Subject: Director's Minor Modification DIR-2002-17 to allow the installation of six
panel antennas and six equipment cabinets on an existing office site.
Chapter 19.132 of the Cupertino Municipal Code allows for administrative
approval of minor changes in a project. The Director reports his decision
to the City Council and Planning Commission in time to allow an appeal
of the decision within fourteen calendar days.
DISCUSSION:
Sprint PCS proposes to install six panel antennas and six equipment cabinets on the roof
of the existing Valleo Financial Center located at 10050 N. Wolfe Road. This permanent
facility is needed because the applicant is vacating a nearby site on a Miller A venue
office building. The Director of Community Development approved a temporary (six-
month) trailer-mounted PCS antenna in the rear parking lot of this Wolfe Road building
to enable the applicant complete plans for this permanent facility.
The six antenna panels will be mounted within a six-foot extension of the existing
elevator/ stairwell tower element located in the middle of the Financial Center
buildings. The extension will be painted to match the existing building in a 11 stealth"
fiberglass enclosure (See photo-simulations). The proposed six equipment cabinets will
be placed on the roof immediately east of the stealth antenna enclosure and screened by
an 8-foot tall roof-screen painted to match the stealth enclosure. The equipment
enclosure will be at a lower overall height compared to the antenna enclosure. Sheet A3
of the plan set shows the view of the enclosures from the East parking lot.
Staff evaluated means to screen this antenna facility from public view with landscaping.
The site is reasonably well-landscaped on all sides with limited views from the corner of
Stevens Creek Boulevard and Wolfe Road and from the East parking lot. Attempts to
completely screen this facility would be costly and of limited value. In-lieu of
conventional landscaping, the applicant agrees to enhance the surrounding landscaping
area by removing the five-foot monolithic sidewalk and installing the separated
sidewalk improvements on Stevens Creek Blvd and Wolfe Road.
The new sidewalk will be located between the two rows of trees as shown in Exhibit A
and placed on top of the existing grade to avoid disturbing existing roots. This
improvement will provide more root space to enhance the growth of the existing trees
and enhance the walk-ability around this site by separating pedestrians from the travel
lanes of Stevens Creek Boulevard and Wolfe Road. Staff feels this is a reasonable
accommodation in-lieu of conventional landscape screening solutions.
ACTION:
The Director approves the application, file no. DIR-2002-17, with the following
conditions:
1) The Director's approval expires five (5) years after the effective date of this
permit, August 20, 2007. The applicant may renew this permit upon a review of
the technology to determine if the visual impact can be further minimized.
2) Aerial facilities not used for its permitted purpose for a period of 18 months is
considered abandoned and must be removed by the property owner or applicant
who bears the entire cost of demolition,
3) The approval is based on plan set titled: "Valleo Financial
CenterjFS25XC200j10080 N. Wolfe Rd.jCupertino, CA 95014", dated 7/10/02
and consisting of 6 pages labeled T1, Al through AS, and Exhibit A
4) Street improvement plans shall be submitted to the satisfaction of the Director of
Public Works prior to issuance of any building permit.
