Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of minor changes in a project The Director reports his decision to the City Council and Planning Commission in time to allow any Councilmember or Planning Commissioner to appeal the decision within fourteen calendar days. Action Taken The Director approves the modification. This approval of the modification is effective February 27,2002. The fourteen calendar day appeal period will expire on March 14, 2002. Discussion The property is in a planned single-family residential development in the Monte Vista area. The property is zoned P(Res4.4-12) (Planned Residential Development Single-family at 4.4-12 units/acre). Since these lots are smaller than the average single-family lots, lesser setbacks, greater lot coverage and lesser parking requirements than that required in single-family zones may be approved as part of a Use Permit procedure. In the event that applicant's parcel is in keeping with the requirements with the single-family zone, the Community Development Director may approve the plans and the Use Permit is not necessary. The proposed house is consistent with Section 19.28 R-1 Single-family Residential Zones. The existing home built on a 5000sq.ft. lot is a small stucco ranch-style home with an area of 1042 square feet (induding the garage). The applicant proposes to demolish the existing structure and replace it with a new single story home. The new house will have an area of 1833 sq.ft. house and a 417 sq.ft. garage. The total building area will be 2250 sq-ft. with an FAR of 45%. The proposed building is consistent with the single-family zoning code, in terms of FAR, height and setbacks. The proposed design is a single-story with a hip roof and a front stoop. The building will have a beige stucco exterior with white wood trim and a slate-style concrete tile roof and will be compatible with the existing and neighboring homes in the area. Staff considers the project generally consistent with the single-family code and land use regulations for the Monte Vista area. The lot is zoned as PD-l, Planned District. 'I'he existing lot size is 5000 SF, The existing home has the total living area of 802 Sf:' with a detached 1- car garage of 250 SF at back of the property. The new house is proposed to have 4 bedrooms and 3 bathrooms with a total living area of 1833 SF. A 4]7 SF of2-car garage with the utility area is attached to the front of the house. The FAR is 0.45. Project Background - The Reason The owner of the property is Mr. &Mrs. Gundavajhala. The family includes two children and the regularly visited parents. The existing 50 years old 2~bedroom house could not accommodate the need, and major structural upgrading is required. However, Mr. &Mrs. Gundavajhala prefers to stay in this nice neighborhood other than move to other locations. They are trying their best to contribute to the community with carefuHy designed new house, not only satisfying their need, but also enhancing the existing streetscape and surroundings, Project Features - The Design ] , Building Form -the building form remains the simple one-story house sc~le and profile. I-lipped roof recesses the mass of the building, accented with gable style roofs at front; various eave heights address the diversity of elevation and building functions - the lower part for the garage, and higher part for the raised living area; pilasters vvith the arched recessed entrance porch forms the focus point of the front elevation, The side and rear elevation is considered as the continuation of the design, recessed side wall, projected fireplace and bay window, create shads and shadows, breaking the long wall line. 2. Materials & Colors -the basic building materials include concrete tiled roof, stucco finished exterior walL and wood trims at cave and around openings. The roof tile is flat style, similar to slate and shake roof. There are two color schemes proposed for the roof color. Color scheme #1 is dark red/brown color, using Eagle Tile 'Bel-Air #4538' or similar, color scheme #2 is blue/gray blended color, using Eagle Tile 'Bel- Air #4697' or similar. Both schemes are suitable to either existing housing style of surrounding, or preferred Monta Vista Design Guideline. The exterior wall is a light beige paint over the three-coat stucco, using Behr 'True Impression PPOC30U' or similar, throughout the entire building. All the wood trims will be painted off white, including eave board and gutter, the windowsill, header and molding around. 3, Decorating Oetailingthe various wood trims are used thoroughly on the elevations. The eave board and cornice set the layers to define the edge of the roof and waU, and act as a band to horizontally tying difJerent building elements together.
