Subj: Minor Modification of 23-U-79 to allow a wireless communication paging
facility consisting of three omnidirectional (whip) antennas, each measuring 11.5 feet tall
and about 3 inches in diameter and one radio equipment cabinet. All devices to be
mounted on the roof of an existing office building at 21601-21615 Stevens Creek Blvd.

Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of
minor changes to a project. The Director reports his decision to the City Council and
Planning Commission in time to allow any Councilmember or Planning Commissioner to
appeal the decision within fourteen calendar days.
Application:
Minor Modification of 23-U-79 to allow a paging facility consisting of three whip
antennas and one radio equipment cabinet on the roof of an existing office building at
21601-21615 Stevens Creek Blvd.
Description:
The applicant, Whalen & Company, Inc., agent for Paging Network, Inc. has proposed
the development of a wireless communication paging facility on the roof of a two-story
office building located at 21601-21615 Stevens Creek Blvd. which is at the northwest
intersection of Highway 85 and Stevens Creek Blvd. Paging Network is establishing a
local netWork of paging sites to offer voice messaging (Exhibit A). The paging
equipment consists of 3 omnidirectional (whip) antennas measuring 11.5 feet tall and
about 3 inches in diameter, space 25 to 30 feet apart, and one radio equipment cabinet
measuring 53.75"x 21 "x24", all to be mounted in the rooftop equipment well. On the
plan set the antenna are designated "Rx" and "Tx".
Since the equipment will be located behind the parapet, the cabinet will be fully screened
from view and only eight feet of the antennas will be visible (Exhibit B). The whip type
antennas are much less visible than the panel type and should appear as a small flag pole
on the building. Staff is recommending that the antennas be painted a flat gray to lessen
their visibility. In staffs experience, painting antennas white or blue to match the sky has
usually made the antennas more visible.

III. PROJECT DESCRIPTION
PageNet proposes to locate a VoiceNow wireless communication facility at 21601-21615 Stevens
Creek Road. The facility consisting of three omni (whip) antennas and an equipment cabinet will
be mounted on the roof of an existing office building. Each antenna measures eight (8) feet in
length, and approximately three (3) inches in diameter. The cabinet measures 53.75" x 21" x 24".
The cabinet will be located in the interior part of the roof, behind the parapet, so that it will be
screened from public view. The proposed whip antennas, by their round feature and size,
resemble a small flagstaff so that even though they protrude above the roofline, their visual
impact is non-obtrusive and negligible. In addition the antennas can be painted to match the
colors of the building, or as required by the City of Cupertino.
The facility will not require any special landscaping, parking, signs, drainage or lighting.
IV. ADDITIONAL INFORMATION
A. Number of people (employees, clients, etc.) associated with the proposed use at the site.
The proposed facility will be unmanned. After completion of installation, a service technician
about once per month will typically visit the site.
B. Days and hours of operation.
The facility is automatic, operating twenty-four (24) hours a day, three hundred and sixty five
(365) days a year. As an unmanned facility, it does not require city services including sewer
treatment and portable water. The use does not produce waste, noise, air pollution, nor does it
increase automobile traffic in the area.
