Report of Director's Decision Regarding a Minor Modification
Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval
of minor changes in a project. The Director reports his decision to the City Council
and Planning Commission in time to allow any Councilmember of Planning
Commissioner to appeal the decision within fourteen calendar days.

Descrilltion
The proposed modification consists of a minor change to the parking/landscaping area near the
northwest comer of the existing Symantec Building Avenue to construct a turnout on the Torre
Avenue frontage. The purpose of the amendment is to provide short term parking for various
delivery vehicles that visit the site.
The recently approved site and landscaping plan for the building is attached for comparison. The
addition of larger parking spaces for delivery results in the removal of landscaping in the rear
plaza. The loss is offset by the elimination of double parked vehicles which result in a safer
vehicular and pedestrian environment.
The Public Works Department approves the delivery turnout on the Torre Avenue frontage. The
turnout will not reduce traffic flow nor eliminate opportunities for a bike lane. The turnout is
intended to separate "light drop-off' delivery traffic from the rear area which will have high
pedestrian movement.
Action
Staff approves the minor changes as described on the site plan, Exhibit Al dated 4/15/97.

Attached is an application for a 'Planning Director's Minor Amendment', to a 'Pedestrian
Connection and Parking Plan' which links the new Symantec Corporation Building
(Cupertino City Center Five) and the existing Symantec World Headquarters Building at
10201 Torre Avenue.
This amends an earlier proposed plan by Guzzardo and Associates dated December 26,
1996 by including a delivery area at the front and back of the building. Using the
approved 'pedestrian connection' concept linking the two buildings and main parking
layout, we are proposing a scheme which we believe will solve some existing circulation
issues that exist at the World Headquarters building.
Presently, the entrance located on Torres Avenue is considered the 'front' of the building.
The entrance on the parking area is considered the 'back' of the building. Due to a lack
of available delivery vehicle parking as shown on the enclosed aerial view, the 'main'
building entrance is used for deliveries. This entry is also used by visitors and
employees. The concern of Symantec Corporation's management for some time, has
been the high mixed concentration of pedestrians and delivery vehicles at the 'main'
entry. A business of this nature requires daily delivery services including monthly
janitorial supplies and office equipment deliveries. The combined types of traffic
(pedestrian and delivery) creates a potentially dangerous situation.
DELIVERY AREA AT 'BACK' PARKING AREA (3 spaces)
This is a desired location for a delivery area since the personnel who receive packages
are located in this area. Deliveries are made through a side entry which leads directly
into the mailroom area and NOT through the main lobby. For this business, it is
important that packages be received, checked and distributed quickly without disrupting
the activities in the main lobby.
The three proposed spaces consist of a regular parking space, a larger space for a large
truck (furniture delivery) and a smaller space for Symantec utility 'golf cart' vehicles
which travel between each building. We have also included an area for bicycle racks.
DELIVERY AREA AT 'FRONT' TORRES AVENUE (2 spaces)
This is a desired location for a delivery area since this entrance is not used by visitors or
employees due to lack of available parking. We realize that the 'front' of this building is
of concern to the City of Cupertino due to traffic circulation. The two proposed parking
spaces are consistent with the existing flow of traffic and the inset will not require using
the street as a turn-around area for delivery vehicles. This situation is similar to one
further down Torre Avenue in front of the City Center Two building, presently occupied by
Apple Computers. This area is proposed for; 'light-drop off of delivery services with
smaller vehicles with shorter timelines (florists, caterers with pre-made food for
presentations, etc.)
There are advantages for locating a delivery zone at both entrances:
1. Trucks parking for an extended time would use the 'back' delivery area and
will not be seen from the public 'right of way'.

2. Limiting the type of deliveries at the 'front' and insetting the spaces off of the
street, limits the visual impact to the 'right of way'.
3. The addition of two delivery spaces inset into the curb will not change the
existing landscape.
4. The addition of two delivery space area in the 'front' will not significantly
change the existing number of parking spaces for the existing site. Per the
accepted new parking lot layout, we propose revising the five standard spaces
at the corner of the landscaped area to three delivery spaces and a bicycle
parking area.
As stated before, this project is of concern and importance to Symantecs' management
due to the existing awkward situation of mixing vehicles, deliveries and pedestrians. It is
expected that employees from the new building at De Anza Boulevard will interface with
employees at the existing building and increase the visitor traffic to the World
Headquarters building. Symantec Corporation is very conscientious with regards to how
the two buildings will be visually connected while still providing the operational functions
required for the business.
