The Director reports his decision to the City Council and Planning Commission in time to allow any Councilmember or Planning Commissioner to appeal the decision within fourteen calendar days. Applicant: PLANCOM, Inc., 760 Market Street, Ste 711, San Francisco, CA 94107 ror Paci lie Bell Mobile Services Application: Minor Modification of ll-U-90 to allow three panel-antenna aerials on the roof or the Apple Computer R& D Campus Building located atOne Infinity Loop PLANCom, the representative of Pacific Bell Mobile Services, had previously withdrawn a request for a height exception to permanently approved an existing, temporary cross polar aerial on the rooftop of the Apple Computer R& D Campus. The request was withdrawn because of the perceived difficulty in obtaining approval or the height exception and the availability ofa suitable design alternative that meets the City's aerial height standards. The original aerial proposal involved three antennae bundled into a single cyclinder. Because of the long length of the Apple Computer building, the applicant required additional aerial height to overcome a building shadowing problem that arfected radio coverage. Telecommunications Commissioner Ernest Tsui reviewed this proposal and suggested that if the antennae were unbundled, they could be moved independently closer to the edge of the building, avoiding the shadowing problem and lowering the height or the aerial. The tradeoff is having three shorter aerials versus one taller aerial. The applicant has erected mock-ups at two of the preferred roof locations in anticipCltioJ] of the application. The one to the rear is invisible from the Apple Computer parking lot and public right-of-ways. The second one would be located where the "cyclinder" is currently situated, but will be 3 feet lower in height and narrower in prolile (SL'C photosimulation - "Proposed"). The third one can be observed II'om the west elev~ltioll just south of the arched scaffold on building 2. This aerial is dit'licult [0 see heG1USe of the arched scaffold and surrounding tall trees. Findings: 1) Staff finds that the subject aerial as proposed will have a minimal visual impact subject to the condition that the roof-mounted aerial shall be painted a flat gray color. 2) This approval encourages colocation of aerial facilities as there are two other CleriClI approvals on this cluster of buildings: a) a GTE Mobilenet cellular installCltion Oil the roof and a Metricom wireless modem aerial mounted on the wall. 3) The aerial augments an existing technology which complies with Federal Communications Commission safety standards. 4) The antenna heights comply with zoning standards. Action: The Director of Community Development deems the modification minor and Clpprovcs the revised rooftop aerial configuration based on the attached plan set titled "Apple Campus 1 Infinite Loop, Bldg 2, Cupertino, CA SF-559-0 \" consisting or X shcets dated 3/18/00 and labeled Tool, A-I.\, A-1.2, A-2.\, ^-3. J, A-3.2, ^-3.3 & C-\ Clnd with thc following conditions: 1) that if the aerial is not used for its permitted purpose for a period of I X months, the aerial and its associated facilities shall be removed.
