Application: Cupertino Community Services and its architect, Van Meter, Williams and Pollack, have applied for a Director's Minor Modification to approve several architectural changes to the 24-unit affordable housing development located on Vista Drive near Stevens Creek Boulevard. Most of the changes are considered minor with little impact on the overall architecture of the building. Two changes are of a more significant nature. These two changes are the addition of porch elements on Building 3, south elevation and the removal of windows on the CCS Building's north elevation. The addition of the porches adds substantially to the architecture and staff approves of the modification. However, the removal of the windows posed some concern to staff. Staff requested that a trellis treatment be added to the wall to add some interest. The applicant complied and those changes may be seen on sheet entitled, "CCS Building: North Elevation." The windows were removed to comply with building code requirements. If the windows remained, they would need to be I-hour fire rated windows adding to the construction cost. Since the development is an affordable housing development operating on a tight budget, staff does not have any concerns with the modification. The city's architectural consultant, Larry Cannon, reviewed the proposed changes and assisted in recommending the trellis on the CCS building. Overall, Mr. Cannon is not concerned with the recommended modifications. A letter from the applicant, Van Meter, Williams and Pollack, is attached for review. Also enclosed are sheets detailing the approved elevations ("City Council Set") and the proposed changes ("Permit Review SeC). Action: The Director of Community Development deems the modification minor and approves the architectural modifications as shown in the attached elevation sheets. Cupertino, CA 95014-3255 Dear Vera, We request that a Directors Minor Modification be used to approve the changes to the Cupertino Community Services project that have occurred between the Planning Commission drawings dated December 12, 2000 and the permit/construction set. The following descriptions refer to the enclosed sketches, 1. Building 1 North Elevation Two windows were eliminated from the center of this elevation, one from the ground floor and one from the second floor. The remaining second floor window was also reduced in size. This was done because the windows did not relate well to the interior spaces, Having the two center windows made it difficult to layout furniture. The other change in this elevation involves the patio/balcony to the left-hand size of the elevation. Posts were added to support the corners of the balcony. This simplifies construction of the decks. The addition of posts also led us to change the shape of the ground floor patio to match the balcony above (from a semi-circle to a rectangl,e), The shed roof supported by brackets above the balcony has been changed to an awning to match the awning at the south elevation of these buildings. 2. Building 1 West Elevation- The gabled portion at the right side of this elevation was narrowed and two windows were eliminated from the second and ground floors. The proportion of this element in the planning commission drawings made it look rather squat. The windows also did not relate well to the interior spaces. We narrowed this bay and centered the window in it similar to the bay on the left. The kitchen of this unit was also reconfigured so the window is now centered over the sink, 3. Building 1 South Elevation - An electrical closet was added to the center of the ground floor to hide the electric meter and panel boards. 4. Building 3 South Elevation at Porches - These porches were combined as shown because of a comment made during a planning commission meeting to make them more like the other porches, 6. Building 3: North Elevation 2nd Floor Windows and Trellises - The window size was reduced so that it fits above the shower/tub surround. The trellises have been added as an add alternate and would be constructed if the client has money to build them. The water heater closet was eliminated because the units no longer have individual, water heaters. 7. Building 3: North Elevation D unit Patio and Deck - The kitchen layout for unit D was revised which allowed us to install sliding gl,ass doors similar to the other units. The water heater closets were eliminated as the units no longer have individual water heaters, 8, CCS Building: East Elevation - The window and door layout was revised to reflect changes in the clients programmatic requirements and to make the fa9ade more organized. 9. CCS Building: North Elevation - A window was added to the second floor to balance this elevation, Windows were eliminated from the ground floor community room. Upon discussion with the building department,. it was determined these window would be required to be 1-hour rated. The significant additional cost of rating these windows was the prime determinant to their removal. We have presented two ophons for this wall. One shows the windows removed. The second shows a lattice structure for the support of vines to be planted in the landscape strip next to the building. 10. CCS Building: West Elevation - Two windows were eliminated from this elevation because they conflict with an internal staircase, 11. An additional element that was mentioned in the plan check comments but has not been addressed in a before/after sketch is the trees and landscape island that were eliminated from the parking lot. This happened because the building department required us to add an additional accessible parking space. After discussions with Greg Casteel it was decided that the best location was at this main entry to the residential portion of the project. When we located the accessible space here we had to eliminate the landscape island as the accessible space needs an adjacent loading zone. We actually tried to keep two of the trees in a smaller landscape island but were not allowed. Please refer to the enclosed sketch. I apologize that the sketches are not formatted similarly. The sketches issued March 28\h show the before/after views on separate sheets, The sketches issued July 16th show the before/after images on the same page, I hope this does not become confusing. Again, as we discussed on the phone, we feel that the changes we have made enhance the project and respond to either aesthetic, technical or programmatic considerations which have been further refined in the time since the planning commission drawings were completed. The changes do not alter the general character of the project and most are only visible on internal facades and not from the street frontage.
