description:
The applicant, Cellular One has proposed the installation of a wireless macro cell communica-
tions facility consisting of three panel antennas attached to an existing 76.5' tubular steel pole
and one radio equipment shelter located approximately 60' north of the existing tower (Exhibit
A). As required by the ordinance, a master plan is provided by the applicant depicting future mi-
cro and macro cell sites within the City boundaries (Exhibit B). The antennas will be minimally
visible for motorists on Highway 280 or Blaney Avenue because they are approximately the
same width and color as the diameter and color of the pole (Exhibit C).
The radio equipment shelter will be unmanned except for routine equipment maintenance and
monitoring once per month, therefore no paving or parking impacts will be created by the con-
struction of the shelter. The radio equipment shekter is proposed to be finished in a pebble ag-
gregate (Exhibit A). Given the size, color, and location of the shelter, the visual impact is con-
sidered minor by staff. However, the shelter will be plainly visible to motorists heading north
bound on Highway 280. In order to more adequately screen this view, staff is recommending
landscape improvements along 280 to fill in areas which have died (Exhibit A). The improve-
ments would include the installation of three 15 gallon size trees and irrigation.
Action:
The Director of Community Development deems the modification minor on the condition that
three 15 gallon trees and irrigation be installed. The fourteen calendar day appeal period will
expire on November 19, 1997.
